El día de ayer informábamos acerca del fallido desalojo policiaco en la ciudad de Oaxaca donde fue detenida la compañera Natalia, activista del Movimiento Femenino Popular (MFP-Mx).

Tras ser golpeada y detenida, la compañera fue trasladada por la policía municipal de Oaxaca de Juárez al cuartel, donde además de no ser ingresada a los separos estuvo incomunicada durante varias horas. Al lugar arribaron abogados democráticos y observadores de la Defensoría de Derechos Humanos del Pueblo de Oaxaca (DDHPO) quienes en más de una ocasión tuvieron que presionar a las autoridades para que se les permitiera conocer el estado físico y la situación jurídica de la compañera.

Natalia recibió golpes, amenazas y simulaciones de ejecución extrajudicial por parte de los elementos aprehensores, quienes la amenazaban con asesinarla o trasladarla al reclusorio de Tanivet, interrogándola acerca de sus actividades y su militancia. Durante todo ese tiempo la pregunta era insistente “¿por qué ayudaste a la desalojada?”

Los cerdos uniformados nada entienden de solidaridad de clase, son esbirros uniformados al servicio de los dueños del dinero y actúan como guardia privada del llamado “cartel del despojo”. Por eso no alcanzan a entender que una mujer con conciencia de clase apoye a otra mujer trabajadora ante una injusticia.

Cuando los abogados y el personal de DDHPO pudieron ver a la compañera la encontraron lastimada y con golpes visibles, pero íntegra moral y políticamente. Natalia fue presentada ante sus abogados en el patio del cuartel ante decenas de policías que la rodeaban. ¡Querían amedrentarla a ella y a sus defensores!

Finalmente, la compañera fue liberada sin ningún señalamiento o cargo; la Defensoría de Derechos Humanos del Pueblo de Oaxaca constató que se trató de una detención arbitraria, tratos crueles e inhumanos en agravio de Natalia.

Al recuperar la casa de la compañera trabajadora se logró frustrar el desalojo ilegal, y esto, junto a la liberación de la compañera Natalia, es un claro triunfo en las calles donde los pobladores y las compañeras del MFP acompañados de la Corriente del Pueblo Sol Rojo han demostrado una vez más el peso de la masa consciente, organizada y movilizada.

Por la tarde-noche la compañera Natalia llegó acompañada de sus abogados a una reunión donde fue recibida por pobladores y activistas que han resuelto mantener y reforzar la resistencia.

Defenderemos el derecho a la vivienda de la joven mujer trabajadora que está siendo amenazada y acosada por el “cartel del despojo”; defenderemos a los pobladores solidarios que se organizan para apoyar; y defenderemos junto a las compañeras del Movimiento Femenino Popular los derechos del pueblo en los barrios y comunidades.

COLOMBIA: ¡Adelante con las Asambleas Populares!

Reza en la Constitución Política de Colombia de 1991, que el constituyente primario es el pueblo, quien tiene la autoridad máxima para decidir sobre su ordenamiento jurídico y político y la posibilidad de modificar la Constitución, ya sea a través de una asamblea constituyente o de referendos constitucionales.

Pero la realidad es otra, ya que el pueblo no tiene ninguna autoridad para decidir, pues sobre el Estado deciden las clases dominantes; es decir, los grandes capitalistas, terratenientes e imperialistas que son quienes tienen y ejercen el Poder. Por eso, cuando el pueblo toma el camino de la lucha para conquistar sus exigencias, ese «Estado social de derecho», utiliza todo el poder para aplastarlo, ya sea por medio de sus jueces, carceleros o de las fuerzas del «orden» de la policía, el ejército o los paramilitares.

Así mismo, está planteado en la Constitución que la forma en que se ejerce la «verdadera» democracia en nuestro país es por medio del voto, que permite a los ciudadanos participar en la elección de quienes ocuparán cargos públicos y ejercerán el mandato de los electores.

No obstante, lo que ha decantado el actual período del gobierno reformista, es que el voto dado por el pueblo al llamado proyecto del cambio —para que llevara a cabo las demandas del levantamiento popular del 2021— es inútil. Pues el Congreso de la República no ha aprobado siquiera las limitadas y recortadas reformas sociales presentadas, y cuando Petro intenta por las vías constitucionales —que lo facultan para tomar decisiones— aplicar alguna medida en favor del pueblo, de inmediato encuentra la más feroz oposición de los gremios capitalistas, sus representantes políticos, y sus medios de comunicación.

Estos hechos confirman lo dicho por Marx y Engels desde hace más de 100 años en el Manifiesto Comunista: el gobierno del Estado moderno no es más que una junta que administra los negocios comunes de toda la clase burguesa; donde el voto no es más que el derecho que tienen los esclavos asalariados de elegir a los que van a pisotearlo desde el gobierno y a administrar las suculentas riquezas de sus enemigos.

