FILIPINAS:Firmest revolutionary salute to the martyrs of the Indian revolution - Communist Party of the Philippines

The Communist Party of the Philippines (CPP) extends its unwavering solidarity to the Communist Party of India (Maoist) and all revolutionary forces across India as they observe their annual Memorial Week from July 28 to August 3. The Filipino revolutionary forces join the Indian people in honoring the heroes and martyrs who have made the ultimate sacrifice in the fierce struggle against imperialism, feudalism, bureaucrat capitalism and fascism in India. The heroes of the Indian people are heroes as well of the Filipino people because they gave their lives in the struggle for national and social liberation.

In the past year, the Indian revolutionary forces have suffered great losses. We join the CPI (Maoist) in paying tribute to their fallen leaders and members who dedicated their lives to the service of the people. We pay special homage to its former general secretary, Comrade Basavaraju (Nambala Keshava Rao), who was martyred alongside 27 comrades last May 21.

Since 2024, the reactionary Indian state has waged Operation Kagaar—a ruthless campaign aimed at delivering a decisive blow to the CPI (Maoist) and the People’s Liberation Guerrilla Army (PLGA). Under this operation, the Modi regime has unleashed brutal massacres against the masses of the indigenous Adivasi people and their revolutionary forces.

Reports reveal that under Operation Kagaar, the reactionary state forces murdered 287 people in 2024, and have killed at least 113 in 2025. One third of the victims were Adivasis, and 40% were women. Many deaths are falsely reported as “encounters” between the state’s armed forces and the revolutionary fighters. The regime’s violent onslaught has not spared even infants and children—in 2024 alone, 14 children aged 14 years and below, including a 6-month-old infant, were mercilessly killed.

As we demand justice, we join the Indian people in honoring these martyrs. The names of Comrade Basavaraju and all fallen heroes now shine among the immortal heroes of India’s epic people’s war and the revolutionary struggle for national liberation and socialism around the world. They have raised high the torch of armed struggle in India, inspiring the proletarian revolutionary forces around the world to persevere in struggle amid favorable conditions arising from the global capitalist crisis.

The oppressed masses of India would have no path to liberation from imperialist domination without the sacrifices of their martyrs in waging revolutionary armed struggle. The same holds true for the masses of workers, peasants and other oppressed and exploited classes and sectors in the Philippines, whose aspirations for a bright future cannot be realized without the sacrifices of the martyrs and heroes of their national democratic revolution.

In today’s deepening crisis, imperialists and reactionaries will unleash harsher counterrevolutionary violence in their desperation to perpetuate the rotten ruling system. To overthrow this system of oppression and exploitation and replace it with a just and progressive society, Party cadres and the broad masses of working people must be ready to wage a life-and-death struggle.

In both India and the Philippines, increasing numbers of workers, peasants and other oppressed classes will be drawn to the revolutionary path, steeled and inspired by the enduring legacy of their heroes and martyrs.

Memorial and Protest Meeting Held Condemning the Massacre of Maoists and Adivasis Including the Martyred CPI (Maoist) General Secretary and Great Maoist Leader Basavraj
On Friday, 18 July 2025, a memorial and protest meeting was held at the “Shishu Kalyan Parishad Auditorium” condemning the Genocide of Maoists and Adivasis, including the martyrdom of Comrade Basavraj, the General Secretary of the Communist Party of India (Maoist) and a great Maoist leader. The event began with a one-minute silence in memory of the martyrs of Operation Kagaar and unjust wars across the world, including Palestine. A floral tribute was offered at the portrait of martyred Comrade Basavraj. The memorial and protest meeting commenced with the singing of the International.

Presided over by Maoist poet Hasan Fakri and conducted by the acting president of the Revolutionary Student-Youth Movement, the meeting featured speeches by: Badal Shah Alam, editor of Khanan magazine; Rajat Huda, acting coordinator of the National People’s Front; Harun-ur-Rashid, general secretary of the Maulana Abdul Hamid Khan Bhashani Parishad; Afzalul Bashar, member secretary of the Socialist Intellectuals’ Association; Raghu Abhijit Roy, steering committee member of the Democratic Cultural Unity; Syed Abul Kalam, member of the Martyr Revolutionary and Patriot Memorial Association; Masud Khan, president of the National Democratic People’s Platform; Zafar Hossain, president of the New Democratic People’s Forum; Nayem Uddin, convenor of the Revolutionary Student-Youth Movement, Dhaka Metropolitan; among others.

