FILIPINAS: Highest honors to Comrade Basavaraju, martyr of the Indian people, hero of the international proletariat

The Central Committee of the Communist Party of the Philippines raises high its Red banners to pay tribute and give its highest honors to Comrade Basavaraju (Nambala Keshava Rao), secretary general of the Communist Party of India (Maoist), who paid the ultimate sacrifice in fighting for the revolutionary cause of the oppressed and exploited peoples of India, and the cause of the international proletariat.

Along with 26 other revolutionary fighters, Comrade Basavaraju, 70, was murdered last May 21 by the mercenary troops of the Modi fascist regime in the Abhujmad forests, along the Narayanpur-Bijapur-Dantewada districts in Chhattisgarh state.

The fascists unleashed disproportionate amounts of military force to carry out the bloody crime. The massacre was a gross display of power meant to terrorize the people of India, in order to force them to submit and surrender to imperialism and state terrorism.

The Modi fascist regime carried out the brutal mass killing with the aim of projecting strength, but has, in fact, further exposed the rottenness of the ruling system and its deepening political crisis. This is characterized by the increasing isolation of the Modi regime, which has resorted to open terrorist rule and increasing monopolization of power, in its desperation to suppress the growing armed and non-armed resistance of the broad masses of India to social and economic oppression.

Over the past years, it has carried out Operation Kagaar, an intensive campaign of terrorism, marked by the deployment of tens of thousands of combat troops and police forces in the desperation to take over the lands of the Adivasi people by dotting it with scores upon scores of military camps and detachments, in order to pave the way for the imperialists and local big capitalists to plunder the wealth of the land. On Modi’s orders, the reactionary armed forces have mounted aerial bombing campaigns using drones and jet fighters supplied by the US and Israel, and carried out successive massacres of both guerrilla fighters and civilians.

A similar US-directed campaign of all-out suppression is being carried out in the Philippines, along the same strategy of using overwhelming military force, in a vain attempt to terrorize the people and put an end to their armed and non-armed resistance. Wherever the fascist armed forces carry out their rampage, drooling American multinational corporations follow with their earth-moving machines eager to take over the land. However, the more atrocities and brutalities committed by the reactionary forces against the peasant masses and the minority people, the greater the contempt that they provoke among the people, leaving them with other option than to take up arms to defend their rights and lives.

The fascists are celebrating the death of Comrade Basavaraju. In truth, they are trembling in their knees, for fear that his death will stir the indignation and inspire greater revolutionary resistance of the millions of working people, the semiproletariat, the peasant masses, the Adivasis and other progressive sectors of India, all of whom Comrade Basavaraju dedicated his thoughts and energy.

The Modi fascist regime and its imperialist masters are utterly wrong to think that the death of Comrade Basavaraju will lead to the defeat of the CPI (Maoist) and the people’s war in India. In life, he led, taught and strengthened the mettle of thousands of communist cadres and revolutionary fighters (Naxalites). In death, his heroism and martyrdowm will surely inspire even more to fight without fear, and with even greater determination to advance and win the people’s war.

The CPP extends its deepfelt sympathies to the leadership and entire membership of the CPI (Maoist) and the to People’s Liberation Guerrilla Army (PLGA) for the loss of their dear comrade and leader. We pay tribute to the invaluable contributions made by Comrade Basavaraju, especially in founding the PLGA in 2000 and leading it in many of its victories and achievements in building the revolutionary base areas and carrying out tactical offensives against the fascist forces. He picked up the mantle of leadership from Comrade Ganapathy in 2018 and served as general secretary since.

The CPP joins the CPI (Maoist) and all revolutionary forces in India in forever keeping the memory of Comrade Basavaraju alive. His name now shines among the immortal heroes of the epic people’s war in India and the revolutionary struggles for national liberation and socialism around the world. In bearing the torch of the armed struggle in India, Comrade Basavaraju helped illuminate the path of the world proletarian revolution, especially in the past decades of setbacks and defeats of socialist forces around the world. For that, Comrade Basavaraju will always be remembered as a hero of the international proletariat.