No importa que haya mayorías progresistas en el Congreso; no importa que el presidente sea de izquierda; no importa si se lleva a cabo una Asamblea Constituyente y se apela al tal «constituyente primario». Mientras el poder real, es decir, mientras el poder económico de los grandes capitalistas e imperialistas se mantenga, las exigencias del levantamiento popular solo se podrán conquistar con la lucha revolucionaria en las calles y un nuevo Paro Nacional; por ello también, los comunistas afirman que la emancipación de los trabajadores, que pondrá fin a la esclavitud asalariada, solo será posible mediante la revolución que destruya todo el poder del capital.

Es por eso que quienes queremos de verdad que el pueblo mejore sus condiciones de vida, las cuales siguen empeorando cada día, y acabar de raíz dicha situación con la destrucción del sistema capitalista, insistimos en que el camino para lograrlo es con la lucha revolucionaria.

Hoy esa lucha revolucionaria equivale a retomar las Asambleas Populares, la forma de organización que el pueblo adoptó desde el 2019 para ejercer la democracia directa desde abajo, instrumentos para la lucha con los cuales sí se pueden conquistar las reivindicaciones inmediatas del pueblo y llevar a cabo las transformaciones que necesita el país, en la medida en que eleven su nivel de conciencia, desechen las ilusiones constitucionales y actúen con independencia del Estado.

Dichas Asambleas en el levantamiento popular del 2021 organizaron la seguridad de los combatientes, el suministro de alimentos a la comunidad, la atención a los heridos, la educación… bautizaron zonas, calles, avenidas, puentes y parques con el nombre de los caídos; hicieron rodar las estatuas y monumentos de los «héroes» de la reacción representantes de la antigua esclavitud y del oprobio, le rindieron homenaje a la resistencia, a la lucha y a la dignidad.

Las Asambleas Populares sí pueden, siguiendo las enseñanzas del levantamiento popular, echar atrás las leyes nefastas contra el pueblo establecidas meses antes, durante y después de la Constitución del 91, como la Ley 50 del 90, la 100 del 93 y las consiguientes leyes que han desmontado conquistas históricas conseguida con sangre y deteriorado la situación económica y social de los trabajadores de la ciudad y el campo. Las Asambleas Populares deben ser expresión del poder del pueblo, para el pueblo, y por el pueblo, ejerciendo la democracia directa, sometiendo a votación las propuestas y decidiendo por mayoría, para que sean ejecutadas por las masas mismas, en contraposición al «consenso» que dilata la toma de decisiones, e impide que se ejecuten.

Las Asambleas Populares no deben convertirse en escenarios de la rebatiña de la próxima campaña electoral, ni barranquito o trampolín para que unos cuantos politiqueros hagan carrera hacia el Congreso, desde donde actuarán como enemigos del pueblo, igual e incluso peor que los politiqueros de los partidos tradicionales de las clases dominantes.

Las Asambleas Populares no deben convertirse tampoco en un parlamento paralelo al parlamento burgués, para cogobernar con los enemigos, ¡no! las Asambleas deben ser embriones del nuevo poder de las masas, legislativas y ejecutivas al mismo tiempo y no sometidas a ningún poder ajeno a ellas mismas. Asambleas que sirven de entrenamiento y preparan a los trabajadores para tumbar el poder de los capitalistas, terratenientes e imperialistas, porque no se puede perder de vista que, aunque se logren arrancar unas cuantas mejoras, la cura definitiva a los grandes problemas de la sociedad colombiana no está en la permanencia del sistema capitalista y su Estado. La escuela de la lucha actual tiene que servir para preparar la Revolución, para la conquista del poder que destruya el viejo Estado de los ricos, expropie a los expropiadores, expulse a los imperialistas y establezca un nuevo Estado de los obreros y campesinos. Entonces, solo entonces, cuando tenga el Poder de verdad, el pueblo podrá decidir si realiza una nueva Constituyente.

Esa es la lucha revolucionaria que los comunistas, aprendiendo de la experiencia de los trabajadores, le proponemos al pueblo. Es hora de confiar en la fuerza de su unidad, organización, movilización y lucha. No más ilusiones en el Congreso, antro de parlanchines, no más ilusiones en que con un cambio de presidente se pueden realizar las transformaciones que exige el pueblo, no más ilusiones en los supuestos héroes que luchan por el pueblo, ¡solo el pueblo salva el pueblo!

