FILIPINAS: CPP CC Statement On The 50th Anniversary Of The Establishment Of The NDFP

On behalf of the entire membership of the Communist Party of the Philippines (CPP), as well as all Red fighters and commanders of the New People’s Army (NPA), the Central Committee of the CPP extends militant revolutionary greetings to all its allies and friends in the National Democratic Front of the Philippines on the historic and most joyous occasion of the NDFP’s 50th anniversary.

We propose to the National Council that the NDFP and its allied organizations carry the following theme during this entire year of celebration:

Strengthen the NDFP! Unite the Filipino people to fight for Philippine sovereignty amid heightening foreign intervention and rising threats of imperialist war! Carry out militant struggles to fight for the people’s national and democratic interests against the US-Marcos fascist regime! Carry forward the national democratic revolution to victory!

On this occasion, let us remember and pay tribute to all the heroes and martyrs of the Philippine revolution. Let us give special honors to Comrades Jose Ma. Sison, Benito Tiamzon, Wilma Austria, Fidel V. Agcaoili, Antonio Zumel, Julius Giron, as well as other key leaders of the Party and the NDFP, as well as peace consultants who passed away or were killed by the reactionary state terrorists. Let us express our gratitude to the countless allies of the NDFP who continue to serve the national democratic revolution.

There is urgent need to strengthen and further invigorate the NDFP as the Filipino people face a worsening crisis of the ruling system and growing threats of getting caught in the vortex of imperialist wars, with the Marcos regime and the AFP being used by the US in its war provocations, while remaining spineless against Chinese aggression.

In the coming period, the NDFP must carry out widespread efforts to promote the people’s patriotic spirit, and unite, galvanize and mobilize the broadest section of the people to defend the country against rising imperialist rivalries and threats of wars. Amid intensifying US imperialist military intervention and worsening forms of oppression and exploitation under the neoliberal policy regime, the NDFP must exert all efforts to more vigorously advance the national democratic revolution and the cause of national freedom and democracy.

The CPP and the NDFP

On the initiative of the Party, the NDFP was formed on April 24, 1973, less than a year after the declaration of martial law by the US-Marcos fascist dictatorship. On that day, the NDFP Preparatory Commission issued the Manifesto “Unite to Overthrow the US-Marcos Dictatorship” which included its 10-point program. Since then, the Filipino people have possessed three powerful weapons: the Party, the NPA and the NDFP.

During the entire course of the anti-dictatorship struggle, the NDFP and its program served as one of the most powerful beacons that guided the broad masses of the people in their march against the fascist regime and in their overall revolutionary resistance. Through the NDFP, a wide underground network of national democratic forces was built which served as solid core of the broad mass struggles against the dictatorship.

The manifesto and 10-point program of the NDFP quickly gained traction among the broad sections of the Filipino people and galvanized them to get organized and take action against the fascist regime. The NDFP initially brought together a number of organizations of youth and students, women, peasants and other classes and sectors which were forced to go underground with the imposition of open fascist rule. Since 1973, the NDFP steadily expanded and is now composed of 18 underground organizations, namely: Communist Party of the Philippines, New People’s Army, Revolutionary Council of Trade Unions, Katipunan ng mga Samahang Manggagawa, Pambansang Katipunan ng mga Magbubukid, Makabayang Kilusan ng Bagong Kababaihan, Kabataang Makabayan, Katipunan ng mga Gurong Makabayan, Makabayang Samahang Pangkalusugan, Liga ng Agham para sa Bayan, Lupon ng Mananaggol para sa Bayan, Artista at Manunulat para sa Sambayanan, Makabayang Kawaning Pilipino, Compatriots – Revolutionary Organization of Overseas Filipinos and their Families, Christians for National Liberation, Cordillera People’s Democratic Front, Moro Resistance and Liberation Organization, and Revolutionary Organization of Lumads.

The NDFP is the most consolidated united front organization of the Filipino people. It binds together all the progressive classes and sectors in support of the people’s democratic revolution through protracted people’s war. It is the political center of gravity of the various levels and forms of united front organization against imperialism, feudalism and bureaucrat capitalism.

In the course of waging protracted people’s war, organs of political power at village or inter-village levels, as well as at municipal and inter-municipal and even district levels, have been built based on the organized strength of revolutionary mass organizations, the local Party organizations and armed strength of the New People’s Army. These perform state functions including implementing land reform policies and programs, dispensing justice and resolving contradictions among the people, conducting education and health services. These organize and mobilize the people to wage widespread armed resistance against the reactionary state.

Taken together, all these comprise the embryo of the future People’s Democratic Government of the Philippines, a united front of all progressive and patriotic classes based on the basic alliance of workers and peasants, and under the leadership of the proletariat. Until it is established on a nationwide scale, the PDG is represented by the NDFP.

Representing the PDG, the NDFP has established political, economic, military and proto-diplomatic relations with other entities. It has actively promoted international solidarity among anti-imperialist forces. Directly or indirectly, the NDFP has received quasi-state recognition by other governments or international entities.

Presently, two governments exists in the Philippine countryside: the Government of the Republic of the Philippines (GRP) and the PDG represented by the NDFP. The PDG is Red and revolutionary; while the GRP is White and reactionary. Both sides are belligerents in the civil war of the past 54 years.

The NDFP has been conducting peace negotiations with the GRP since 1987. It has firmly and excellently represented the national and democratic interests of the Filipino people, and frustrated the GRP’s scheme to use peace negotiations as an instrument of deception and pacification. The negotiations have produced important agreements, foremost of which is the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). The NDFP has clearly demonstrated its dedication to addressing the socioeconomic and political roots of the civil war, and in doing so, has drawn the support of broad segments of society to the cause of just and lasting peace.

Relevance and urgency of the NDFP’s 12-point program

The 12-point program of the NDFP is a systematic expression of the Filipino people’s collective aspiration for national freedom and democracy. It is the most superior of all programs of political parties and organizations in the Philippines.