We fully trust that the Central Committee of the CPI (Maoist) will promptly elect an equally capable leader to take over the responsibilities of Comrade Basavaraju. We are confident that by combining the wisdom of its senior cadres, with the energy and acumen of its young cadres, the CPI (Maoist) will surmount all difficulties, persevere on the path of revolutionary armed struggle, and accumulate even greater victories the people’s war in India.

On May 21, we learned with great anger that our sister party, Communist Party of India (Maoist) General Secretary Basavaraj (Nambala Keshav Rao) and 26 Maoist people's fighters were massacred in a clash between the Maoists and the fascist Indian state in the countryside of Abujhmad in the Indian state of Chhattisgarh.


In the spirit of international solidarity, we extend our sincere condolences to the Central Committee of the CPI (Maoist), party members and militants, the valiant commanders and fighters of the People's Liberation Guerrilla Army (PLGA) and of course to all the oppressed working people of India, especially the working class and the poor Adivasi peasants.


We are aware of the void created by the loss of Comrade Basavaraj and 26 Maoist people's fighters. However, we also realize and believe that the Indian People's War, the Marxist-Leninist-Maoist red torch of South Asia, is capable of achieving victory by healing the wounds, filling the void and embracing the struggle more firmly. Chairman Mao said, “We communists are like seeds and the people are like soil. Wherever we go, we must unite with the people there, take root and blossom among the people.” The revolutionary war of the CPI (Maoist) and the People's Liberation Guerrilla Army, the vanguard and leading force of the struggle for New Democratic Revolution, Socialism and Communism in the geography of the world called India, has ensured that the seed of communism sown by the communists in these lands has taken root and grown and developed among the masses. Comrade Basavaraj is undoubtedly one of the most important cadres of this struggle. He dedicated his 50 years of struggle to the liberation struggle of the Indian working class, peasants, students, women and all oppressed toiling masses. With his revolutionary practice, in which he was involved with Marxist-Leninist-Maoist consciousness and communist labor, he won the deep love of the masses and became the enemy's fearful dream.


As the flames of the Great Proletarian Cultural Revolution swept across the world, India was one of the steppes ignited by this fire. In this geography where anger, rebellion and resistance against imperialism and its local henchmen, the comprador capitalists and feudal landlords, was brewing, a communist movement had emerged in the midst of the Naxalbari peasant resistance in the 70s. The seeds of communism sown under the leadership of Comrade Charu Mazumdar flourished, the People's War progressed with victories and defeats in the intervening decades, and became the hope of the masses under the leadership of the Communist Party. This struggle has created, nurtured and developed its own sons and daughters. Comrade Basavaraj, wearing the legacy of Tsaru Mazumdar, bathed and steeled himself in the fiery fire of the communist struggle.

Thousands of supporters, militants, fighters and party members, dozens of CC members have been immortalized in the more than 50-year history of the Indian People's War. Comrade Basaravaju was one of those who dedicated his life to the struggle for the liberation of humanity. However, the leadership mission he assumed within the party and the war increased the weight of the void he created. On May 21, the sound of bullets echoing through the forests of Abu Dharm was not just the targeting of a man, but of a revolutionary tradition rooted in the bosom of the people. Comrade Basaravaju was a devoted student of the MLM, an indomitable teacher of the masses, an outstanding leader of the Maoist party, a vanguard commander of the people's war.

He started his revolutionary life as a student in his 20s and continued his revolutionary life with a communist identity by organizing in the Communist Party of India (Marxist-Leninist) (People's War), which was founded in 1980. Comrade Basavaraj, who developed himself in a short time, became a Party CC member. At the same time, he played an active role in the development of the war as the secretary of the Central Military Commission of the CPI (ML) (People's War). In 1987, Basavaraj received military training from the Tamil Tigers and throughout his life of struggle, he made great efforts in the military-tactical development of the People's War, especially in the creative implementation of the war strategy. At the same time, he became the enemy's fearful dream with the actions he organized and inflicted great losses on the enemy.

Comrade Basavaraj was re-elected to the Central Committee in 2004 at the Unity Congress of the Maoist Communist Center of India (Maoist Communist Party of India). He continued to work as a member of the SB and again as the secretary of the Military Commission in the appointments made within the CC. In 2018, he was elected General Secretary by the CC after Comrade Ganapathy, General Secretary of the CC (Maoist), resigned due to health problems. Comrade Basavaraj, who duly fulfilled this duty until the date of his immortalization, left a great legacy to both the Maoists waging the Indian People's War and the International Communist Movement, together with the 26 Maoist people's fighters who were immortalized with him.