The Indian ruling classes go for one more farce of elections 

India is going for elections to the 18th Lok Sabha in 7 phases starting from April 19th to June 1st 2024. The Brahmanic Hindutva Fascist BJP is well prepared with nearly all what it wants to transform the country into a Hindu state. After all its wands to woo the voters have been used up, it recently came out with the Citizenship (Amendment) Act (CAA). The Act has been in its agenda for a long time along with the Uniform Civil Code (UCC) and the present decision to implement CAA just before the announcement of the election schedule is undoubtedly meant to gain the numerically majority Hindu votes. The Act will trample the minimum rights of the people of all other religions. BJP is now up to creating havoc through its saffron forces in non-BJP ruled states and trying to make the people believe that it is the only champion to rule the country. While the electoral parties are busy trying to make alliances to defeat BJP, their disunity in seat sharing only helps BJP. The NDA and the UPA are competing for power. BJP is in the forefront with the strength of its power and the Hindutva forces. It is indulging in all sorts of hook and crook methods to woo the members of the opposition parties and split those. ED and NIA are two weapons in the hands of the ruling BJP to control the opposition parties and one who questions or criticises its policies. 

Rashtriya Swayam Sevak Sangh (RSS), the Hindutva organisation that is going to complete a centenary of its formation established BJP in 1980 to implement its agenda in the political sphere. It has around forty crore members together in its affiliated organisations spread among various classes and sections of the people all over the country. This is where BJP is grounded with its age-old, regressive ideology. These are the saffron forces that constitute above one-third of voters of the country fed with the sentiment of Hinduism, that do not hesitate to indulge in any level of brutal deeds on the people. With this given base and absolute support from the imperialists and big corporate houses, the BJP government is violating the Indian Constitution in its attempts to build ‘Vikasit Bharat’ (Hindu rashtr) by 2047. This election is very crucial for it to fulfil its agenda. 

The literal meaning of ‘democracy’ is lost in the modern world. While the ruling classes of India yet claim it to be the biggest democracy in the world, it can now be said an autocratic country ruled by the age-old Brahmanic Hindutva. Parliamentary democracy of the country proved to be fake in the past 75 years. Parliamentary elections are held with the only objective to legalise and further strengthen comprador bureaucracy. Election is nothing but one more means to stabilise the exploitation and oppression by the imperialists of the world, domestic comprador bureaucratic bourgeois and feudal classes on the oppressed people of the country. The reactionary ruling classes always unleash violence and deceit on the people in the service of the imperialists and domestic comprador bourgeoisie. In spite of the abundant natural resources the government is making the country more and more dependent on imperialist aid and technology. ‘Vikasit Bharat-2047’ road map, Make in India, Digital India, Smart cities, Start-up India, Skill India and Fasal Bima schemes and all such things are in favour of domestic and foreign corporate companies. 

When BJP came to power for the second consecutive term in 2019, it brought forth several antiMuslim, anti-nationality, anti-tribal traitorous Acts such as Triple talaq, CAA etc. It prepared ground to bring UCC and other such Acts that transforms the country into a Hindutva fascist autocratic state if it comes to power for the third time. 

The issue of electoral bonds exposed BJP government to the core. The bonds were money donated to the electoral parties in lieu of expenditure on elections. The Supreme Court directed the State Bank of India 2 (SBI) to give all details. It must convey to the Election Commission the names of bond-buyers, the dates and amounts of purchase, and the names of those benefited. The Election Commission should communicate the data on its website to the people. Bonds already bought but not deposited were ‘directed’ to be returned. 

When the SBI finally submitted the details of the 18,871 purchases and 20,421 encashments of the electoral bonds worth Rs. 12,551.1 crores, out of which BJP owns Rs. 6,060 crores, it lacked details of the alphanumeric numbers and the serial numbers that reveal accurate details. The unique number that matches the purchaser and the encashment was not provided. However, SBI is a public sector bank under the central government and the ruling BJP is totally aware of the details. Neither BJP nor SBI revealed the details in spite of such a noise about the issue from various quarters. The issue obviously involves corporate companies. This is clearly a scam by the government. It is not surprising that India is in the 93rd place among 180 countries as per the Corruption Perception Index (CPI) maintained by Transparency International (TI). 

BJP is collecting funds in a big way to spend it in elections. It is ‘buying’ the elected candidates, creating crisis in the state governments and bringing them into its fold. It is seizing the funds of the opposition parties in the name of silly matters only to help BJP come to power. So, this is not at all a true democracy as it claims to be. 

The facts about the expenditure of BJP on advertisements additionally shows the extent of its corruption. BJP spent Rs. 30 crores in 30 days starting from the end of January this year on streaming ads, mostly videos according to Google Ads Transparency Centre data. The ads boost the Prime Minister and the Union government. This is double that of the amount it spent in 2019 elections. More than half of these ads were removed by Google for violation of platform policy. BJP spent Rs. 33 crores from 2019 February to 2023 February on Facebook advertisements. These facts clearly show that the present fascist rule of the BJP in India is no more a ‘democracy’. 