The NDFP program is the anti-thesis of the neoliberal, anti-Filipino and anti-democratic policies and programs of the ruling Marcos fascist and puppet regime, as well as all previous regimes whether pseudo-democratic or tyrannical. It represents the interests of workers, peasants and all other exploited and oppressed classes of Philippine society as well as all progressive and patriotic forces, which are diametrically opposed to the interests of US imperialism, and the local ruling classes of big bourgeois compradors and big landlords.

The sharpening crisis of the ruling semicolonial and semifeudal system underscores the relevance and urgency of implementing the NDFP’s 12-point program. Fifty years or so since the NDFP’s program was drawn up, the semicolonial and semifeudal conditions in the Philippines remain qualitatively unchanged. It has only worsened quantitatively, with the Filipino people suffering from conditions of oppression and exploitation far worse than ever before.

In the countryside, the problem of landlessness has become even more acute in the face of various forms of land grabbing and land dispossession by new and old type landlords, big bourgeois compradors and multinational corporations in mining, plantations, infrastructure, real estate, and so on. All over the country, the broad masses experience increasingly intolerable socioeconomic conditions amid low wages, loss of income, skyrocketing prices of fuel, food and basic commodities, joblessness, and dispossession. The ruling reactionary state has resorted to more brutal fascist measures to suppress the people’s resistance and preserve the ruling system.

Amid their gross economic conditions and political repression, the Filipino people are continually being drawn to the 12-Point Program of the NDFP as the most viable and direct solution to their pressing problems. The demand for genuine land reform and national industrialization is even more urgent in the face of the widespread destruction of productive forces in both cities and rural areas. The demand for a comprehensive and progressive social program is even more relevant amid the aggravation of the crisis of public health and public education. Every other item in the NDFP program is in sharp contrast to the dark facets of the ruling system.

The prospect of establishing a new country where people enjoy genuine freedom and true democracy, and where they themselves benefit from the fruits of their labor, infuses them with revolutionary fervor and optimism and invigorates them to wage revolution.

The NDFP’s program is a general reflection of the program for a people’s democratic revolution of the Communist Party of the Philippine. In pursuing the Filipino people’s struggle for genuine national freedom, the NDFP’s 12-point program is historically linked to the old democratic revolutionary program of the Katipunan. It serves to complete the bourgeois democratic revolution, and thus, create the conditions to carry forward socialist revolution and construction.

Current burning issues of the day under the Marcos
fascist and puppet regime

The de facto Marcos fascist and puppet regime is currently the most concentrated expression of the rotten semicolonial and semifeudal ruling system. It embodies the interests of US imperialism and that of the ruling exploiting classes; more specifically, that of the Marcos-Duterte ruling clique. Amid the crisis of the ruling system, the ruling Marcos-Duterte clique has become obsessed with monopolizing economic and political power, causing its isolation from the people, and generating rifts and rivalries within.

The current US-Marcos regime is causing the further aggravation of the economic and political crisis of the ruling system. Its anti-national and anti-democratic policies are most clearly demonstrated in the following four key issues:

(a) Heightening US military intervention in the Philippines. This is marked by US plans to build at least four more military bases and facilities under the Enhanced Defense Cooperation Agreement (EDCA). This is in addition to the already existing five military bases and facilities where the US prepositions weapons and stations American troops in the Philippines. The new military bases will be part of US plans to build a $27.1 billion network of missile stations in the so-called “First Island Chain” of countries nearest China. This also forms part of continuing war provocations against China, centered on undermining the One China Policy and stoking calls for Taiwan Independence.

At the same time, the US is intensifying its counterrevolutionary war in the Philippines for suppressing the national democratic revolution by supplying weapons, funding and supporting the AFP’s counterinsurgency operations. The vain hope of the US imperialists is to crush the revolutionary armed struggle so that it can fully utilize or maximize its puppet armed forces in a possible armed confrontation with its imperialist rival China.

(b) Intensifying fascist suppression and state terrorism under the US-directed counterinsurgency operations. There is rampant violations of human rights and international humanitarian law by the AFP and Philippine National Police (PNP), including hamletting of communities, food blockades, indiscriminate firing of weapons, aerial and artillery bombing, extrajudicial killings, abductions, unlawful and unjust arrests, torture and other brutalities against civilians or non-combatants.

(c) Increasingly aggressive push for neoliberal policies and measures which worsen mass poverty and aggravate the socio-economic conditions of the people. These policies subject people to more severe forms of oppression and exploitation. The heightened drive to expand the operations of multinational corporations are causing widespread dispossession of peasants and fisherfolk, economic dislocation and destruction of productive forces. These further deepen the backward, agrarian and pre-industrial state of the Philippine economy, resulting in acute unemployment, low wages amid high prices, dependence on imports and foreign borrowing; and so on

(d) Deepening crisis of the ruling political system. In the rush to maximize bureaucratic privilege, the ruling Marcos-Duterte clique are aggressively pushing efforts to monopolize political and economic power. The plan to amend the 1987 constitution clearly falls into the schemes to do away with provisions restricting powers to impose martial law and perpetuate the ruling clique in power. These machinations deepen rifts and rivalries among various cliques of the ruling classes. At the same time, conflicts between the Marcos and Duterte camps are also deepening as they rival over control of bureaucrat capitalist loot including control of the military, police and other key government agencies, pocketing bribes from government contracts, collection of protection money from smuggling and drug trafficking, and so on.

These issues underscore the moribund state of the ruling semicolonial and semifeudal system. Any of these or a combination of two or more factors can form the fulcrum of a sharp turn in the economic and political crisis, which in turn can stir the broad masses of the people and heighten their democratic and militant mass movement.

The explosive and destructive potency of these issues are also heightened by the context of the continuing crisis of the international capitalist system, and growing prospects of another round of financial crisis, recessions and economic depression. Across the world, a surge in mass demonstrations is steadily developing in both the capitalist centers and in less developed semicolonial countries as oppressed and exploited classes resist worsening policies and imperialist wars.