Comrade Basavaraj was a leader who knew how to establish a dialectical link between revolutionary theory and practice. He was a communist who knew how to apply Mao Zedong's People's War Strategy to the specific conditions of India, igniting the fire of hope in the hearts of millions of oppressed. His role in organizing poor peasants, Adivasis, workers and all the oppressed in a vast geography from Telangana to Odisha, from Andhra Pradesh to Calcutta, from Bastar to Jharkhand and bringing them into the armed struggle is of historical importance. The line Basavaraj represents is the line of the People's War based on the people's own power and not on parliamentary dreams.

The Massacres of the Fascist Indian State Will Not Prevent the Victory March of the Indian People's War, the People's War Will Win!

In India, where inequality in income distribution is appalling, exploitation is brutal, poverty, hunger, deprivation and held back are at their darkest, there is a communist movement that is developing and gaining strength, that is emerging among the masses, that is rooting out all this and fighting for a world without exploitation and without borders. As oppression and persecution grows, there are millions of masses turning their faces to the hope of liberation. This increases the fears of the rullers. As the masses' own self-management apparatus under the leadership of the CPI (Maoist) in the guerrilla base areas shakes their authority, their fear grows and their power cracks. That is why they attack the People's War with the bloodiest and most brutal methods, organize massive operations to destroy the vanguards and leaders of the people, massacre, arrest and intimidate the masses. Over the last 20 years, they have carried out extensive extermination attacks, saying “We will eradicate Maoism from India”. “Operation Green Hunt” in 2010, ‘Operation Samadhan’ between 2017 and 2020 and finally ‘Operation Kagaar’ since 2023 have the common aim of destroying the Maoist Movement as a whole, eliminating the revolutionary movement and protecting the interests of their imperialist masters in India and maintaining the plunder order as they want.

The Indian ruling classes, which mobilized tens of thousands of armed forces for “Operation Kagaar”, are also plundering the lands of the poor Adivasi peasants in the area where they carry out the operation and are attempting to open mining sites for imperialist monopolies. In other words, while Operation Kagaar is targeting the CPI (Maoist), which is vanguarding and leading the revolution that will radically overthrow their power, it is also being carried out to plunder the living spaces of the masses for the sake of rent. Finally, the operation in which comrade Basavaraj and 26 Maoists were massacred was carried out for the sake of these ambitions. Fascist Prime Minister Modi, who appeared in front of the cameras with great shouts of joy after the massacre attack, screamed, “We will erase Maoism from India by May 26, 2026”. However, history has proven and will continue to prove that their ambitions will fail today and tomorrow as they did yesterday. On the contrary, the Maoist People's War will continue to grow against all their attacks and will achieve victory. Because comrade Basavaraj's revolutionary practice has been part of a labor that has led to the training of thousands of militant fighters and the hope and taking up the People's War by tens of thousands of masses. The revolution does not end when it loses its leaders, on the contrary, the blood of the leaders spilled on the ground becomes the lifeblood that grows the struggle. The revolution is integrated with the masses and is developing. The power of the rulers is not enough to eradicate this root. Because this war is the struggle to break the shackles of the Adivasis who want to protect their land, the mothers who cannot buy medicine for their children, the peasants who cannot get the rewards of their labor in their fields, the workers who have difficulty surviving in the wheel of intense exploitation, the laborers who have sacrificed their youth to unemployment, the youth whose future has been stolen, the women who are shackled by feudal value judgments.

Comrade Basavaraj is no longer with us. But his revolutionary legacy will live on in our struggle. His discipline in every mass work in India, his tactics in every guerrilla raid, his revolutionary spirit and communist practice in every guerrilla unit will continue to live on. Not only in India but in all the fields of struggle of the International Proletariat, the war will continue in his place and the struggle for which he longed and for which he gave his life will be crowned with victory.