Another major problem faced by the people under BJP rule, especially tribal and Muslim people was evacuation. According to a report “Forced Evictions in India: 2022 & 2023” of The Housing and Land Rights Network (HLRN), 58.7 percent of the evictions were in the name of ‘slum clearance’, ‘removal of encroachment’ or ‘beautification of city’. 35 percent were for infrastructure projects, 4.7 for environmental projects and 0.7 percent for disaster management. One and a half lakh houses were demolished by the government in which 7.4 lakh people were forcefully evicted. In 2023 alone, above 5 lakh people were evicted Delhi being in the first place. Courts always were in favour of the evictions. Eviction is not simply eviction. This is nothing but marginalisation of tribal and Muslim communities from the society. The elections would only increase riots on these communities in a bid of the BJP to instigate Hindu sentiments and gain votes. 

The inauguration of Ram Mandir in Ayodhya on 22nd January was one issue that BJP greatly used for its political propaganda. Crores of people’s money was spent for the purpose. The construction of Ram Mandir, also a part of the agenda of Brahmanic Hindutva was done at the time before elections to cash on the sentiments of the majority Hindu people of the country. It also exposed the Supreme Court’s anti-people outlook that gave judgment in favour of the construction in 2019. Interestingly, four Shankaracharyas criticised Modi for inaugurating the temple stating he violated the rules of Hindu religion in performing the ceremony. 

Modi government set a unique record in its propaganda against the ongoing people’s movements through feature films. After the infamous ‘Kashmir files’ and Kerala story’ that Modi personally also promoted in his public speeches, ‘Bastar, the Naxal story’ and ‘Joram’ in the background of the revolutionary movement in Bihar-Jharkhand were released in March. ‘Kashmir files’ was severely criticised not only in the country but also by foreign film directors for its ‘vulgarity’. The untruth in ‘Kerala story’ was exposed by film critics and media. And now, the film on Bastar where a woman police officer is in the lead role fiercely speaking about ‘crushing’ Naxalites is being widely propagated by the saffron media. This kind of movies instigate anti-Muslim, anti-revolution ideas among the people and try to strengthen reactionary ideas in the society. If BJP comes to power, it will pollute the social milieu through education, culture and other such means. 

In the past decade of BJP’s rule in the leadership of Modi, the government proved itself anti-worker, anti-peasant, anti-middle class, anti-Dalit, women, tribal and religious (Muslim, Christian) minorities. Lakhs of workers and employees lost employment in favour of modernisation of corporate enterprises. Casualisation and outsourcing of labour increased. Lakhs of small and medium scale industries were closed to facilitate big corporate tycoons. 26 crores of agricultural labour are living miserable lives. 2.7 lakh central government 3 permanent employees were removed in the name of lay off and VRS. 15 lakh workers were removed from 7 big public sector organisations. Employees, small traders, students, unemployed, women and all the oppressed sections are facing the wrath of Brahmanic Hindutva Fascism. The Hindutva forces in power are making these oppressed classes a scape goat in favour of the corporate houses. Such policies gain validity through winning the elections. 

Coming to the boast of the BJP Modi government about India becoming the third biggest economy, the everyday developments of various sectors only prove that whatever is spoken of development, it only concerns that of domestic and foreign corporate companies. As per the fresh assessment of IMF the GDP of US is 26.8 trillion dollars and per capita income is 80.41 thousand dollars. India is in the 5th place with a GDP of 3.7 trillion dollars and per capita income of 2.6 thousand dollars. As per the statistics of per capita income, our country is the poorest among the G-20 alliance. 

The loan on the people of the country is estimated to reach Rs. 169 lakh crores by 2024 March. In addition to this, the state governments made a loan of another Rs. 76,09,926 crores. The government collected more than Rs. 26,51,919 crores from the people in the name of fuel taxes on petrol, diesel and cooking gas. An amount of Rs. 1,70,000 crores are being collected per month in the name of GST. In addition to all the taxes paid by the people, the central government is collecting cess (special taxes) in education, health, agriculture, Railway, coal mines, roads, infrastructure, exports and other sectors. 6,68,400 hectares of forests were destructed in our country in 2015-2020 in Modi’s rule. India is in the 155th place among 188 countries in World Environment Protection Index in 2021. 

These facts and figures bring out the stark reality that the governments elected through elections only help imperialists, comprador bureaucratic capitalists and big landlords. These also show that people are burdened with ever increasing loan. If ever India becomes the third or even the first biggest economy of the world, the people of the country will not gain anything. 