Speakers stated that a brutal military operation named "Operation Kagaar" is being conducted by the Hindutva-fascist Modi government in India, through which Maoist political leaders, activists, and ordinary Adivasis are being killed. Since January 2024, this military campaign has killed more than 400 Maoist leaders, activists, and common Adivasis. Indian Home Minister Amit Shah has declared that India will be Maoist-free by 31 March 2026. In this context, the massacre continues.

Speakers further stated that under Maoist leadership, a people’s movement has emerged to defend the water, land, and forests (Zaal-Jungle-Jameen) of the Adivasis. The government, in order to suppress this legitimate movement and to evict the Adivasis from their lands, is carrying out successive military operations to serve the interests of imperialist-backed multinational corporate entities.
On 21 May, the General Secretary of the Communist Party of India (Maoist), Comrade Basavraj, along with 28 others, was arrested and killed in cold blood. Since then, more key Maoist leaders have been killed in the same manner, and such killings continue.
We demand an immediate end to this military operation, “Operation Kagaar,” conducted by the fascist Modi government. We call upon workers, peasants, middle-class people, students, and intellectuals in India and across the world to unite and resist this Hindutva fascism.
The protest meeting concluded with a cultural program, followed by a red-flag and festoon-decorated rally, marking the end of the memorial and protest gathering.

INDIA: CASR Strongly Condemns The Abduction And Brutal Torture Of Students And Other Activists By Delhi Police Special Cell

 

the Campaign Against State Repression (CASR) expresses grave concern and strong condemnation of the recent and ongoing wave of illegal abductions, enforced disappearances, and custodial torture of democratic activists in Delhi and surrounding areas. These actions represent not only an attack on civil liberties and democratic rights but constitute gross violations of constitutional, statutory, and international legal protections.

On July 9, 2025, activists Gurkirat, Gaurav, and Gauraang of the Bhagat Singh Chhatra Ekta Manch were picked up without any arrest warrant or notice, in complete violation of Sections 35 and 36 of the BNSS. They were detained at New Friends Colony Police Station, without informing family members or legal counsel.

On July 11, Ehtmam-ul Haque and Baadal were similarly abducted in Delhi, while Samrat Singh, a psychologist and social worker, was picked up from his residence in Yamunanagar, Haryana, without the knowledge of local authorities and outside the jurisdictional mandate of the Delhi Police.

None of these detentions followed the legal procedures required under Article 22 of the Constitution of India, which guarantees the right to be informed of the grounds of arrest and to consult and be defended by a legal practitioner of one’s choice. Nor were the requirements laid out in the D.K. Basu v. State of West Bengal (1997) Supreme Court judgment adhered to—no arrest memos were prepared, families were not informed, and the detainees were denied access to legal counsel.

While in custody, the activists were subjected to torture that directly violates the right to life and dignity under Article 21 of the Constitution. They were stripped naked, beaten, electrocuted, and subjected to degrading treatment including having their heads submerged in toilet bowls. The police also issued horrific threats of sexual violence, particularly against female activists, who were told they would be raped using rods—a tactic of intimidation that constitutes sexual torture under both Indian law and international conventions.

These acts amount to criminal offenses under the Bharatiya Nyaya Sanhita (BNS), 2023, including wrongful restraint and confinement (Sections 124 and 125), kidnapping and abduction (Sections 137 and 138), voluntarily causing hurt and grievous hurt (Sections 112–115), and criminal intimidation (Section 138(2)), as well as violations of the Protection of Human Rights Act, 1993, and the SC/ST (Prevention of Atrocities) Act, where applicable. The Indian Supreme Court has repeatedly held that custodial torture is not only illegal but a direct assault on the rule of law.

