Dear comrades, people!

Last year, we enthusiastically celebrated the 20th anniversary of our Party, resisting to the counterrevolutionary "Khagar" war. On the occasion of this anniversary, our Party, the PLGA, and local organizations have worked with great courage and determination to defeat the counterrevolutionary war "Khagar" over the past year, to fulfill the tasks assigned by our Central Committee to the entire party and the revolutionary movement. Our Central Committee addresses its revolutionary congratulations to the members of the party, of the PLGA, of the mass organizations, to the cadres of all sectors, the revolutionary masses, and the supporters of the revolution who participated in this effort.

On the occasion of the 21st anniversary of the Party's foundation, our Central Committee calls upon all ranks of the Party and the revolutionary masses to protect the Party, the PLGA, the united front, and the revolutionary movement, to unite the broad masses in class struggle and guerrilla warfare to defeat the counterrevolutionary war "Kagar", to make the Party invulnerable to the enemy, and to increase the Party's strength and capabilities to overcome the backwardness of the revolutionary movement.

This year, the General Secretary of our Party, Comrade Basava Raju (Nambala Kesava Rao), while fighting for the new-democratic revolution and resisting the Kagar war, was martyred along with Central Committee members comrades Chalapathy, Vivek, and Uday, and State Committee members Sharma (Jagjit Singh Sohal), Gautam, Madhu (Sajja Venkata Nageswara Rao), Jaya, Rupesh, Neeti, Karthik, Chaythe, Guddu, Satyam, Alok, Papanna, Madhu (Egolapu Malayya), Baskar, Jagan, Aruna, and Vijay. During the same period, 26 comrades from the Party District Committee, 86 comrades from the Area Committee, 152 comrades from the Party and the PLGA, 38 comrades from local revolutionary organizations, and 43 comrades whose details are unknown, were martyred. In total, 366 comrades were martyred. Comrade Louis Jalandani, a member of the Central Committee of the Communist Party of the Philippines and leader of the National Democratic Front of the Philippines, died on June 7 at the age of 90. Over the course of this year, several revolutionary leaders and militants in various countries have been martyred in the fires of the world revolution. The Central Committee humbly pays homage to all these martyrs. We pledge to work with determination to realize the noble aspirations of the martyrs.

Dear comrades, people!

For the first time in 53 years, when the then General Secretary of our party, Comrade Charu Majundar, was killed by the police in 1972, a General Secretary of our party has been martyred in an enemy attack. This is the first time since the Naxalbari and Srikakula struggles that four members of the Central Committee and 17 members of the State Committee, in addition to the General Secretary, have been martyred in the space of a year. These losses will weigh heavily on the Indian revolutionary movement for a relatively long time. It is our duty to work to overcome this impact. In a situation where the revolutionary movement is suffering heavy losses due to Operation Khagar, it is the Party's duty to answer the questions arising in the revolutionary camp regarding its future, to instill courage in the fearful, to instill self-confidence, and to lead the entire revolutionary camp with firm determination and unprecedented courage. To fulfill this duty, it is necessary to identify the causes of the losses and remedy them. It is necessary to identify the developing factors favorable to the advance of the revolutionary movement under objective and subjective conditions and organize the Party, the PLGA, and the United Front on this basis.

In the history of the world revolutionary movement, in many countries, especially Russia and China, despite revolutionary movements had suffered setbacks and temporary defeats, those revolutionary movements overcome these situations and won. Those revolutionary movements won only thanks to the revolutionary parties' correct analysis of the reasons for those setbacks and defeats, of the objective and subjective conditions of their countries, applying Marxism, adopting the correct political and military strategies, and implementing them with firm determination.

In the history of our party, after the defeat of the revolutionary movements in Naxalbari and Srikakula, we created a revolutionary movement in the states of Andhra Pradesh and Bihar, carefully analyzing the reasons that led to that defeat, adopting the right political and military measures, and implementing them with firm determination. After the Naxalbari and Srikakula struggles, in the 53 years since 1972, the central and state governments have planned many counterrevolutionary operations to crush the Indian revolutionary movement and continued their fascist attacks on the revolutionary movement, causing losses to the revolutionary movement in some states. After the formation of the CPI (Maoist) in 2005, attacks and operations organized by the central and state governments under the names of Salva Judum, Green Hunt, Samadhan, and Surajkund, among others, continued, but we resisted, stopped and defeated them all. The reason is that we continued the class struggle, the people's war, with correct political and military tactics and courage. Let’s apply this revolutionary method to defeat the current Kagar War as well.