Parliamentary democracy in India is fake. These elections that go totally against democracy and only bring the enemy classes of the people to power should be boycotted. In fact, the percentage of polling in any General election is just 60 percent. Voluntary and conscious voting is very meagre in semi-colonial, semi-feudal India. Another reality, mainly in the recent decades is that no party is gains absolute majority in elections and can form government only through an alliance. Real democracy is not possible in the existing semi-feudal conditions where money power, caste power and religious frenzy dominate. Real democracy can be achieved only through New Democratic Revolution. CPI (Maoist) is leading the people of India in accomplishing New Democratic Revolution with the axle of Agrarian Revolution in the path of Protracted People’s War amidst intense state repression. 

The party has been giving calls to boycott elections and placing a people’s alternate manifesto before the people during each election. It has given a call and placed an alternate manifesto now too. According to the strategy of PPW, people’s revolutionary state power is formed area wise in the strategic areas, expands to the plain areas and finally seizes cities of enemy strong hold. These organs of state power are now being formed in the areas of revolutionary movement at the embryonic stage under the name of Revolutionary People’s Committee (RPC). This is the path to future people’s state power all over the country. 

Alternate Manifesto of the CPI (Maoist) 

An alternate manifesto was placed before the people by the CPI (Maoist) for the General elections as a path for liberation from exploitation and oppression of the imperialists, comprador bureaucratic capitalists and landlords and formation of people’s state power. Excerpts from the manifesto – 

“…We believe that it is possible to bring a revolutionary change only through politically mobilising the people suffering from exploitation and oppression in Protracted People’s War. Such a government shall be formed all over the country only after the success of New Democratic Revolution. This new democratic state power will radically change the foundation of the present economy, politics and culture of the rotten ruling classes…”. 

“…Firstly, it is necessary to form a new state machinery and new Constitution for the new social order and its development…”. 

“…The New Democratic state machinery-Constitution shall be a democratic state machineryConstitution of workers, peasants, urban middle class, domestic capitalists, oppressed social sections and oppressed nationalities on the basis of worker-peasant alliance in the leadership of the proletariat. This shall represent the interests of these four classes, oppressed social sections and oppressed nationalities and shall be the main instrument of their development and higher transformation. In order to achieve this, firstly the relations of production that are the basis of the present exploitation and oppression must be disbanded and those relations of production that shall work as basis of New Democratic state must be established. This shall also abolish the politics and institutions that are based on the earlier relations of production that served and represented the exploitive classes. It shall eradicate social oppression and discrimination. 

“It shall take up continuous revolution in the cultural sector. It shall control the remnants of exploitive classes and the forces that represent the depowered exploitive classes and unleashes New Democratic dictatorship on them, on the imperialist agents, counter-revolutionaries and traitors of the country to educate and transform them. It makes efforts to enhance conscious and active participation of the people in economic, political, social, military, cultural, environmental and other such programs and all affairs of the state for the overall development of the people and the country and to preserve the independence and sovereignty of the country. It shall work in a planned manner in the government and with the participation of the people to do away with the differences and discrimination among the various oppressed classes, social sections and nationalities in various sectors and to take forth the society towards a new higher direction-Socialism. 

“It works legally to control bureaucracy, corruption, partiality, discrimination and other such antipeople, counter-development trends in the power machinery in the Party, government, Army and other sectors. It encourages the people and Mass organisations such as Trade Unions, Democratic political parties and cultural organisations and guarantees democratic rights to them. It immediately lifts ban imposed by the exploitive governments on the organisations and associations of movement of the oppressed people, religious minorities and oppressed nationalities…”. 

“…The new state abolishes all the unequal, anti-national agreements of the present reactionary, antipeople government with the imperialist countries that affect the sovereignty of the country. This state arms the people for the defence of the country. It enhances the role of the people in protecting the country. 

“The state establishes fraternal relations with neighbouring countries contrary to the expansionist greed of the present rulers. It makes best efforts to solve the border problems, the problem of water and other problems in a peaceful and just manner. This state never deals with the neighbouring countries in expansionist methods. 

“The New Democratic state implements the below-mentioned five principles regarding relations with countries of various social orders – 1. Regional comprehensiveness 2. Mutual respect towards sovereignty 3. Not indulging in mutual aggression 4. Non-intervention in mutually internal affairs 5. Equality-mutual interestpeaceful co-existence…” 

“…The Revolutionary People’s Committees we propose that are in the embryonic state of the genuine independent, progressive, sovereign, self-reliant, exploitation free people’s democratic federal republic of India…” 

“…We call upon all the workers, peasants, middle class, national bourgeoisie, women, Dalits, Adivasis, religious minorities, oppressed nationalities, patriotic, progressive, democratic individuals and teams to take part in the formation of this New Democratic state, to become part of this just war and to reject the imperialist sponsored state power and boycott elections to its representative assemblies (parliament, assemblies and panchayats) and the coming Lok Sabha elections”. 