Today, our duty is not to mourn, but to add our anger to the mortar of the revolution, to increase our struggle, to tighten our ranks. Each of us must take one step forward after him, one step forward in the positions of the People's War.

We, as TKP/ML, will embrace the faith, aspirations and ideals of Comrade Basavaraj and 26 people's fighters in the People's War we wage as TKP/ML, and we will fire every bullet we direct against the enemy with the consciousness of accountability.

We call on communists and revolutionaries, progressives and anti-imperialists, the International proletariat and the oppressed peoples of the world to stand in solidarity during this difficult but honorable period of the Indian People's War.



With our heads held high, our fists clenched, our consciousness clear and our practice strong, we bow respectfully in front of Comrade Basavaraj and the 26 Maoist people's fighters who were murdered and we say; The reactionary ruling classes in India will lose, the People's War will win!

The International Committee to Support the People's War in India (ICSPWI) salute Comrade Keshava Rao, Basavaraj, General Secretary of the CPI (Maoist), murdered by the repressive forces of the fascist Modi’s regime, lackey to imperialism, along with 26 other Maoist cadres in the Abuijhmad forest, Narayanpur district, Chhattisgarh on May 21.

This is a huge loss for the Party, the People's Liberation Guerrilla Army, the proletariat and masses of India engaged in the people's war, for the International Communist Movement, for the proletarians, the exploited and the oppressed peoples in the world.

Comrade Basavaraj was the founder of the People's Guerrilla Army in 2000 and has led as Commander the most important actions of the people's war in recent years, dealing bold blows to the reactionary Indian regime and imperialism. His role in the formation of the Guerrilla Bases and the birth of the People's Power Organizations was crucial.

Basavaraj became the Party's general secretary in 2018. He was trained by the Party and the masses, always giving an extraordinary example of bravery, wisdom and determination. He was a master of the people's war and has given his life for the revolution.

He will never be forgotten!

The Indian Modi’s regime has murdered the comrades as part of the 'Operation Kagaar', a genocidal campaign of repression, massacres, arrests, bombings and devastation on the people, particularly

the most oppressed and exploited masses, the Adivasis, etc., within a plan that aims to wipe out the people's war and the Party leading that by March 2026.

Now they cry victory, but the Indian masses and the Party know how to respond to this attack with adequate strategy and tactics, strengthening and extending the resistance and mobilization of the masses.

The Committee had already launched a one-year-long campaign of internationalist solidarity and support, holding a first successful week of action on April 7-12.

The death of comrade Basavaraj calls us, also in his honor and name, to multiply our efforts so that this campaign is even stronger and wider and contributes to deal hard blows on the Indian regime and imperialism; all the more so because it is inextricably linked to international solidarity with the Palestinian people, who heroically face the genocidal plan of Israel and imperialism -Netanyahu is supported in all forms by the reactionary Modi’s regime- and is part of the struggle of the proletariat and peoples against the imperialist war.

El Comité Internacional de Apoyo a la Guerra Popular en la India (CIAGPI-ICSPWI) rinde homenaje al camarada Keshava Rao, Basavraj, Secretario General del PCI (Maoísta), asesinado por las fuerzas represivas del régimen fascista de Modi, lacayo del imperialismo, junto con otros 26 cuadros maoístas en la selva de Abuijhmad, distrito de Narayanpur, Chhattisgarh, el 21 de mayo.

Esta es una enorme pérdida para el Partido, el Ejército Guerrillero Popular de Liberación, el proletariado y las masas de la India que participan en la guerra popular, para el Movimiento Comunista Internacional, para los proletarios, los pueblos explotados y oprimidos del mundo.

El camarada Basavraj fue fundador del Ejército Guerrillero Popular en el año 2000 y, como comandante, lideró las acciones más importantes de la guerra popular en los últimos años, asestando duros golpes al régimen reaccionario indio y al imperialismo. Su papel en la formación de las Bases Guerrilleras y el nacimiento de las Organizaciones del Poder Popular fue crucial.

Basavraj asumió el cargo de secretario general del Partido en 2018. Fue formado por el Partido y las masas, dando siempre un ejemplo extraordinario de valentía, sabiduría y determinación. Fue un maestro de la guerra popular y dio su vida por la revolución. ¡Jamás será olvidado!