The role of the NDFP in the developing revolutionary surge

The Communist Party of the Philippines continues to lead the Filipino people in waging national democratic revolution through protracted people’s war. It is gratified to have as its allies the organizations and members affiliated with the NDFP.

Amid the sharp deterioration of the ruling system, rising inter-imperialist rivalries and increasing possibility of inter-imperialist war, the Party sees a forthcoming period of surge in the revolutionary armed struggle, mass movement in both the cities and countryside, and building the NDFP and other united front organizations. There are bright prospects for the revolutionary forces to achieve unprecedented strength in the coming period of growth.

The New People’s Army is more than ever determined to carry out protracted people’s war in the countryside. It has preserved and persevered along the path of revolutionary armed struggle, and continues to wage extensive and intensive guerrilla warfare on an ever widening and deepening mass base.

The revolutionary mass movement is bound to surge forward in the coming months and years. After a period of militarist lockdown during the pandemic, there is now a conspicuous rise in the level of economic and political struggles of various sectors. There is the increasing tempo of workers’ strikes and mass actions to demand higher wages, oppose gross working conditions and fight contractualization and other oppressive flexible labor schemes. The clamor to end agricultural liberalization and other oppressive neoliberal policies that cause land dispossesion, rural bankruptcy and economic dislocation continue to unite and rouse peasant mass struggles alongside their demand for genuine land reform. The struggle against dams and other infrastructure projects, expansion of mining and plantation operations across the different regions continue to intensify. The broad masses of fisherfolk are coming together to resist destructive reclamation plans, and underwater mining by big foreign companies that cause their economic dislocation. The recent strike of jeepney and public utility drivers highlight how the semiproletarian masses are resisting oppressive socioeconomic policies and programs that take away their livelihood. The militant and patriotic students and youth movement is bound to rise amid rising costs of education and state abandonment, as well as against heightened imperialist intervention.

Political repression and violations of civil and political rights continue to incite the people’s outrage, condemnation and resistance. The responsibility of the US imperialists behind the war of suppression is being thoroughly exposed. The Filipino people’s anger continue to rise against foreign plunder and destruction of the environment and people’s livelihood by multinationals and its local agents, and against widespread corruption by big bureaucrat capitalists led by the Marcos-Duterte clique.

The NDFP and all its allied organizations must serve as the core of all-out efforts to unite, organize and rally all revolutionary, progressive and positive forces to build the broadest united front against US-Marcos regime as the most concentrated expression of all the social evils being suffered by the Filipino people, and to advance the people’s war for national and social liberation.

We urge the NDFP and its allied organizations and other affiliates to carry out the following tasks, campaigns, struggles and activities in the coming year, with the aim of broadening and strengthening the anti-fascist, anti-imperialist and antifeudal united front:

a) Build the broadest alliance against the US-Marcos fascist regime. Expose and oppose Marcos’ subservience to foreign economic interests. Expose, oppose and isolate the ruling Marcos-Duterte clique in its schemes to monopolize economic and political power. Expose the corruption of the ruling clique, including the machinations to recover the Marcos dynasty’s ill-gotten wealth, diverting public funds to big bourgeois operations, smuggling behind the facade of import liberalization, and other schemes.

b) Wage a campaign to expose and demand the dismantling of US military bases in the Philippines, the withdrawal of US troops, an end to US military intervention and war exercises, war provocations against China and funding of brutal counterinsurgency operations that violate the principle of non-interference. Call for the abrogation of the EDCA, the Visiting Forces Agreement, the Mutual Defense Treaty and all other unequal military treaties with the US. Demand the dismantling of Chinese military facilities and withdrawal of military forces, and a stop to the plunder of Philippine marine resources.

c) Generate widespread support for the economic struggles against neoliberal policies of liberalization, deregulation and privatization, especially for the workers’ demand for wage increases. Draw broad support for the struggles for genuine land reform in the countryside, and against the entry of mining companies, expansion of plantations, ecotourism, dams and energy projects, and other programs that destroy the environment and people’s livelihood. Oppose the imposition of onerous taxes and burdensome foreign debt payments.

d) Build a broad anti-fascist united front. Expose widespread state terrorism, violations of human rights and attacks against civilians and civilian communities in violation of international humanitarian law, especially violation of women and child rights. Demand a stop to indiscriminate and disproportionate use of aerial bombing and artillery shelling which endangers the lives of civilians. Expose the link between rising fascist repression and the aggressive neoliberal push to pave the way for foreign companies to plunder the country’s resources, further pull down wages, grab land and dispossess the people.

e) Vigorously promote and carry out the NDFP’s 12-Point Program through all possible forms and venues—from the academe to the slums, the factories and workplaces to the countryside. Actively develop a mass education, propaganda and cultural movement to reach out to the broad masses in their millions. Raise the people’s knowledge and consciousness about the victories they have won in the past 54 years of revolutionary struggle, and the need to bring forward the national democratic revolution to fruition to end their sufferings.

f) Develop a vigorous organizing movement to achieve unprecedented expansion and growth of all NDFP allied organizations, and build new ones to represent other oppressed classes and sectors. Hold study meetings and special conferences and build their organizational structure. Produce new mass leaders capable of rousing the people in their numbers. Strengthen the revolutionary underground and ensure the formation of self-defense committees to secure all revolutionary forces.

g) Strengthen the NDFP as an alliance. Raise the consciousness of the membership of allied organizations by carrying out internal education about the NDFP, its history and its work. Develop coordination and cooperation among the NDFP’s allied organizations. Strengthen their links with the NDFP’s overseas office and support the work of the NDFP’s international representatives.

h) Generate widespread political and material support for the New People’s Army. Actively recruit Red fighters from among workers, students, women and other sectors. Mobilize self-defense units to extend material, political, and intelligence assistance to local people’s militia units and guerrilla units of the NPA.

i) Continue to promote and represent the People’s Democratic Government. Carry out an international campaign to promote the NDFP as representative of the Filipino people. Continue to gather international support for the Filipino people’s struggle for national and social liberation. Continue to build proto-diplomatic relations with countries and other international entities. Continue to promote the NDFP’s commitment to a just and lasting peace.

j) Help efforts in building and expanding anti-imperialist solidarity networks and alliances. Help build broad international alliances against imperialist wars. Extend solidarity support to the democratic mass struggles of workers, peasants and other toiling people, as well as revolutionary armed resistance in other countries.