This is the program of a people’s government given as an alternative to the existing exploitive government before the people and with the developing revolutionary situation, the oppressed people of the country shall continue in the path of New Democratic Revolution with the axle of Agrarian Revolution, that shall ultimately lead to countrywide state power of the people. But for now, all the revolutionary, democratic, patriotic, progressive organisations have the important task to strengthen efforts to save the country and the people from the danger of Brahmanic Hindutva Fascism.

Till the demands are fulfilled, continue the struggle and extend it

The Central committee of Communist Party of India (Maoist) expresses its solidarity to the ongoing farmers’ movement under the leadership of Samyukt Kisan Morcha (Non-Political). It also condemns the abominable cruelties like the use of drones to fire tear-gas, use of rubber bullets and bullets by the armed forces that injured hundreds of farmers. Many became blind and deaf and two farmers were killed in police repression. It states that laying down of spikes and nails and barricading the roads on the border of Haryana in order to stop the farmers' march to Delhi are not only undemocratic but also a terrorist act.

The Central Committee appeals to the Samyukt Kisan Morcha to carry on the movement until the justdemands of the farmers and agricultural labourers are fulfilled and also to extend the movement in the other states. The Central government of the BJP under Modi is putting all efforts to divide the mass movements and their leadership and to separate it from the broad masses in order to crush it. In such condition, our CC appeals to the Samyukt Kishan Morcha (SKM) to take steps to form United front of the farmers to build movement in all states by uniting all the existing farmers’ unions.

The success of the 16th February strike of Rural and Manufacturing sectors under the leadership of SKM and several Trade Unions states that the people of the country are conscious of the issues and demands of the farmers and workers. In this context our Party brings to the attention of the masses of the country that the present farmers’ and adivasi movements are not confined to their own issues. These movements are also the movements for protecting the wealth and natural resources of the country. Hence, our Party appeals to the people, democrats, students, youth, artists, writers, patriotic forces to stand in support to the ongoing farmers’ movement like they did in 2021.

It is a fact that the Central government of Narendra Modi bowed down before the 2021 farmers’movement and withdraw the three anti-people and anti-nation farmers’ bill which were brought to destroy the agriculture of our country. At the same time, assurance was given by the Modi’s government that it will fulfill all the demands of the farmers. But after the completion of two years, Modi government has not fulfilled its promises.

Modi’s promise to double the income of farmers proved to be a cheap prattle. On the other hand,farmer’s suicides are not taking the name to stop. MSP guarantee for all crops, withdrawal of the Electricity (Amendment) bill-2020, waiving of farmers’ loans, reduction in the prices of agricultural inputs like seeds,fertilizers, pesticides, and agricultural machineries, increase in subsidies in the budget, providing compensation and government job to the families of those farmers who died in the farmers’ protest, to punish the culprits of Lakhimpur-Kheri killing, termination of all international agreements made in agricultural sector, minimum pension of ₹ 5,000 for farmers and agricultural labourers, provision of ₹ 700 per day to MNREGA workers for at least 200 days and many other demands are kept in cold storage by the BJP government. Whereas for the construction of Airports, mining and industrial infrastructure projects, land acquisitions are happening in a rampant manner. This clearly proves that Modi’s government in the center promises only to cheat and divert the people.

Labour laws achieved by the working class through historic struggles are abolished and instead of that the central government made 4 pro-capitalist labour codes. Minimum Wages Act is not implemented in any manufacturing sector. 12 hour working day is forcefully enforced. Workers demanding their rights are attacked by capitalist goons, lathi charged by the police personnel and are stuffed in jails.

Adivasis obtained 5 th Schedule, rights of Gram Sabha through PESA, a constitutional right that is violated by the Modi’s government. New Forest Conservation (Amendment) Act, 2023 displaces the adivasi from their lands and so it is anti-adivasi in nature. This apart, the demands of the adivasis struggling for more than 4 years in Chhattisgarh, Maharashtra, Bihar, Jharkhand, Andhra Pradesh, Telangana and Odisha for right to Land-Forestwater-resources and survival-self-respect are not fulfilled. In fact, Central and State governments are unleashing repression on those protests. In Dantewada, Bijapur, Sukma, Kanker, Narayanpur districts of Bastar alone, 17 adivasi farmers were brutally killed in fake encounter between 1st of January and 25th February. Atrocities on women, brutal beatings, illegal arrests, long term punishment, have become normal in Dandakaryana (DK). In this repressive nation, in the areas of Adivasi struggles, militarization is being carried on with great intensity. In the last five years around 200 police camps and central reserve police camps have been established.