The reason our Party, the PLGA forces, and the local mass organizations have suffered heavy losses since the begin of the Operation Kagar is that our forces have not correctly applied the underground method of work, the rules of guerrilla warfare, and the tactics formulated by the Central Committee. According to the tactics formulated by our Central Committee and the Politburo, our forces should not concentrate in small areas, they should operate in broader areas; they should be decentralized rather than centralized. We should wage the class struggle by coordinating legal, illegal, open, and covert forms of struggle and organization. We should mobilize the four categories of people in the urban, lowland, and forest areas in the revolutionary movement. Furthermore, our Central Committee has formulated additional political and military tactics. Due to the failure to implement these strategies, we are suffering heavy losses. Let us examine these losses in all state and district committees and continue the class struggle and guerrilla warfare with the correct political and military strategies formulated by the Central Committee. In this way, we will reduce losses.

Let us implement the strategies formulated by the Central Committee and the Politburo and protect the party, the PLGA, the United Front, and the revolutionary movement, thus foiling the central and state governments' dark plan to wipe out the revolutionary movement by March 31, 2026.

While the central and local governments are inflicting heavy losses on us with the Operation Kagar, the enemy's armed forces are also suffering significant losses because of our resistance. The enemy does not publicize these losses. They exaggerate the losses suffered by our side, conceal the losses suffered by their side, or sometimes only partially disclose them. This is part of psychological warfare. The revolutionary camp should not be influenced by this psychological warfare. During the Karrigutta operation, we placed thousands of booby traps, preventing enemy forces from advancing for 16 days. Eventually, a man named Mukkal deserted, surrendered to the enemy, betrayed, acted as a police guide in attacking our forces, which is why we suffered losses. The enemy reported our losses, but not their own. During this operation, booby traps exploded in 110 locations, killing 45-50 enemy soldiers and wounding 70-80. Similarly, on May 8, despite enemy forces surrounding and attacking them, our forces bravely repelled that attack. During this resistance, our forces killed five Greyhound commandos, wounded four commandos, and seized an AK, a reflex assault rifle, 150 rounds of ammunition, and other equipment. Hiding this fact, they claimed the Greyhounds had been killed by friendly fire from their forces. On July 8, PLGA forces launched a daring ambush in Muggonda, killing 11 enemies and wounding five, but the enemy only claimed three CRPF personnel were wounded. Likewise, the enemy does not disclose the losses suffered in our resistance in Jharkhand, Odisha, and other states.

This proofs the enemy's weak morale. This is why the enemy deploys 30 to 100 armed units for every guerrilla fighter from the Party or the people's militia. Although the central and state governments have deployed hundreds of thousands of armed troops in the movement areas and equipped them with modern weapons and technology, the reason they dare not attack our forces in equal numbers is because their forces are mercenary. This is the strategic weakness of the enemy's armed forces. This weakness will ultimately lead to the enemy's defeat.

Although some of our forces were lost due to Operation Kagar, in many states we have the Party and mass organizations. Under their leadership, thousands of people are participating in the revolutionary movement in various areas. In some states, we still have guerrilla forces continuing the guerrilla war at the best of their ability. The essence of the experience of class struggles in every country of the world is scientific socialist theory. Revolutionary theory states that even when advantages predominate in the revolutionary movement, there are disadvantages, and when disadvantages predominate, there are advantages. Furthermore, exploitative enemy forces should be assessed strategically and tactically, and exploitative forces should be assessed strategically like paper tigers. Our theory states that we must do this. That is why, in terms of tactics, we should analyze the actual and subjective situations as tactically weaker. In other words, we must not make arbitrary and subjective assessments. That is why we believe that the objective situation will change in favor of the revolution, but that the subjective situation is weak, that the revolutionary movement is temporarily set back, and that the enemy currently has the advantage. However, we can certainly change this situation, and it is our duty to work to change it. Even if the revolutionary movement is temporarily set back or suffers defeat, the class struggle will continue as long as there are classes. If this class struggle is waged with the right tactics, the revolutionary party will regain strength and the revolutionary movement will advance.

That is why, in the current situation, do not be disheartened, discouraged, or passive simply because you see the enemy's superiority and the losses we are suffering. Bearing in mind the enemy's superiority and weaknesses, the aspirations of millions of people who want our party to support them in all spheres of the movement and throughout the country, and the participation and support of those are active in various forms in the revolutionary movement, we have to work with full confidence, courage, activity and initiative, and wage the class struggle and guerrilla warfare in accordance with the changed situation.