These detentions and acts of torture are not isolated incidents. They form part of a broader national pattern of state repression under the Surajkund Scheme, to silence and criminalize all forms of democratic dissent. The country is witnessing an undeclared emergency, marked by surveillance, forced surrenders, and normalized custodial violence, with students, civil rights activists, and people’s activists being treated as enemies of the state.

As of now, Ehtmam-ul Haque and Samrat Singh continue to be detained illegally at New Friends Colony Police Station, without being produced before a magistrate as required under Article 22(2) of the Constitution and Section 187 of the BNSS, 2023, which mandate that no person shall be detained without judicial oversight beyond 24 hours.

We demand:

1. The immediate and unconditional release of Ehtmam-ul Haque and Samrat Singh from illegal detention.

2. A judicial inquiry into the abductions, enforced disappearances, custodial torture, and threats of sexual violence faced by the detained activists.

3. The registration of criminal cases against, and prosecution of, police personnel and officials responsible for these unlawful acts.

4. An end to the targeted criminalization of student activists, people’s organizations, and civil society voices through arbitrary detention, surveillance, torture, and fabricated cases.

The use of abduction, torture, and sexual threats as instruments of governance constitutes a complete collapse of the rule of law and a descent into fascist authoritarianism.CASR calls upon all sections of society—civil liberties organizations, trade unions, student movements, lawyers, journalists, artists, and ordinary citizens—to raise their voices and stand united against this assault on democratic freedoms.

Neste 25 de Julho vivemos num mundo em que a humanidade ainda nom foi capaz de deter a colonizaçom de vários países como Palestina, Wallmapu (o País dos Mapuches), Nova Caledônia (Kanaky), Papua Nova Guinea, etc.

Vivemos num mundo em que os povos ainda tenhem que realizar guerras justas que devem ser apoiadas em todo mundo. Trata-se de guerras de libertaçom nacional e de guerras populares prolongadas como sucede na Índia, em Filipinas, no Iêmen, em Palestina, etc.

Mas tamém vivemos num mundo em que as grandes potências provocam guerras proxy em países como Ucrânia, Sudam do Norte, Líbia, etc. Todas estas som guerras injustas das que o proletariado deve fazer denúncia.

O ascenso da burguesia chinesa como a burguesia da maior economia do mundo conduz a confrontaçom com os Estados Unidos da América e os seus aliados (a OTAN e a UE) polas matérias primas, os mercados solventes, as rotas comerciais, etc. Mentres a OTAN perde presença e polo tanto poder político em África substituída pola Rússia e ao mesmo tempo, economicamente a China está a substituir a República Francesa, ao Banco Mundial e a UE no continente africano. Este retrocesso da OTAN acelera as políticas militaristas, a propaganda bélica nos jornais e demais meios de comunicaçom onde Rússia e China som tratados como inimigos é cada dia mais constante. A tendência geral dos estados é o militarismo, é preparar─se para guerra e isto inclui reforçar os exércitos e ter capacidade de mobilizar contra sua vontade as grandes massas operárias para umha nova carnificina de escala industrial. Tamém inclui a necessidade de aumentar a censura e a repressom interna contra qualquer pessoa que pode ser considerada um perigo para o estado burguês.

O panorama das contradiçons sociais a nível mundial provoca umha grande confusom entre o Movimento Comunista Galego, entre as pessoas que honestamente se consideram comunistas na Galiza. O caminho adotado pola burguesia dos Estados Unidos de América (EUA) dumha maneira ou outra levará á umha nova guerra mundial. As burguesias dos países da Europa nom topam saída sem os EUA, nom porque os seus militares ocupam a Europa (que tamém) senom mais bem, porque o domínio mundial dos EUA era compartilhado com os seus sócios.

A crise e a guerra som recursos capitalistas para destruir meios de produçom e poder iniciar um novo ciclo de acumulaçom mas a existencia de grandes potências com muitas cabeças nucleares muda as consequências dumha guerra entre grandes potências atômicas.