The promise to provide employment to youth is nothing but a jhumla. Humiliation, attacks and atrocities on Dalits and Muslims have increased. Ignoring the protests against UCC and CAA all over the country, Modi’s government is all set to implement it.

The resolution of Narendra Modi to turn India into “New India” and “Developed India” by 2047 is inreality to transform India into a hub for domestic and foreign corporate development, that is to make India a base for corporate loot. In addition to this, by crushing all those voices being raised against this corporate loot and turning India into a Brahmanic Hindu rashtra is also the motive of RSS-BJP.

It has to be remembered here that the ideology of Brahmanic Hindutva fascist RSS-BJP, its politics, work and its history all are against farmers, workers, Adivasi, Dalit, women and minorities especially Muslims. It is against the vast nationalities. RSS-BJP are against their economy, culture, religion and social lifestyle. In the name of “One India-Great India” it is spreading jingoism and implementing foreign corporate policies without any control.

In the light of the above-mentioned condition, our Party appeals to all farmers, workers organizationsof the country, farmers’ Samyukt Morcha, Adivasi, Dalit, women, religious minorities especially Muslim and nationalities of Kashmir and North-Eastern region to unite on the basis of issues and demands, and build a broad movement against the main danger of the country, the Brahmanic Hindutva fascist BJP government.

Protest against the Anti-Muslim and Hindutva fascist’s Citizenship Amendment Act! 

Ignoring the people’s protest all over the country Brahmanic Hindutva Fascist BJP’s government at the center under the leadership of Narendra Modi has implemented anti-people, especially anti-Muslim Citizenship Amendment Act (CAA) through an ordinance. The Central Committe of CPI (Maoist) strongly condemns this decision of the BJP government and appeals to all progressive-democratic intellectuals, students, youth, pro-people journalists, human rights organizations, peasants, workers and Muslims to build militant protest for the abrogation of CAA. 

Instead of tabling the CAA in the Parliament, Modi government’s act of implementing CAA through ordinance is nothing but a conspiracy. Modi government has taken such wrong method to rescue itself from deep discussions on the CAA and mass protest against it. Just one day before the holy month of Ramadan CAA was implemented and on the day of Ramadan, Modi expressed well-wishes to Muslims was nothing but making fun of them. One has to note one more point that in the BJP ruled state of Uttarakhand, on that very day anti-people Uniform Civil Code (UCC) was passed by the State Assembly for implementation. All these depict the anti-Muslim policies of the BJP-RSS and its hatred towards the Muslim community. 

In fact CAA is influenced from Hindu religion and is totally antagonistic towards Muslim. To deny citizenship of a community of a particular religion and to terminate their citizenship is what the inhuman CAA law is designed for. To cover up this, Prime Minister Narendra Modi is propagating that CAA is related to giving citizenship to religious minorities from Bangladesh, Pakistan, Afghanistan. This apart, CAA will forcefully deport 40 thousand persecuted Rohingya Muslims that turns their life in danger. This law was made and is now being implemented in violation of the Indian Constitution which talks about secularism. Indian fascist rulers are ignoring the present Indian Constitution. Remember that RSS-BJP has brought CAA to fulfil its agenda of Hindu-Rashtr. Modi’s developed “New India” is in reality Hindutva fascist India which is against the exploited and oppressed classes and especially against particular social communities, the Muslims, Christians, and Buddhists. It is also a den for corporate plunder of the country’s resources. 

Today RSS-BJP and its affiliated organizations have become a threat to the nation and people. Our Central Committe appeals to the people of the country, democratic-progressive forces, patriotic people, human rights organizations, Adivasi and Non-Adivasi organizations, people from religious minorities especially, Muslims, Sikhs, Christians, Buddhists and people of nationalities of Kashmir and Northeastern regions to gird up for protest and march forward against the Brahmanical Hindutva fascism.

INDIA: Celebrate historic 23rd March as Anti-Imperialist Day in the immortal revolutionaries' memories of Comrades Bhagat Singh, Sukdev, and Rajguru. _ Communist Party of India (Maoist)

In our long history of people's democratic struggle, 23rd March hold a specific revolutionary place in the history of class struggle for all those hearts that beats for a just - equitable society, and at the same time that despises Imperialism vehemently. On 23rd March, Comrades Bhagat Singh, Sukdev, and Rajguru were hanged by the
British colonial power in order to crush the ongoing anti-colonial freedom movement. 