El régimen indio de Modi ha asesinado los camaradas como parte de la «Operación Kagaar», una campaña genocida de represión, masacres, arrestos, bombardeos y devastación contra el pueblo, en particular contra las masas más oprimidas y explotadas, los adivasis, etc., dentro de un plan que pretende erradicar la guerra popular y al Partido que la lidera para marzo de 2026.

Ahora cantan victoria, pero las masas indias y el Partido saben cómo responder a este ataque con la estrategia y las tácticas adecuadas, fortaleciendo y ampliando la resistencia y la movilización de las masas.

El Comité ya había lanzado una campaña de un año de solidaridad y apoyo internacionalista, con una primera semana de acción exitosa del 7 al 12 de abril.

La muerte del camarada Basavraj nos llama, también en su honor y nombre, a redoblar nuestros esfuerzos para que esta campaña sea aún más fuerte y amplia, y contribuya a asestar duros golpes al régimen indio y al imperialismo; sobre todo, porque está indisolublemente ligada a la solidaridad internacional con el pueblo palestino, que se enfrenta heroicamente al plan genocida de Israel y el imperialismo —Netanyahu cuenta con el apoyo incondicional del régimen reaccionario de Modi— y forma parte de la lucha del proletariado y los pueblos contra la guerra imperialista.

¡Intensificar la movilización y las acciones contra la Operación Kagaar y por la liberación de los presos políticos en la India!

INDIA: In memory of com: Basavaraj @Nambala Keshava Rao



The martyrdom of comrade Basavaraj, General Secretary of the CPI (Maoist) is an immense loss for the people of India and the exploited and oppressed throughout the world. He lived a life fully dedicated to serving the people and gave able leadership to the Maoist movement.
The Brahmanical Hindutva fascist Modi regime is gloating over the death of the comrade. Following this killing, it will surely press on more murderously in its war on the people, spurring calls for peace made by broad civil society. What it fails to realise, blinded by its fascist arrogance, is this - the new democratic revolution was not born from an individual. Nor will it end with the martyrdom of an individual, no matter how precious that life was for the people and the revolution. This is not the first time that the Maoist movement in India has lost an eminent leader. This is not the first time the ruling classes gloated over it. Soon enough it proved to be temporary. Soon enough they were forced to once again acknowledge the Maoist movement as the biggest threat to their rule.That is what is going to be repeated, again and again and again...till the revolution wins. Memories of the life and martyrdom of comrade Basavaraj and countless others will always remain an inspiration for the people, the youth, of this country.

ce message pour informer des dernières actions de la CUpLGIA sur Paris et sa région :

1. un collage à l'université à Paris 8 de Saint-Denis en vu du rassemblement appelé par la CUpLGIA à Ménilmontant, le 15 mai, pour commémorer la Nakba, dénoncer le génocide en cours, soutenir la résistance héroïque du peuple palestinien, exiger la libération de Georges Abdallah et dénoncer la répression contre les soutiens à la Palestine !

2. Jeudi 15 mai, la CUpLGIA était présente devant le Tribunal correctionnel de Paris pour apporter sa solidarité à notre camarade Alex de la LJR réprimé pour son soutien à la Palestine et à son héroïque résistance. Le procès est finalement reporté au 13 janvier 2026 ! Nous y serons !

3. Succès du rassemblement de commémoration de la Nakba appelé par la CUpLGIA où nombreux ont été ceux qui ont répondu présents tout comme les organisations amies (JR, LJR, FSE, URC, UJFP, Samidoun, Young Struggle, PCRF, NPA, AFPS...). Plusieurs prises de parole ont été faites ; ci-joint celle de la Campagne Unitaire.

4. Ce samedi 17 mai, à l'appel d'une inter-orgas pour commémorer la Nakba et dénoncer le génocide en cours à Gaza, en soutien à Urgence Palestine et à la Jeune Garde menacés de dissolution et en soutien à tous les réprimés et pour la libération de Georges Abdallah, la CUpLGIA a défilé de la Gare du Nord à Saint-Augustin aux côtés de la LJR, des JR, de la FSE pour un cortège anti-impérialiste et révolutionnaire.

5. La CUPLGIA sur tous les fronts !