The Central Committee of the CPP sees the NDFP playing a crucial role in the coming period of revolutionary resurgence. We are confident that all the NDFP’s forces will continue to exert all efforts to rouse the people and shoulder the difficult tasks in waging all forms of patriotic and democratic resistance, generating widespread support for the people’s war and carrying forward the national democratic revolution.

MÉXICO: SOLO ROJO: Breves iniciando semana


 

Internacional. Se acerca el 1° de mayo y el ejército de la clase obrera internacional alista sus fuerzas para tomar las calles. Por todo el mundo millones de trabajadores aprovechan esta fecha histórica para elevar sus reivindicaciones gremiales y políticas. A las conmemoraciones del 1° de mayo se han sumado con energía los pueblos y las naciones oprimidas a lo largo y ancho del mundo, fundiendo el movimiento obrero con el movimiento de liberación nacional.  Por todo el orbe las banderas rojas del proletariado son izadas a tope por sus vanguardias en cada país: los Partidos Comunistas. De igual manera se desarrollan acciones de corte frentista e internacionalista, como la que está anunciada por la “Alianza Internacionalista 1° de Mayo” la cual está convocando una importante movilización en Hamburgo, Alemania. Esta Alianza es parte de los esfuerzos para constituir el Frente Antiimperialista y en su convocatoria señala: “El Primero de Mayo es el día de lucha de la clase obrera y los pueblos de todo el mundo. Es el día en que millones y millones de explotados y oprimidos en todos los países del mundo se levantan y llevan su lucha a las calles. A medida que la bestia del sistema imperialista mundial muerde cada vez más fuerte en su agonía, trae más miseria, hambre y guerra a los pueblos del mundo. Pero estas no son víctimas indefensas, sino que luchan sin descanso contra los imperialistas y todos sus secuaces. Esta lucha es lo que finalmente derribará al imperialismo”¡Que viva el 1° de mayo clasista, revolucionario e internacionalista!

 


 

Estado español. Según informa el periódico Servir al Pueblo, tres activistas han sido condenados a 11 meses de prisión por colocar una pancarta en apoyo al rapero Pablo Hasél (también preso por denunciar en sus canciones a la monarquía y el fascismo). Los jóvenes habrían colocado una pancarta en la sede del Partido Socialista de Cataluña que decía: “Luchemos por los derechos y las libertades democráticas. Pablo Hasel libertad”. Esto fue motivo suficiente para el que el régimen iniciara un proceso en contra de los activistas hasta obtener esta sentencia condenatoria. En un breve comunicado, la organización Plataforma Antirrepresiva de Ponent destaca: “En el año 2018, la Plataforma Llibertat Pablo Hasel realizó una campaña por nuestros derechos. Una de las cosas que se llevaron a cabo fue una acción simbólica en la sede del PSC en Lleida, que consistió en colgar una pancarta para denunciar su histórico papel represivo y para exigir la absolución de nuestro compañero Pablo Hasel, que aún hoy está injustamente encarcelado por contar hechos objetivos. 5 años más tarde y después de una campaña solidaria en las calles, tres compañeros han sido condenados por esa acción por un total de 11 MESES DE PRISIÓN. La conclusión que podemos extraer de esta sentencia injusta es que el derecho de expresión, que nunca ha sido un derecho real en este Estado fascista, se recorta constantemente y sin parar. En este caso, la represión llega por colgar una pancarta, por ser solidarios con los represaliados y presos políticos que lo son por ser consecuentes con sus ideas. Sin embargo, no podemos ver esto como una derrota sino como un motivo más para organizarnos y plantar cara a este Estado opresor. Pasemos a la ofensiva, desenmascaremos el régimen fascista hasta que tumbemos las leyes represivas y conquistemos la Amnistía Total”.

 


 

Francia. Macron se tiene que largar, las masas lo gritan en las calles. Con piquetes, barricadas, cacerolazos y huelgas generales el proletariado y el pueblo de Francia no aguantan más la arrogancia y la cada vez mayor reaccionarización del gobierno imperialista de Emmanuel Macron. El lunes pasado el presidente dio un discurso televisado donde anunció que “no hay marcha atrás” en su contrarreforma de pensiones; de inmediato estallaron cientos de protestas en distintas ciudades del país y nuevos enfrentamientos con los cerdos antimotines. En Lyon una comisaría de policía fue incendiada y en ciudades como Toulouse, Nantes, Marsella, Rennes y París se peleó con firmeza por las calles. Ahora el ridículo gobierno impopular quiere prohibir que la gente utilice cazuelas de cocina y claxon de los vehículos para manifestarse como si aún tuviese el control de la situación. Las manifestaciones continuarán y los revolucionarios seguirán agitando la caída del régimen. 

 


 

Palestina. Las redadas, cateos y operativos contra los barrios y campamentos palestinos son cada vez más violentos. La ocupación militar de la bestia fascista-sionista de Israel solamente puede sostenerse a base de violencia contra la población; esta semana los cerdos sionistas han vuelto a hacer de las suyas atacando poblaciones enteras con fuertes dispositivos militares, pero esta vez se han topado de frente con la resistencia armada del heroico pueblo palestino que les ha cobrado factura. Una incursión sionista la noche del jueves en el campamento de refugiados de Nour Shams, Cisjordania, provocó que la mañana del viernes estallaran enfrentamientos armados que se extendieron por el campamento y otros barrios de la ciudad como Nablus y Jabal Al-Arma, donde el ejército y los “colonos” paramilitares sionistas mordieron el polvo probando el sabor de su propia sangre en medio de fuertes emboscadas guerrilleras que les sorprendieron y persiguieron en distintos puntos. El día viernes un nuevo operativo israelí generó nuevos enfrentamientos al norte de Hebrón que dejaron a varios heridos de la resistencia palestina; además el ejército de Israel disparó contra un niño de tan solo 12 años de edad cerca del “muro del apartheid”, en Jenin; ahora el menor se encuentra hospitalizado y en calidad de detenido. Las bajas de la resistencia palestina son varias, pero su heroicidad los convierte en mártires de la causa Palestina donde cada hijo suyo peleará hasta el final por la liberación nacional. 