Some mistakes have been made in applying the method of secret work, which lies behind the advantages of the revolutionary movement. By correcting these mistakes, we have to make our party invulnerable to the enemy. Likewise, we should avoid surrender. Only by waging class struggle and guerrilla warfare in accordance with the changing social situation and overcoming temporary setbacks the party's strength and effectiveness will increase. For this reason, we continue the class struggle against imperialism, the compador bureaucratic capitalist class, and the landowner class, guided by the documents "Changes in the Relations of Production in India - Our Political Program" and "The Caste Problem - Our Perspective". Let’s continue guerrilla warfare through small, decentralized actions.

We support the movement being waged by the people across the country to end Operation Kagar and to demand that the central and state governments have peace talks with the Maoists. We reiterate that our party is ready to engage in dialogue at any time, in the interests of the people. However, for this reason, we once again demand that the central and local governments end Operation Kagar and halt the establishment of armed forces camps in the movement areas.

Dear comrades, people!

All recent developments on the international scene are consequences of the imperialist economic crisis that has been ongoing since 2008 and reflect the instability, turbulence, and confusion of the multipolar world that has lasted for 12-13 years. Underdeveloped countries, suffering from tariffs and retaliation imposed by US President Donald Trump on the rest of the world, are entering into trade agreements with China and Russia. This further exacerbates the economic crisis in the United States, and people are taking to the streets to oppose Trump's economic policies. China, on the one hand, is trying to improve its economic situation by entering into a temporary tariff reduction agreement with the United States and, on the other, by entering into trade agreements with underdeveloped countries (the Global South). Russia is able to continue the war in Ukraine and is entering into trade agreements with underdeveloped countries.

Today, there is intense competition between imperialist countries in the semiconductor, electric vehicle, rare earth, and space sectors. As part of this competition, the US-led NATO alliance is waging a proxy war against Russia in Ukraine, while the United States is simultaneously waging an aggressive war in West Asia, aiding Israel to annihilate the Palestinian people and occupy of the entire Palestinian territory, including Gaza. In this context, tensions between the United States and China persist. Due to the economic, military, and technological policies pursued by imperialism to overcome the economic crisis, the imperialists are waging wars of aggression against backward countries. With the rise of fascism, the contradiction between imperialism and the oppressed nations and peoples of backward countries is deepening. The contradiction between the capitalist class and the working class in capitalist countries is increasingly acute. As a result, the situation around the world is becoming increasingly pro-revolution.

People must understand the slogan "Vikasit Bharat," propagandized by the central and state governments of the fascist Brahmanic Hindutva party RSS-BJP, which claims the country will become a developed country by 2047, means nothing but a corporate Hindu country. This means that exploitation and oppression by domestic and foreign corporations (imperialist and comprador capitalists) are growing and gaining legitimacy in all economic, political, social, and cultural sectors of the country. With the collusion between these corporations and the landowner class, this triple alliance is crushing the people and oppressed social groups, and the oppressed castes are suffering even more exploitation and oppression. This is why "developed India" means increasing the wealth of the imperialist capitalist class, the comprador and bureaucratic bourgeoisie, and the landlords, and decreasing the wealth, job opportunities, and rights of the masses (oppressed sectors and social groups, and oppressed castes). This is why "developed India" means destroying the lives of the masses in the country. This is why it is now the duty of the people of the country to understand the deception of "developed India" and oppose it.

Recently, following the increase in tariffs on goods exported from India to the United States, Prime Minister Modi and the Union Ministers have intensified their campaign for self-sufficiency and the purchase of local products. Until the unequal economic and trade agreements signed with imperialist countries are repealed and an independent economy free from imperialism is practiced, slogans like "Atma Nirbar Bharat" and "Vocal for Local" will be nothing but fake policies and slogans that deceive the people of our country and will bring no change to the country's economy. On the one hand, the Indian government, which cannot impose retaliatory tariffs in response to US tariffs, has announced that it will extend the tariff reduction period on sugar imported from the United States until December. This single move alone reveals that Modi's claims that he will "protect the country's farmers, dairy farmers, and fishermen by preventing multinationals from entering the Indian market" are a hoax. On the other hand, while trade agreements are being forged with Russia and China, the recent statement by the Indian Ministry of External Affairs that relations between India and the United States are special and strategic, and that the interests of both countries will not be compromised, is a demonstration of India's surrender, not of independence and self-sufficiency. This is why it is the duty of the country's people today to thwart the deceptions of Modi and the BJP and intensify the ongoing struggle against the imperialist, comprador, bureaucratic, and landlord capitalist classes.

