Revolutionary Student-Youth Movement strongly condemns and protests the sexual harassment, assault, and arrests carried out by the Delhi Police against students of Bhagat Singh Chhatra Ekta Manch (bsCEM), Nazariya Magazine, and other organisations during the environmental protest at Delhi’s India Gate!

For a long time, India’s capital, Delhi, has topped the Air Quality Index as the city with the most polluted air in the world. On 23 November 2025, the Delhi Coordination Committee for Clean Air organised a protest rally. The committee included Delhi-based Marxist-Leninist-Maoist student organisation Bhagat Singh Chhatra Ekta Manch (bsCEM) and Nazariya Magazine, among others. At the rally, the protesters rejected “garden-style” environmentalism. They pointed instead to the responsibility of the Hindutva fascist BJP, whose Chief Minister Rekha Gupta is an agent of imperialism, and to the so-called “development” projects of the corporate bureaucrat-bourgeoisie. They demanded the formation of people’s committees composed of slum workers, migrant labourers, residents of surrounding villages, and civil society rights activists to take the leading role in planning Delhi’s development for the protection of its environment.

At this protest, the Delhi Police, loyal to the Hindutva fascists, launched multiple attacks. Twenty-three protesters gathered near the India Gate tourist site were arrested, including eleven women. The Delhi Police filed two FIRs against these protesters. Under the first FIR, the court sent five protesters to two days of judicial custody, and a sixth person was placed in a safe house until age verification. Under the second FIR, seventeen students were arrested and sent to three days of judicial custody.

Furthermore, on 18 November, the Indian state killed Comrade Madhavi Hidma, a Central Committee member of the Communist Party of India (Maoist) and a commander of the People’s Liberation Guerrilla Army (PLGA), under the false claim of an encounter. One of the key slogans of her party, her forces, and the people’s government was the struggle to defend "Jal, Jungle, Zameen" (water, forest, land). Many of the Delhi students brought her photograph to the protest as an example of someone who played a pioneering role in the struggle to protect the environment and life of India’s people. The Delhi Police brutally attacked those who carried Hidma’s image. This makes it clear that the Hindutva fascist Indian state began its assault because Hidma, as a symbol of the struggle, represented an obstacle to their ongoing destruction of nature and life itself.

We, the Revolutionary Student-Youth Movement, strongly condemn the brutal attacks and arrests by the Indian state and the Delhi Police, and we demand the immediate and unconditional release of all detainees. We also demand a transparent, independent, and time-bound investigation into the allegations of torture in police custody, including sexual harassment and physical assault.

*CASR Strongly Condemns the Arrest and torture of 23 Protesters by Delhi Police, Including the Overnight Detention of Women Protesters*

We express our deep concern and strong condemnation over the arrest and judicial remand of 23 peaceful protesters, including 11 women, who had gathered at India Gate to raise their voices against the escalating air pollution crisis in Delhi. The Delhi Police have reportedly registered two FIRs against the protesters—one at Kartavya Path Police Station and another at Parliament Street Police Station. Under the first FIR, The court sent five protestors to judicial custody for two days while the sixth person has been sent to a safehouse till the time his age is verified. Under the second FIR, 17 students were arrested and have been remanded to three days of judicial custody.

The right to breathe clean air is fundamental, and citizens have every democratic right to peacefully protest when their health and well-being are at risk. Instead of addressing the urgent environmental hazards affecting millions, the authorities chose to silence those exercising their constitutional right to dissent.

We are especially alarmed by reports that several women protesters were detained throughout the night, in apparent violation of established Supreme Court guidelines governing the detention of women. Such actions raise serious concerns about the protection of civil liberties and adherence to due process. Equally disturbing are serious allegations that 4–5 student protesters were taken to different police stations and subjected to severe mistreatment while in custody. Any allegation of custodial violence must be treated with the utmost seriousness.

We are deeply shocked by emerging allegations that some women protesters faced sexual harassment during their detention. Any form of sexual harassment in custody constitutes a grave human rights violation and demands immediate, sensitive, and impartial investigation. Additionally, there are reports that lawyers were prevented from entering police stations and denied access to meet the detained protesters. Denying legal access violates fundamental rights and undermines the principles of transparency, accountability, and fair process.

Public health concerns cannot be addressed through suppression, intimidation, or violence. They require meaningful government action, scientific transparency, and sincere engagement with citizens.

We call for:

1. Immediate and unconditional release of all Arrested protesters.

2. A transparent, independent, and time-bound investigation into allegations of custodial abuse, including sexual harassment and physical mistreatment.

3. Strict adherence to legal and constitutional safeguards, including Supreme Court guidelines on the detention of women and the right to legal counsel.