 


 

México. Mañana inicia la Caravana “El Sur Resiste” organizada por el Congreso Nacional Indígena (CNI) cuyo propósito es unificar las resistencias contra el Corredor Interoceánico del Istmo de Tehuantepec (CIIT) y el mal llamado “Tren Maya”. En su paso la Caravana estará visitando algunos de los puntos neurálgicos de ambos proyectos, los cuales en realidad constituyen un solo megaproyecto imperialista de despojo y muerte que busca profundizar la condición semicolonial de México y reconfigurar el territorio conjunto de Centroamérica bajo el más descarado control del imperialismo yanqui, principalmente. Dear Comrades and friends of Indian Revolution Abroad, Red salutes. On 7th April, 2023 again the Bastar police dropped bombs through drones and did bun fire from three helicopters on the villagers of Bastar Division. In this drone strike the villagers were injured seriously. This is the 4th time drone strike on the same area. The police never confirmed their cruel and anticonstitutional and anti-people activity in the last two years. Our Central Committee CPI (Maoist) appeal to you to condemn the Indian State war on its own people and raise your voices in support of people who are in midst of people's war since last 5 dacades. 

The Bastar police started their first drone strike in 2021 on june 19th. On that day they have dropped more than 12 bombs on the Bottalanka and Palagudem hamlets of Bijapur distrit. Similarly, in the intervening night of 14-15th April 2022, villages namely Bottenthong, Mettagudem, Dulod, Saklet and Pottemangi of Bijapur and Sukma districts were bombed using drones. Again on 11th January 2023 the police simultaneously conducted drone strikes and helicopter gun firing on our PLGA guerillas and people. In this attack we lost our young guerilla comrade Ungi (17yrs). In spite of heavy bombing and in midst of helicopter gun firing our brave PLGA guerillas retaliated it and seriously injured 6 GARUDA commandos including a technical staff person. The two helicopters were also damaged. In this attack first time the notorious NSG (National Security Guards) commandos were involved. In this sequence, the Bastar police again dropped bombs on big scale through drones and did helicopter gun firing in the same area i.e. the border area of Sukma and Bijapur Districts. In this drone strike and gun firing some veillagers of Jabdbagatta were injured seriously, those who are collecting forest product i.e. Muhua flowers. 

Now it has become their routine activity in that area. The people were panicked and seriously condemned the state undeclared war on them. Their life is under great threat in that area, because they are 2 living under the intensive surveillance of modern drones. In that undeclared war zone the police is conducting continuously their war crimes but never accepting it. This is seriously condemnable attitude of the state. The Indian State openly declared to eliminate CPI (Maoists) on the name of LWE (Left wing extremism) within 18 months i.e. before the forth coming general elections which are scheduled to be held in April-May 2024. So, they are in very hurry to complete their task. This plan was made in the reactionary Surajkund Chintan Shibir in the last October. This Shibir (Conference) was conducted to review their five years Samadhan military operation (2017-2022) which was heroically retaliated by our great revolutionary people and PLGA. In this conference the unpopular think tanks and police brass took part under the guidance of Indian Home Minister Amit Sha and addressed by Indian Prime Minister Narendra Modi. 

They are in dire need of the raw materials to exploit from the mineral rich tribal belt. But there is the revolutionary movement which is going on since more than last five decades and it established alternative power organs in that belt. The people of that area are struggling for their just demands. Now, it has become a war between Indian people and Indian State which represents the exploitive Indian ruling classes. So, once again our CC appealing you to stand firmly with the people to defeat this reactionary Chintan Shibir military plan on the name of Operation Vikas (Development). At, present the Bastar police has concentrated their forces and attacks particularly on the borders of Sukma and Bijapur Districs of Chhattisgad state. They are openly declaring to eliminate of Battalion 1 and its commander Com. Hidma. They are constructing special roads to his village Puvvara. They have posted number of police camps to encircle the above said area with hundreds of special commando forces. The State Government accepted the Central Government operation and it is also increasing its brutal anti-people activities. So, let us cry again to stop the fascist attacks on the people and the blood thrust state will never eliminate the Indian revolution