Since when Modi's was Chief Minister of Gujarat, the BJP has won parliamentary and local elections while committing numerous election rigging, including vote theft. It was in this context that the party succeeded in seizing power in the April 2024 parliamentary and local elections, and in subsequent parliamentary elections in Maharashtra and other states. Much later, the Congress party successfully exposed the "vote theft" irregularities. Thus, the people once again understood the fraudulent nature of the parliamentary electoral system. This is why true democracy can only be achieved through the victory of the new democratic revolution.

This is why we call on the broad masses of the country to actively participate in the ongoing new democratic revolution led by the Maoist Party. We call on the broad masses of the country to actively participate in the ongoing new democratic revolution to establish a new democratic system and socialism in the country, free from exploitation and oppression, overthrowing imperialism, the comprador capitalist class, and the landlord class.

FILIPINAS: Historical significance of the September 21 protests and prospects beyond

 

The Communist Party of the Philippines (CPP) congratulates the Filipino people and their mass organizations and alliances, for yesterday’s massive protests against government corruption under the Marcos regime. Reports indicate that at least one hundred thousand people converged at the Luneta Park in Manila, forming the main bulk of protest rallies which include the Church-led EDSA gathering, as well as big and small mass actions in scores of cities and provinces across the country.

The mass demonstrations yesterday and the growing number of protest actions days prior possess profound historical significance:

1. The demonstrators marked the 53rd anniversary of the declaration of martial law. This is a manifestation of how the Filipino people have not forgotten the abuse of power and thievery under the 14-year dictatorship of the Marcoses. The rallies are a reaffirmation of their determination to resist the legacy of corruption and repression that has been passed on to Marcos Jr.

2. The mass actions yesterday and the weeks prior saw the widespread participation of students and youth who were roused from the pandemic and social media disconnection and stupor by the brazen corruption of Marcos and his cohorts. There is now a burgeoning youth rebellion against bureaucrat capitalism and the rotten ruling system. They were joined by religious leaders and groups, urban poor communities, including victims of flooding, as well as small professionals, workers and other sectors fed up with the malignant system.

3. Protesters denounced Marcos as the King of Corruption and Fascism, for having enabled and funded the anomalous flood control and other infrastructure projects, in exchange for political patronage and billions of pesos in kickbacks. This goes to show that all of Marcos’ carefully schemed “anti-corruption” PR campaign to shield himself from the people’s ire has miserably failed—not even with the help of Akbayan and other accommodated politicians who have raised the spectre of Sara Duterte presidency to suppress the people’s clamor to hold Marcos accountable.

4. Marcos’ thievery has started to unravel with reports of him and Sara Duterte receiving millions in “campaign contributions” from contractors, later rewarded with large government contracts. While Marcos tries to expose the Dutertes for having pocketed billions in kickbacks from flood-control projects, he himself is now being exposed as having connived with senators and congressmen in their “pet projects” which saw funds released by Malacañang. With the complete loss of the people’s trust, it is only a matter of time that protests will further groundswell demanding the resignation or ouster of Marcos, Duterte and all their cohorts.

5. Demonstrations and other forms of action were held throughout the country, in the main cities and provincial centers, drawing the spontaneous participation of tens of thousands from all sectors and ages. In the coming months, the mass actions are bound to spread even to the rural areas, especially in areas where people have suffered from massive flooding caused by ill-planned and anomalous infrastructure projects for kickbacks. These so-called “development projects” serve the entry and expansion of plantations and mining operations, grab land, plunder the environment and bring about great hardships to millions of people.

6. As organized rallyists in Mendiola were about to end their speeches, a group of several hundred youths, mostly unemployed people, from working class communities, broke from the ranks and started throwing rocks at police, smashing billboards and lighting fires along Recto Avenue. This is by way of expressing their anger and fighting back against the fascist police who protect Marcos and his band of government thieves. These are the same police notorious for locking down communities and abuses against the downtrodden youth. On Marcos orders to punish the protests, the fascist police responded with brutal force and repression, arbitrarily arresting around two hundred protesters, with scores suffering injuries from police manhandling. These acts of suppression succeeds only in adding fuel to the youth’s fire of justified rebellion. Their acts of defiance yesterday at Mendiola were a desperate, but brave display of resistance to the death, despair and violence inflicted by the corrupt and fascist state on them and their families. Through political education, they can easily realize the need for militant organized resistance, and revolutionary violence as a means of fighting fascist state violence.

7. Yesterday’s massive demonstrations mark a strong resurgence of the mass protest movement with the national democratic forces at the core. These are the biggest demonstrations since the 2013 protests against the Aquino 2 government over the issue of pork barrel and the Marcos No Hero protests of 2016. This resurgence is profoundly significant because it comes after relentless efforts by state security forces to suppress, harass, Red-tag and violently attack mass leaders and activists over the past several years. The massive demonstrations are a product of both the objective conditions of economic and political crisis, and the painstaking work of patriotic and democratic organized forces. Even in the face of violent state repression, they have persevered in arousing, organizing and mobilizing the people and building broad alliances and networks, in order to advance the people’s aspirations for social justice and genuine democracy.