Há pessoas que afirmam que a Europa é umha colónia dos EUA mas realmente, nom há nada parecido entre a realidade social dos países europeus e umha colónia. Muitas destas afirmaçons da situaçom colonial da Europa devem-se ao nacionalismo dumha pequena e média burguesia que reclama políticas económicas protecionistas.

O proletariado consciente nom pode deixar─se arrastar para defender um determinado setor da burguesia de qualquer país. Os estados burgueses nom som anti-imperialistas senom que fortalecem o poder da burguesia local e polo tanto a exploraçom da classe obreira. O poder da burguesia dumha grande potência é substituído por outra grande potência mas o proletariado e os povos oprimidos seguem igual.

O proletariado consciente deve apoiar─se na sua própria compreensom científica do mundo, nom na academia burguesa, nem no possibilismo burguês, nem tampouco na lógica “do menos malo”.

Temos que entender que o Marxismo─Leninismo─Maoísmo é a necessária subjetividade, a consciência que precisamos para poder transformar o mundo conscientemente até a aboliçom das classes no comunismo.

Se a burguesia precisou o renascimento europeu e a ilustraçom para derrubar o velho regime feudal, o proletariado precisa da consciência revolucionária que exige começar por mostrar o caráter de classe do estado burguês como principal instrumento do poder político da ditadura burguesa. Sem umha adequada compreensom do Regime Espanhol como aliança entre a burguesia galega e a burguesia espanhola nom podemos avançar na formaçom dumha vanguarda consciente.

INDIA: Proposed Call for mobilisation on the occasion of Martyrs’ Week (July 28th – August 3rd) in India!

The blood shed by the Indian revolutionary martyrs who fell for the New Democratic Revolution in India, the first step towards Socialism and Communism, must be honored: it is the blood shed by our comrades who are ready for the ultimate sacrifice to free India from the semi-feudal and semi-colonial yoke and from bureaucratic capitalism in the service of imperialism.

India is not only the largest country in the world, with approximately 1.5 billion people, but it is also the country ruled by Modi's Hindutha (fascism with Hindu characteristics) regime and the main bastion of Yankee imperialism as well as the main supporter of the Zionist regime in South Asia and the world.

The Indian revolution (Protracted People's War) has been active since 1968. Over the decades, it has succeeded in liberating millions of proletarians, peasants, and tribal people from feudal and caste oppression in the areas where it spreaded, covering an area inhabited by over 50 million people from the far north of the Indian subcontinent to the southern states of Kerala and Karnataka.
The Communist Party of India (Maoist) is virtually the largest armed revolutionary party in absolute terms by number of comrades, mobilizing sectors of the masses through trade unions, women's organizations, environmental organizations, and adivasis (tribals) and casteless groups. The People Liberation Guerilla Army numbers approximately 20,000 armed men, not counting local popular militias.

This great revolution is now entering a crucial phase: Modi's Hindutva regime, through a brutal and genocidal military operation supported by imperialism and Zionism (using know-how and drones supplied directly by the Zionist Israeli state), Operation Kagaar, which involves tens of thousands of police, paramilitary forces, and the army, declares it will "defeat Maoism" in the country by April 2026.

As this deadline approaches, Operation Kagaar is intensifying: last May, the general secretary of the Communist Party of India (Maoist) himself, comrade Basavarj along with 27 other comrades and guerrillas, fell in combat after resisting a two-day encirclement by over 2.000 paramilitaries.
In recent months, hundreds of people, not only revolutionaries but also villagers and tribals, have been massacred during this military operation.
Indian civil society has called on the government to immediately stop this "war against the people" and accept the Communist Party of India (Maoist)'s proposal to initiate negotiations, but Modi's Hindutva regime not only continues its course but also labels these activists "urban maoists," repressing them as well.

Fourteen years ago, on July 1st, Comrade Azad, a member of the party's central committee and political bureau, was killed in a fake encounter. He was arrested and subsequently killed in cold blood.

A few months later, on November 24, 2011, Comrade Kishenji, a member of the party's political bureau, was martyred in another fake encounter.