Society does not remember every human being but, it admires those who commits one’s life for the betterment of society. One of that life took birth on the land of India on 14h April 1891, his name is Doctor Babasaheb Bhim Rao Ambedkar. Communist Party of India (Maoist) pay its revolutionary homage to Ambedkar who epitomized the value of struggle against injustices of the social order. He taught us that human sufferings are having social causes and it can only be removed through “Agitate, Educate and Organise”. Ambedkar’s contributions towards the construction of a democratic and a humane society, both in his thought process and social praxis is immense.
Today Ambedkar jayanti is being celebrated at a time when the danger of Hindutva fascism has almost encircled the nation. He is that light from which the darkness of Hindutva is terrified of. RSS and BJP regime is a negation of Ambedkar’s thought and has completely thrown his principles of Equality, Secularism, Fraternity and Democracy in dust bin. BJP – RSS today represents “the sick men of India whose sickness is causing danger to the health and happiness of other Indians”. RSS and BJP project of saffronisation of Ambedkar is integrally linked to their agenda of Hindu Rashtra. BJP and RSS is planning to replace the constitution with Manusmriti. Today we are BJP is celebrating its foundation day from 6th April to 14 April and has taken several programs for Ambedkar Jayanti in order to bring
Dalits and people from oppressed castes into its fold. Bunch of misinformations has been produced by the RSS and BJP consciously about Ambedkar especially his views on Marxism. The right wing forces has declared an open war on Marxism and Revolutionary dalit politics with its effort of saffronising Ambedkar. But, it is a historical fact that the ideology that was much closer to Ambedkar was Marxism. But, the RSS and the BJP obfuscates the truth because truth is bitter for those who denies it.
CPI (Maoist) feels proud like every other individuals to perceive the highest statute (125ft) of Ambedkar in Telangana, but by witnessing the sufferings and pathetic conditions of Dalits in Telangana and in other parts of India, Ambedkar’s ideas and principal has been transformed microscopical in front of his own enormous statue. Ruling classes remembers Ambedkar because they see him as their easy deposits. KCR and BRS is on the path of appeasing the Dalit sections. As Modi – RSS rule has engulfed over India, the atrocities on Dalits and on other oppressed castes has surmounted. The fascist Cow vigilant are attackings and killing Dalits and muslims in the name of cow protection.
Discriminations in the education sector has increased which is leading to not only poverty of knowledge in society but, also to denial of knowledge to the Dalits students and oppressed castes. After the implementation of neoliberal policies by the comprador bourgeoisie the oppressed castes people have suffered the most. Landlessness among the Dalits have increased and still non- economic exploitation of Dalits and other oppressed castes is the norm in rural India. This depicts the hegemonic dominance of the Brahmanical fascist forces and the perseverance of semi feudal
conditions. The annihilation of caste which Ambedkar stood for is only possible by annihilating the semi-feudal and Semi-colonial social order of India. Ambedkar has rightly pointed out that Dalits have two enemies one as Brahmanism and the other as Capitalism.
Central Committee of CPI (Maoist) gives a call to all mass and class organizations, workers, peasantry, Ambedkarites, Dalits, OBCs, Women’s, Adivasi and intellectuals, writers, youth and students to absorb 14th April as a Anti- Brahmanical hindutva and Anti- Capitalism day and built a strong militant anti- caste throughout India.

CPN (Revolutionary Maoist) And CPN (Majority) Forge Party Unity

Kathmandu, April 7, 2023: The CPN (Revolutionary Maoist) led by Mohan Baidya and the CPN (Majority) led by Dharmendra Bastola forged a party unity on Friday.

An official announcement will be made on May 1 coinciding with the International Workers’ Day, according to Hemanta Prakash Oli, a leader of the CPN (Majority).

The two Communist parties had agreed in principle for the party unity some eight months ago.

The parties have formed a 12-member coordination committee including six members from each side to conclude the remaining tasks of the unification process.

From the CPN (Revolutionary Maoist), the party’s general secretary Mohan Baidya, CP Gajurel, Hari Bhakta Kandel, Pari Thapa, Indra Mohan Sigdel and Ram Singh Shrees are members of the committee.

Likewise, party general secretary Dharmendra Bastola, Hemanta Prakash Oli, Deepak Chalaune, Guna Raj Lohani, Krishna Dhamala and Devkala Adhikari are members of the committee from the CPN (Majority).

The then CPN (Maoist) that had emerged as the largest political force through the first Constituent Assembly elections had subsequently witnessed a series of splits.

A group of leaders led by Mohan Baidya left the CPN (Maoist) in 2012 to form a separate party. Then, soon after the promulgation of the constitution in 2015, Baburam Bhattarai left the Maoist party to form Naya Shakti Party. Leaders including Ram Bahadur Thapa, Dev Gurung, Pampha Bhusal and Matrika Yadav among others rejoined the mother party. Thapa, however, defected to CPN-UML later.

A key leader of the Baidya-led party Netra Bikram Chand split it to form the Communist Party of Nepal. The underground outfit came to the political mainstream following an agreement with the government. Again Dharmendra Bastola split the Chand-led party to form the CPN (Majority).

After years of separation, the Baidya-led party and Bastola’s party have now decided to reunite.

As guerrilheiras e os guerrilheiros do Araguaia são parte inesquecível da gloriosa história do proletariado de nosso País e internacional, são exemplo de sacrifício heroico das mulheres e homens que no combate pela causa da revolução entregaram genrosamente suas vidas para desencadear a Guerra Popular em nosso país, como único caminho para destruir o velho Estado de grandes burgueses e latifundiários, serviçais do imperialismo. Levantamos ao alto nossas bandeiras ainda mais vermelhas pelo seu sangue derramado nos combates da mais importante luta pela libertação do nosso povo e de nossa Pátria e pela causa do luminoso comunismo. Desde aqui, uma vez mais saudamos a memória gloriosa dos guerrilheiros e em especial das guerrilheiras do Araguaia.

Os antecedentes da Guerrilha do Araguaia

As décadas de 1960 e 1970 foram um período de grandes turbulências políticas, de profundas crises política, social, econômica e militar, de agudização da luta de classes e pugnas entre as frações da grande burguesia e seus grupos de poder. Se levantava o movimento de massas e crescia o clamor popular por reformas e direitos no país. No campo, as Ligas Camponesas nascidas nos anos 1930 da luta do campesinato pobre pelo sagrado direito a terra para quem nela trabalha, atingem o auge de sua atividade e, apesar de estarem influenciadas pelo castrismo, causavam pavor nas classes dominantes, principalmente frente a possibilidade desse numeroso movimento de massas se unir à vanguarda comunista, como havia ocorrido nos anos 1940 e 1950, quando o Partido Comunista ganhara a confiança dos camponeses e dirigiu algumas das lutas camponesas mais importantes da história do Brasil como Tombas e Formoso e Porecatu. Particularmente nesse início dos anos 1960, quando o Partido se aproximava do pensamento Mao Tsetung, essa possibilidade de fusão com a luta camponesa causava temor na velha ordem. Toda essa situação revolucionária ameaçava o sistema de poder vigente, preocupando as altas cúpulas das forças armadas reacionárias e do imperialismo ianque.