8. Marcos’ pseudo-investigation aims to cover-up the real extent of corruption and his direct involvement in the nefarious activities of bureaucrat capitalist and syndicates. The more that Marcos tries to avoid being exposed, the more that he pushes the people to go to the streets. The upsurge in the anti-corruption movement of the people is bound to gain even greater ground in the coming weeks and months. And Marcos himself will be at the cross-hairs of the people’s protests.

9. The widespread protests can accumulate so much strength that it can turn into a massive people’s upheaval and topple the Marcoses and Dutertes and all their accomplices in corruption from power. The Filipino people have twice exercised such power, in the EDSA uprisings of 1986 and 2001. The Filipino people must prepare for such prospects. They must also learn from past experiences and be ready to fight for genuine justice and greater democracy to allow them to exercise their power to fight corruption and abuse, until they have accumulated enough revolutionary strength to topple the entire system.

10. The rising protests reflect the deep-going discontent of the Filipino people in the face of economic and political crisis that beset the ruling system. It is a manifestation of the widespread sentiment of the broad masses of the people who suffer from corruption and worsening maladies of the semicolonial and semifeudal system. Amid the worsening social crisis, the oppressed sectors of Philippine society are actively responding to calls to end imperialism, feudalism and bureaucrat capitalism, and struggle for national democracy.

11. The September 21 mass demonstrations form part of the growing rebellion of youth and peoples across the world. The Filipino youth drew inspiration from the recent demonstrations of young people across Indonesia and Nepal, and earlier, in Kenya and several countries in Africa, over the same issues of government corruption of high bureaucrats, gross social inequity, grave injustices and political repression. In turn, the September 21 demonstrations and growing movement against bureaucrat capitalism will also inspire and impel the youth and people across the world to rise up against their power abusers, oppressors and exploiters.

12. The protests against corruption will gain even greater strength as more sectors join in, especially the workers, the semiproletarian masses of unemployed in the communities and peasants masses in the countryside. They are the ones who make up the majority of the people. It is a certainty that they will rise up in numbers as they become more and more exposed to cultural and education activities that link the outstanding issues of bureaucrat capitalism and corruption to their concrete problems of low wages, unemployment, land grabbing, and economic dispossession.

13. The students and youth will continue to play a crucial role in the current upsurge of protests. To gain strength, they must go beyond their classrooms, learn from the masses, and unite with the people in the urban poor communities and factories. They must also go to the rural areas where they can have an ever broader perspective of the state of Philippine society. They must investigate and see for themselves, in the concrete, the ills caused by the rotten bureaucratic capitalist, imperialist dominated and backward semifeudal system. By doing so, they can transform their intellectual outrage against corruption into a fuller and long-term commitment to serve the people and fight for the aspirations for genuine freedom and democracy.

14. Beyond indicting the Marcoses, the Dutertes and all the corrupt state criminals, the protest demonstrators yesterday and in the past weeks are clearly seeking a change in the ruling bureaucrat capitalist and neocolonial regime. Their demand to change the system is indubitable proof of the favorable conditions for waging a national democratic struggle in the Philippines. The widespread protests have further strengthened the resolve of revolutionaries. They must work vigorously to conduct political education and expand the different underground revolutionary organizations of the National Democratic Front. Red fighters of the New People’s Army (NPA) are also inspired by the mass demonstrations and are even more determined to wage people’s war in order to realize the people’s aspiration for revolutionary change.

ECUADOR: INICIAN LAS JORNADAS DE LUCHA EN CONTRA DEL GOBIERNO FASCISTA DE NOBOA (FDLP-EC)




El día de ayer se encendieron, con fuerza, las jornadas de lucha contra el régimen comprador-burocrático de Noboa.
Imbabura marca la pauta. Campesinos, indígenas, obreros y masas populares han sostenido bloqueos permanentes en las vías que conectan la capital con la frontera norte. Paso a paso, el levantamiento popular toma forma y avanza con decisión.
La respuesta del gobierno ha sido la militarización total de la provincia: tropas, vehículos blindados y armamento para intentar quebrar lo inquebrantable: la justa rebelión del pueblo. A los fusiles se suma una campaña propagandística para minimizar la insurrección, fabricar noticias falsas y envolverlo todo en un discurso populista que pretende legitimar la ofensiva de un régimen abiertamente fascista.
