Protest Week until 8 October 2025 and a One-Day Bandh on 15 October 2025 in Bihar-Jharkhand, North Chhattisgarh, West Bengal, and Assam against the brutal fascist police repression campaign and state terror under “Operation Kagar”

On 15 September 2025, Central Committee and regional member Comrade Surendra alias Anuj, on 7 September Comrade Ramgopal alias Guru, and on 4 October Comrade Ramnath alias Guru were brutally murdered in fake encounters staged by the police under the false narrative of “surrender.” On 7 September 2025, Comrade Ved Hansda alias Amit alias Arun was killed by police in a fake encounter. On 13 August 2025, Comrade Nilesh alias Akhtar was captured in an injured condition, subjected to brutal torture, and shot dead on 18 August 2025. Comrades Jaikant, Guruwarama, and Yamini were arrested and forced by the police into fake dealings to counter excessive police actions. The CPI (Maoist) Eastern Regional Bureau calls for a Protest Week in Bihar-Jharkhand, North Chhattisgarh, West Bengal, and Assam until 8 October 2025, and a One-Day Bandh on 15 October 2025.

It is noteworthy that on 15 September 2025, our Party’s Central Committee and Eastern Regional Bureau member Comrade Surendra Saheb was killed by police in a fake encounter near Seriya, Chaurai in Bihar-Jharkhand. On 7 September 2025, Comrades Ramgopal alias Guru and Ramnath alias Guru were arrested, and on 10 September 2025, they were killed in a fake encounter in Gumla, Jharkhand. This is the same Ramnath who, on 4 August 2025, was involved when police killed Comrade Amit Hansda alias Arun of the Eastern Regional Bureau in a fake encounter. On 30 August, Comrade Amit Hansda alias Arun and a comrade had gone to Kolhan for some work and were in the process of returning to Saranda. On 4 September 2025, Comrade Ramgopal alias Guru, a Central Committee member, was surrounded by police near Chauparan, Seriya in Bihar-Jharkhand. He fought bravely until his last breath, defending himself, and sent a message to recall Comrade Arun. Using his remaining bullets, Comrade Ramgopal resisted, and when his ammunition was exhausted, he was captured while fighting valiantly. The police arrested him, and on 10 September, both he and Comrade Ramnath were killed in a staged encounter.

The Eastern Regional Bureau strongly condemns the brutal killings of Comrades Uday alias Ganesh and Ramgopal alias Guru and calls for resistance. It also calls for resistance against the killing of Comrade Surendra Saheb. The Eastern Regional Bureau appeals to the working masses, peasants, workers, students, women, Dalits, Adivasis, minorities, and progressive intellectuals of Bihar-Jharkhand, North Chhattisgarh, West Bengal, and Assam to ensure the success of the Protest Week and the One-Day Bandh against fascist police repression and state terror. The CPI (Maoist) Eastern Regional Bureau calls upon the working masses, peasants, workers, students, women, Dalits, Adivasis, minorities, and progressive intellectuals of Bihar-Jharkhand, North Chhattisgarh, West Bengal, and Assam to make the Protest Week and the One-Day Bandh a success against fascist police repression and state terror.

We know that under this fascist system, democracy exists only in name, while in practice, it operates as feudal-colonial exploitation. There are no limits to fascist police repression and state terror. The CPI (Maoist) Eastern Regional Bureau strongly condemns the brutal killings of Comrades Surendra Saheb, Ramgopal, Ramnath, Amit, and Nilesh. The Eastern Regional Bureau appeals for the success of the Protest Week and the One-Day Bandh against fascist police repression and state terror.

Since the killings of Comrade Surendra Saheb and Comrade Ramgopal, fascist police repression and state terror have intensified further. Comrade Uday alias Ganesh’s wife, Comrade Anita, and his daughter, Comrade Sunita, have also been arrested by the police. Relatives of Comrade Surendra Saheb have also been detained by the police.