They were influenced by the success of Bolshevik revolution that had left overwhelming impact on these three Indian revolutionaries that led to the formation of HSRA (Hindustan Socialist Revolutionary Association). In the formation of HSRA Comrade Baghat Singh played a fundamental role, and he clearly stated that ruling classes whether of white skin or black skin, we have to continue our struggle against the loot and plunder of all exploiters. But the same exploiters who colluded with the imperialists forces are today celebrating their martyrdom and particularly the leadership of RSS who bitterly opposed Bhagat Singh and his cause. Today BJP the political organ of RSS is upholding all freedom fighters including Com. Bhagat Singh and his comrades. They have no moral right to even speak about freedom fighters and to hijack the freedom movement and now they are distorting it. Our Party CPI (Maoist) pays its revolutionary homage to them and will fight for the fulfillment of their revolutionary dreams.

After the formal independence in 1947 India became a semi-colonial country, and the Indian ruling classes: comprador big bourgeois and big landlord continued to serve their imperial masters without any hesitation. Entire economic policies of the Indian ruling classes after 1947, was designed to serve the interest of imperialism and native elites. Comprador bourgeois and landlord classes as the owners of the significant number of means of production of the country implemented distorted development industrial policy that benefits them, and their Imperialist bosses. Emphasis on industrial policy was to assist the needs of the 1 percent of elite population of India.

With the entry of finance capital (both in the form of loans and investments) vast scale of dispossession and displacement of the oppressed people happened on an unprecedented manner. Toiling masses of India continued to face unbridled exploitation in more intense manner than before. After 1990s, under the dictates of imperialist forces, Indian ruling classes implemented Liberalization, globalization, and Privatization policies in the country. This measure was a cakewalk for the foreign imperialist capital to loot and plunder the Indian resources, and to accumulate more and more profits. All parliamentary mainstream political parties, irrespective of their party flags have flawlessly implemented LPG policies. This has broken the backbone of Indian economy and has caused unspeakable misery to the toiling masses.

After BJP came to power in 2014 under the leadership of Narendra Modi, it has turned India into an open field for the loot and plunder of the country by the foreign capital under the flagship programs of Make in India, Digital India, One Nation-One Tax, Start- UP India, and many other flagship programs. BJP has enacted several pro-imperialist policies that are against the interest of the board masses of the country. At one hand it is handing over the resources of the country to foreign MNCs, and at the same time it is spreading religious enmity in the country through its agenda of Hindu Rashtra. Com. Bhagat Singh was absolutely against all pro-imperialist policies and communal ideology from which RSS and BJP orginated. Bhagat Singh was totally against Hindu-Rashtra or the idea ofnation based on religion or race. He upholds the idea of scientific reasoning, secularism, and socialism. But, today the Brahmanical Hindutva forces are distorting com. Bhagat Singh ideas to fulfill its agenda of Hindu Rashtra.

Development in India happens by the usurpation of the lands from the oppressed people. Imperialism to come out from the general crisis look for cheap natural resources that are available in the third world countries. India has abundant deposits of natural resources that mainly lie in the tribal belts of central and Eastern India. To plunder the
resources of India, Imperialism has backed every fascist onslaught of its pliant state on the indigenous people of India. To crush the revolutionary Maoist movement in India, the Indian ruling classes in collaboration with the imperialist carried out several fascist counter-insurgency programs like Salwa Judum, Sendera, Operation Green-
Hunt, Operation Samadhan, and now it has unleashed Operation Kagaar. All these fascist genocide of indigenous people was funded, directed and aspired by the global finance and Comprador bureaucratic Capital. In its crisis ridden state, Imperialism has become ferocious, and has given rise to fascist political system in India. Massive
deployments of military forces are going on in Central India to expedite the plunder of the natural resources from the Adivasi region. People's resistance to corporatization and militarization of their villages, lands, and forest are being brutally crushed by the Indian state under the BJP'S rule. Every day newspapers in Chhattisgarh carry horrific
news of killings of Adivasi by the police forces. It is not happening for the first time, and neither is going to stop until and unless this moribund system of loot and plunder is uprooted from India. The very foundation of capitalism is laid on the massacre of the indigenous population in Africa and in Latin-America. Imperialism in 21st century has
developed more brutal machines and deadly weapons to unleash massacres on the struggling masses. Today, the people of India (especially in Central and Eastern India) under the leadership of CPI (Maoist) are fighting against this enemy's machines and methods.

Central Committee of CPI (Maoist) gives a call to all democratic, patriotic, working- class, peasantry, dalits, and women's organizations, well- wishers of the adivasi, students, writers, teachers, lawyers and human rights activists to celebrate 23rd March as an Anti-Imperialism with revolutionary spirit and enthusiasm. It also appeals to conduct seminars, meetings, rallies upholding the ideas of comrades Bhagat Singh, Sukdev and Rajguru in order to expose the treacherous design of the hindutva forces to saffronize Bhagat Singh and his comrades.