Já nas primeiras décadas do pós-guerra, finais dos anos 1940 e início dos anos 1950, o imperialismo norte-americano encorajava os grupos mais reacionários a apertarem o controle do Estado para deter o crescimento do movimento de massas. Após várias tentativas golpistas fracassadas, no dia 1º de abril de 1964, impulsionado pelo imperialismo ianque, foi consumado o golpe de Estado articulado por militares e civis que derrubou o governo constitucional de Goulart e instalou um regime político abertamente fascista. O regime militar aglutinou os setores mais reacionários da sociedade brasileira e aprofundou o domínio do imperialismo, principalmente ianque, sobre o país.

Foi um regime sanguinário, que reprimiu brutalmente as lutas populares, perseguiu e reprimiu democratas e progressistas e suspendeu os direitos e garantias conquistados a duras penas por nosso povo. Se por um lado esse foi um período do fascismo aberto e da mais brutal repressão contra o povo, por outro demonstra a veracidade da lei marxista de que “onde há opressão, há resistência”.

Em que pese a prevalência do oportunismo no movimento operário e popular, devido à influência da direção pequeno-burguesa principalmente expressa na capitulação da resistência pelo Partido de Prestes, que avaliou que o golpe era uma quartelada, um rearranjo de curta duração, mas também pelo vanguardismo das organizações foquistas, castristas, guevaristas e trotskistas, que apostaram na luta armada urbana e se afastaram da construção de organizações de massas no campo.

Também foi um momento em que muitos revolucionários brasileiros romperam com essas direções e buscaram o caminho proletário, impulsionando a reorganização do Partido Comunista do Brasil que desde 1962 vinha levantando a bandeira da tomada revolucionária do poder, da Guerra Popular, e se aproximava do pensamento Mao Tsetung, tornando-se, nesse momento, o autêntico representante do proletariado, o verdadeiro Partido Comunista do Brasil, adotando a sigla PCdoB para se diferenciar do grupo revisionista de Prestes que sob a continuidade da sigla PCB seguia a linha de krucshov e do social-imperialismo soviético.

A reorganização do Partido e a Guerrilha do Araguaia

Em meados dos anos de 1960, os primeiros militantes do Partido Comunista do Brasil começaram a ser deslocados para a região conhecida popularmente como “Bico do Papagaio”. Dezenas de militantes revolucionários oriundos de diversas regiões do país se transferiram para as selvas do sul do Pará, integrando-se à vida das massas camponesas, criando profundos laços com a população da região. Conformaram destacamentos guerrilheiros se preparando para desencadear a luta armada revolucionária. Entre os mais de setenta guerrilheiros que lutaram no Araguaia, doze eram mulheres. As guerrilheiras, como autênticas revolucionárias comunistas, entre outras tarefas, trabalhavam alfabetizando as crianças e cuidando da saúde dos moradores, sempre servindo ao povo em suas maiores necessidades.

Por iniciativa do inimigo, em 12 de abril de 1972, iniciaram os combates contra a primeira campanha de cerco e aniquilamento feita pelo Exército Brasileiro reacionário, que pôs em ação mais de 5 mil homens, em conjunto com a Aeronáutica, Marinha e Polícia Militar, munidos de fartos armamentos e recursos materiais. Foram necessárias três campanhas que duraram dois anos, e que juntas somaram mais de 30 mil homens, para derrotar os cerca de 70 guerrilheiros. Em maio de 1974 os últimos combatentes foram cercados e chacinados assassinados pelo exército reacionário do velho Estado. Como parte de sua apodrecida moral burguesa, as forças armadas reacionárias cometeram todo tipo de atrocidades no Araguaia, torturaram e assassinaram guerrilheiros presos e massas locais para retirar-lhe informações. E da parte de nossos bravos guerrilheiros não conseguiram arrancar uma só palavra, o que foi possível pela força de sua ideologia e profunda confiança nas massas fazedoras da história e no Partido Comunista que as dirige! O que permitiu a esses companheiros e companheiras combaterem e resistirem em condições de pessoal e armamentos muito inferiores aos da reação, enfrentar a tortura e desafiar a morte foi a decisão inabalável de fazer a revolução.

A Guerrilha do Araguaia, dirigida pelo Partido Comunista do Brasil, foi o principal marco na história da luta revolucionária de nosso povo. Em que pesem os erros de concepção, resultantes da baixa assimilação do Maoismo pelo Partido, essa foi extraordinária experiência revolucionária, de grande aprendizado e inestimável valor, inapagável na lembrança e na história de nosso povo. A assimilação do correto balanço da Guerrilha do Araguaia segue sendo uma questão decisiva para dar continuidade à luta revolucionária. E sem dúvida as suas lições mais importantes dizem respeito ao heroísmo, a abnegação e o espírito de sacrifício dos guerrilheiros, entre eles as mulheres comunistas!

Pedro Pomar escreveu em seu documento de balanço:

“Certamente, como já disse, a experiência do Araguaia tem aspectos de valor que devem ser sistematizados e aproveitados. O espírito de luta, heroísmo mesmo, o esforço para adaptar-se às condições do meio, a capacidade de resistência, precisam ser salientados e devidamente estimados; servem como exemplo. Nosso Partido sempre se orgulhará dessa luta; do sacrifício dos camaradas que lá tombaram, tentando abrir caminho para a vitória de nossa causa.”

Com a ação combinada da reação e do revisionismo, o balanço da Guerrilha do Araguaia foi interrompido com o assassinato dos principais quadros do Partido Comunista do Brasil em 1976, no episódio que ficou conhecido como Chacina da Lapa, o PCdoB, sob a direção da camarilha revisionista de João Amazonas, abandonou o caminho revolucionário da guerra popular e se degenerou rapidamente, se transformando nessa caricatura ridícula de partido comunista, dando origem a mais um partido oportunista e revisionista sob a continuidade da sigla PCdoB, que mancha e envergonha a honra dos verdadeiros comunistas que tombaram no Araguaia. Esse PCdoB segue utilizando de forma oportunista consignas dos comunistas e reivindica o heroísmo dos combatentes do Araguaia para ludibriar as massas, servindo ao velho Estado, do qual a décadas fazem parte, compondo o governo oportunista de Lula/PT, traindo por completo a memória gloriosa dos combatentes do Araguaia. Os revolucionários do Araguaia não lutaram por um governo dito popular que serve para gerenciar os interesses da grande burguesia e dos latifundiários, a serviço do imperialismo, como não se cansam de afirmar os revisionistas do PCdoB. Lutaram pelo socialismo, pela libertação de nosso povo, pelo comunismo.