The martyrs of the Indian revolution are the best sons of the Indian people who sacrificed their lives not only for the liberation of India, but of the entire world, from exploitation, contributing to the World Proletarian Revolution.
Since October 7, 2023, the Communist Party of India (Maoist) has actively supported the Palestinian resistance, despite the difficulties it is experiencing, organizing support and propaganda actions in India.

It is therefore an internationalist duty to support this advanced revolutionary experience and remember its martyrs, who are also ours.

International Commitee to Support the People's War in India therefore calls for mobilization in all countries of the world on the occasion of the Communist Party of India (Maoist) Martyrs' Week from July 28 to August 3, and in accordance with the specific objective and subjective conditions in each country, organizing:

Actions and protests at Indian embassies and consulates
Support meetings
Propaganda actions in factories, workplaces, among struggling workers and peasants, in working-class neighborhoods, and in universities

The martyrs of the revolution are immortal!


The revolutionaries of the Communist Party of India (Maoist) are our comrades!


Comrades Basavaraj, Azad, and Kishenji, leaders of the new democratic revolution in India, will never be forgotten; their example will inspire future generations of revolutionaries!


Stop Operation Kagaar ! Immediate freedom for all political prisoners in India!

ALEMANIA: Actions in Honor of Comrade Basavaraj and Support for the People's War in India in Germany – An Overview


On May 21, the General Secretary of the Communist Party of India (Maoist), Comrade Basavaraj, along with nearly 30 other comrades, was murdered by the Indian reactionaries as part of the encirclement and annihilation campaign known as "Operation Kagaar" against the revolutionaries in India. In the first half of 2025 alone, several hundred communists, revolutionary fighters, and masses were killed.

In honor of the fallen General Secretary of the Communist Party of India (Maoist) and in memory of all the revolutionaries who have fallen in India, the organizations Partizan, Young Struggle, and the Red League called for actions in solidarity with the comrades in India.

Based on this call, joint events were held in seven German cities: Berlin, Bremen, Dortmund, Düsseldorf, Cologne, Leipzig and Hamburg. A variety of organizations and individuals participated, with more than one hundred attendees at the events in sum.

 

 
 

 

 

 

Another event was organized by Young Struggle in Darmstadt. Independently, the Red Youth of Rostock published a solidarity video on social media, a graffiti was painted in Hamburg by "Fight as a Class" and the Red Youth of Cologne released a solidarity photo.

 

Various actions were carried out by activists of the Red League in different parts of the country. Reports reached us from Dortmund, where a mural featuring the portrait of Comrade Basavaraj and slogans was painted in the Nordstadt, and from Freiburg, where large wallpapers with the picture of the murdered General Secretary of the Communist Party of India (Maoist) were hung in the neighborhoods of Unterwiehre, Stühlinger, and Vauban. We also received reports of Dazibaos in Leipzig.

 

We have also received photos from Essen-Altendorf, Leipzig, and Cologne documenting wall paintings with slogans. In Cologne and Leipzig, the poster or call of the joint campaign was also put up.

 

The revolutionary newspaper RoPo dedicated both the front page and the "Image of the Month" in the current issue No. 88 to the cause.

 

Finally, it should be noted that the action days were quite a good success. It is particularly commendable that very different organizations and groups participated in these action days.

We are convinced that with a bit more time for preparation and coordination, much more powerful actions could have been carried out. We hope that this will be possible in the future and that all sincere anti-imperialists in Germany will continue to develop and strengthen their joint efforts for the campaign to support the People's War in India.

Cherukuri Rajkumar, better known by his nom de guerre Azad (meaning “free”), was a revolutionary thinker of India’s Maoist movement.

Born in 1952 into a wealthy landlord family in Krishna district, Andhra Pradesh, Rajkumar was, even as a child, deeply sensitive to social inequality and exploitation. During his college years, he was drawn to Marxism-Leninism and profoundly influenced by the Naxalbari uprising (1967) and China’s Cultural Revolution.

In the 1970s, while studying at Andhra University in Visakhapatnam, he became active in student politics. In 1978, he was elected leader of the Radical Students Union (RSU), an organization inspired by Naxalite ideals. Around this time, he became affiliated with the Communist Party of India (Marxist-Leninist) or CPI(ML).