4. Respect for peaceful democratic expression, particularly on matters of public health and environmental justice.

5. Urgent and accountable measures to address Delhi’s worsening air pollution.

6. Protection and support for women, students, and all individuals who raise legitimate environmental and public health concerns.

We stand in solidarity with the protesters who gathered peacefully to demand something as basic as clean air. Silencing voices will not clear the air—action will. It is time for the authorities to listen, engage, and respond responsibly.

We are sharing with you a people's statement on the mass arrests in India's capital city of Delhi of student-activists who were protesting against the toxic air of the city, ruined by imperialist and comprador bureaucratic bourgeois interests. The media stupor created around the protests is due to the fact that these students saw their fight as a continuation of the fight led by people such as Comrade Madvi Hidma who was slain in a fake encounter recently. We are sharing a writing on the matter with the hope that it will raise awareness and present a counterview to the dominating state narrative of an "urban Naxal" conspiracy unfolding in the city.

Why Hidma’s Name Echoes at Delhi’s India Gate Protest for Clean Air from the Forests of Bastar?

Madvi Hidma, the central committee member of the CPI (Maoist) and the former commander of the People’s Liberation Guerrilla Army’s Battalion 1, was killed in a fake encounter on 18th November 2025, after an informant ratted him out to the Indian state. Forget the niceties of the bourgeois law, which posits to uphold the right of all accused to a fair trial, what has grabbed the attention of all reactionary media is that students who had gathered to protest at Delhi’s India Gate tourist site to demand for clean air on 23rd November 2025 also carried some posters with the face of Madvi Hidma. The image, a hand-drawn artwork of a man the state itself had no picture of until late last year, was defiantly raised with the thought-provoking slogan “From Birsa Munda to Madvi Hidma, the struggle for our forests and environment goes on.”

The protest, held under the banner of Delhi Coordination Committee for Clean Air (a joint platform of student and labour organizations), comprised of more than 500 people at the same site on 9th November 2025. This was a joint-protest which raised the people’s voice against the rising levels of Air Quality Index (AQI) in the city, making Delhi the most polluted capital in the world. Over the years, the various Delhi governments of different political parties have blamed the peasants of Punjab and Haryana who practice parali burning, an old technique to replenish the soil, for the noxious fumes people breathe in everyday in the city. The situation is such that studies find that life expectancy of those living in Delhi will be lower than those in other parts of the country, with some studies even finding evidence that children born in Delhi will grow up with poor brain development and limited cognitive functions.

Howwever, these students showed a rare clarity on the subject matter and dispelled state-sponsored myths by challenging the real culprits: the foreign and big bourgeois industries as well as the large-scale construction work being carried out in the city constantly in the name of development. Their demands are therefore the resignation of the BJP’s Chief Minister Rekha Gupta who has invested in meaningless measures to mitigate the effects of Delhi’s poor air, the formation of people’s committees comprised of migrant labourers, citizens of Delhi’s urban slums and villages and civil society activists which will regulate the industrial development and planning in the city. They demanded the cessation of polluting industrial production in the city, with fair compensation being given to the workers who would lose their jobs in the process, along with demanding free bus services for commuters (largerly workers, women and freelance professionals who commute by the city’s buses). At the same time, a contingent among these students also repeatedly pointed out that these demands are only temporary solutions, with New Democratic revolution and the formation of Janathana Sarkars all over the country being the only way this ecological crisis can be dealt with. 17 students have been arrested by the Delhi Police, who blamed them for using pepper spray against the police officers (4-5 policemen have allegedly been taken to the hospital). Yet, the discussion is around Madvi Hidma. Why do the people of this country keep finding common cause not with the Indian state, not with the reformatory petite bourgeois politics, but with those red fighters in Bastar? Those very red fighters who started their work on the Janathana Sarkars with the decisive declaration that their model, in contrast to the imperialist model of development of the Indian state, is that of the people.

While much shock is being displayed at students understanding the fact that Hidma’s fight, the fight of the CPI (Maoist) is centred around the rallying call of jal-jangal-jameen-izzat-adhikar, it should be understandable to democratic-minded individuals that without the forests of Bastar, protected by the Adivasi peasants who have understood their relationship with nature for a long time, there is no clean air for anyone. Just as those who are protesting COP30 in Brazil, where the fascist Bolsonaro government ravaged the Amazon rainforest and the current Lula government is presently carrying out numerous bloody operations such as Operation Gordos against the organized peasants striving to protect their lands from latifundiums, anyone who is concerned about the environment in the world must be concerned about the killings of Maoists in India. It should be no surprise that days after the fake encounter against Hidma, an industrialist grabbed 127 acres of land in three villages of Abhujmaad forests (Dharma, Bel and Markapal) belonging to Adivasi peasants who had been originally forced out of their villages when the state’s Salwa Judum campaign began. The facts are evident - every killing of a Maoist emboldens an imperialist, a landlord and a comprador bureaucratic capitalist to loot the people’s resources with even more shamelessness and brutality.