Em 2010 a Corte Interamericana de Direitos Humanos condenou o Brasil a reparar os danos causados aos familiares das vítimas da Guerrilha do Araguaia e declarou que o governo deve investigar, processar e punir os responsáveis pelas torturas, desaparecimentos forçados e execuções praticadas durante o regime militar. O governo brasileiro se limitou a medidas demagógicas e de fachada, como a formação da Comissão da Verdade, que não levou a cabo nenhuma investigação séria, muito menos puniu os criminosos do regime militar fascista, apesar de várias campanhas feitas por familiares de vítimas, personalidades democratas e progressistas, como a campanha feita pelo MFP exigindo a punição aos criminosos do regime militar. Passados vários anos de governo dito de esquerda, nenhuma punição aos torturadores, apenas mais reconhecimento e espaço para a participação dos militares na vida política do país. Demonstram em seus atos a quem servem esses descarados oportunistas, a corja mais reacionária e fascista, aos torturadores de alto coturno, aos militares e civis que dirigiram o golpe e o regime militar e que hoje operam sob fachada de um governo eleito pelas urnas, mas, na prática, tutelado pelo alto-comando das forças armadas reacionárias e do imperialismo, principalmente ianque. Podres traidores!

O heroísmo dos combatentes e das combatentes da Guerrilha do Araguaia jamais poderá ser esquecido pelos verdadeiros revolucionários e democratas de nosso país. São parte da luta ainda vigente por uma Nova Democracia, que porá abaixo as três montanhas de opressão que existe sobre nosso povo e a nação: a semifeudalidade, o capitalismo burocrático e o imperialismo. A Guerrilha do Araguaia provou mais uma vez que uma verdadeira democracia para as massas populares só pode ser concretizada através da destruição violenta de toda essa velha ordem. O sangue generoso de nossas guerrilheiras e guerrilheiros brota todos os dias em todos os cantos desse país e será cobrado com redobrada disposição para o combate, com maior assimilação da ideologia todo-poderosa do proletariado internacional o Marxismo-leninismo-maoismo aportes de validez universal do Presidente Gonzalo, e sua aplicação criadora à nossa realidade, maior compreensão da linha militar do proletariado – a Guerra Popular Prolongada, guerra unitária tendo o campo como principal e a cidade como complemento necessário, tudo como parte e a serviço da Revolução proletária mundial, da Guerra popular mundial até o Comunismo!

INDIA:CPI(Maoist) - Protest en masse against the Brahmanical Hindutva Karnataka BJP government's decision to remove Muslims community from the entitlement to OBC reservation!

With the election in Karnataka around the horizon, the Fascist BJP government of Bommai has come up with a nefarious plan to disrupt the social harmony across the religious communities. Motivated with its ideology of
Brahmanical Hindu- Rashtra, BJP- RSS and corporate nexus is all about to communalize the political discourse for the aggravation of their selfish political gains. 

Central Committee of CPI (Maoist), strongly condemn the fascist decision to abrogate the 4 percent OBC reservation for the Muslim community in Karnataka and alloting them reservation in 10 percent EWS category. The logic of BJP for denying Muslims reservation in the OBC category stems from the fact that OBC reservation is not based on religious angle. But, the reservations for the Jain's, Sikhs and Buddhist continue to exist in OBC as before. We are not against the inclusion of them in the OBC list. But, Picture is clear here that the target for BJP is Muslims and it stands for their total subjugation by transforming them into second class citizen. Any abrogation or addition of the community in the reservation criteria has to be done through an empirical study by the backward class commission and the BJP government has totally over sided the required procedure. BJP totally denies the Sachar Commission report that depicts the pathetic conditions of Muslims in India.


In Karnataka BJP is facing innumerable corruption charges that is fuming people's anger against the BJP government in the state. Also, the Modi's anti people, anti- farmer and pro Adani and Ambani policies has alienated the people from their life. To cover all its failures, BJP in Karnataka is hiding behind the bush of communalism and appeasement of Lingayats and Vokkaligas castes by allotting them quota of 2 percent reservation each. But, the people of Karnataka are not going to be deceived by this Neo divide and rule policy of the BJP and majority of the people even from the Lingayats and Vokkaligas are opposing this ill desired act of the Bommai government. BJP government in Karnataka has remained an abode of communal fascist attacks on the minorities in the past few years. The political strategy of BJP in Karnataka and elsewhere is to centralize the Hindu votes and make the Muslim votes ineffective in the electorate system. In order to achieve this, BJP is organizing the subalterns as its foot soldiers against the Muslim community.


Karnataka, the land of the great philosopher Basavanna, poet Tyagraja, anti-colonial fighter Tipu Sultan and many other revolutionaries and personalities, is today facing the fascist onslaught where seeds of hate redness are been trying to sown right from schools to every locality and in the hearts of every individual. This darkness that prevails over Karnataka is a reflection of what is happening in the entire nation and this darkness has to be fought with the light of revolt and protests by the masses. In this regard, CC of CPI (Maoist) party gave call to all democratic and mass organizations, women's, workers, peasants, students, intellectuals, Dalits and minorities organizations in Karnataka and all over India to Protest against the BJP decision to remove Muslims from the OBC reservation in Karnataka. Today they have done in Karnataka and tomorrow they are going to do in all the states of India. Comrades and friends, we should remember that future lies in the present and our silence will lead to our own grave. In order to overcome such situation it is pertinent that we should build a militant a mass movement.