In 1980, Rajkumar went underground and joined the CPI(ML) People’s War Group, which later merged into the Communist Party of India (Maoist). Over time, he emerged as a key member of the party’s Central Committee and Politburo. Although he wasn’t a combatant in the armed struggle, he became widely known as the party’s spokesperson, strategist, and ideological leader.

Azad played a pivotal role in organizing the Maoist movement in southern India, especially in Karnataka and Maharashtra. He made significant contributions to the party’s propaganda, policy formulation, and strategic planning. After the CPI(Maoist) was formed in 2004, he served as its principal public spokesperson, maintaining dialogue with the press and with intellectual circles.

He strongly defended the Maoist strategy of “People’s War” and described the Indian state as “semi-colonial and semi-feudal.” He believed that only through armed revolution could a truly liberated, exploitation-free society be achieved.

On July 1, 2010, Azad was killed in the forests of Adilabad district, Andhra Pradesh, in what police described as an “encounter.” The Maoists, however, claimed that he was extrajudicially executed. His death was a major blow to the CPI(Maoist), as he was considered one of the party’s most intellectual and diplomatic figures.

Azad was also a prolific writer and speaker. His works, such as “Maoist Party and Revolutionary Violence” and “India: The State and Revolution”, are regarded as foundational texts of the Maoist movement in India.

Though the Maoist movement remains a subject of intense debate, Azad was respected for his unwavering stance against imperialism, capitalism, and state repression. After his death, many leftist intellectuals remembered him as the “theoretical architect of the People’s War.”

Azad was not merely a guerrilla leader—he was a thinker, organizer, and revolutionary diplomat. His life and work remain a crucial chapter in the history of India’s Maoist struggle. To the state, he was a “terrorist”; to his followers, he was a selfless soldier of liberation.

GRECIA: Initiative of Solidarity with the Indian People

 

 

Dear comrades, 

Recently, we have founded the Initiative of Solidarity with the Indian People. In doing so, we have set a wide range of goals, namely, among others: 

First of all, to dispel all the myths surrounding Indian state and the role of the Indian comprador big bourgeoisie (CBB) in the international arena. 

Furthermore, to inform the Greek people about the nascent reactionary economic, military and political alliance forged between Greek comprador bourgeoisie and the Indian CBB and more precisely about all the projects and “corridors” like IMEC including the Zionist genocidal settler “state”. 

Besides, to shed light to the internal policy of the Indian CBB, in particular about Hindutva in all its aspects (majoritarianism and persecution of nationalities, Muslims, women etc., its role as a narrative of CBB, etc. but also its similarities with Zionism).  

Last but not least, to highlight the true alternative for the Indian people: the People’s War headed by CPI (Maoist). 

The work to be done is not easy. First of all, many here simplistically believe that, as long as Pakistan is a friend of Turkey, which has territorial claims against Greece and has occupied Cyprus, then Greece should forge an alliance with Modi. 

Furthermore, there are those who believe that India is among the nations that create a so-called “multipolar world”, therefore, Greece should create an alliance with the Indian “rising power”. 

Moreover, there are many who claim that BRICS – without even considering its internal and inherent contradictions – is a kind of new “antiimperialist camp”. Therefore, as India is a member of BRICS, we should not criticize the Indian ruling class. 

Besides, there are many people who think that India is an exotic place where people practice yoga and even like (!) casteism and this kind of “traditions”. 

All of the above constitute the majority of the Greek people. Nevertheless, we will insist, as, apart from the internationalist task, not studying India means not knowing the trends in the contemporary world.

As part of our first actions, we have already been to three political festivals with our stand and propagandistic material. We share with you photos with the stand we had in the Antiracist Festival held between 4-6/7 in Athens with more than 30,000 visitors. We distributed the CPI (Maoist) DKSPZ Committee statement d.d. 25/5/2025 regarding the killing of cde. Basavaraj, a leaflet with our goals and two books of CPI (Maoist), namely “The caste question in India” and “The nationality question in India” translated by a member of ours.  

There are many plans, especially regarding Operation Kagaar and the 25-year anniversary of PLGA.