Numerous forces are already murmuring “left adventurism” and “left sectarian demands” within their chambers. Is it left adventurism to condemn fake encounters? Since when is upholding imagery of a dead revolutionary a crime? And if it is, do these well-wishers of the “left” wish to abide by such laws? In a time when fascism is clamping down on the majority of the people of this country, is conceding ground- conceding democratic rights, the approach to be advocated by the architects of a never-happening revolution in India, led by these critics of “left adventurism”? Today, they have come for those student activists who say that each time they kill a Hidma, hundreds of new Hidmas will emerge from among our homes. Tomorrow, they will come for those who ceremoniously lay garlands around the neck of Charu Majumdar, thinking that their abandonment of his vision offers them any protection. The day after, they will come for those who bow their heads in front of Bhagat Singh. Without those who fight against this imperialist loot in Bastar, without these valorous student activists in Delhi, eventually, imperialism will swallow this entire planet whole. Socialism or barbarism, Rosa Luxembourg said. Each time organized political forces tell people to cower down in front of state repression, we move an inch away from socialism, towards barbarism.

What will become of these 17 students under the custody of the fascist Delhi Police, one can already fathom. Some of them just held a press conference this month highlighting the brutal torture they were made to endure in July of this year when 9 people, including students and anti-displacement activists, were kept in illegal police custody where they were threatened to be raped by iron rods, taken for a staged encounter and even electrocuted. Yet, many students who endured all of this, are back again on the streets, once again raising the demands of the everyday citizen. These acts of rebellion, whether in Bastar or at the gates of power itself, may seem random and disconnected to the reactionary media but to all of democratically-minded individuals, they know that Hidma lives in these 17, and in the countless others who knock at the doors of power again and again. Until the door shatters, under the force of the consciously alive. Let them come for us, with all that they have, for we recognize that this constant oppression keeps breeding resistance. And from this resistance, blooms the flower of revolution.

INDIA: CPI (Maoist): Hidma was Caught Due to the Treachery of Someone

Comrade Madvi Hidma, a member of the Central Committee and Secretary of the Dandakaranya Special Zonal Committee, along with Comrade Raje and a few others, were captured unarmed in Vijayawada on November 15, and afterwards brutally murdered, and a fake encounter story was fabricated.

Andhra-Odisha Border (AOB) State Committee member Comrade Shankar was captured and murdered along with some others, and a fabricated story was created to make it seem like an encounter took place in the Rampachoudavaram area.

We call for observing November 23^rd as a nationwide protest day against this brutal murder.

Today, the RSS-BJP Manuwadis [Translator’s note: a way to refer to the Brahmanic Hindutva rulers, who also defend casteism and other oppression schemes in India] are continuing their blatant fascist repression in the country. They are constantly trying to terrorize the people with murders. The fascist government is committing these murders only for the benefit of corporations.

Comrade Hidma, Secretary of the Dandakaranya Special Zonal Committee and a member of the Central Committee, and his comrade Comrade Raje, along with a few others, went to Vijayawada for treatment. While receiving treatment, clear information reached the police due to the treachery committed by someone. On November 15, under the direction of the Union Home Ministry, the Andhra Special Investigation Branch (SIB) tried to take them into their custody and make them surrender, but failed and brutally murdered them. All the statements that an encounter took place in the Maredumilli forests, that weapons were found and six people were killed, are blatant lies.

The CPI (Maoist) humbly pays tribute to Comrade Hidma, who sacrificed his precious life and showed the spirit of the movement and the strength of his ideology.

The CPI (Maoist) humbly pays tribute to Comrade Shankar (AOB State Committee Member) and Comrade Raje (Regional Committee Member), who continued in the movement till the end and sacrificed their lives without bowing down to the enemy.

The CPI (Maoist) humbly bows its head and pays tribute to Comrade Chaitu (Party Committee Member – PPCM), Comrade Kamlu (PPCM), Comrade Mallal (PPCM) and Comrade Deve (Party member) who sacrificed their precious lives in the performance of their duties and upheld the spirit of the movement. The Central Committee vows to continue the movement by instilling the revolutionary traditions and spirit of the movement that they have carried on.

Comrade Hidma was born in 1974 in a poor tribal family in Puvwarti village, Sukma district of Chhattisgarh. As a child, he studied up to 5^th standard in his village. As the movement in his area grew, he came into Party affiliation. He was appointed as a full-time member for the party in December 1997 and worked in Basaguda Squad till the end of 1998. In 1999, he worked in Gadchiroli. Then he worked in the Dandakaranya Ordnance Manufacturing Department for a year. In 2001, he became an State Committee member and came to South Bastar. In 2002, he worked as the Usur LOS [Translators note: Local Operational Squad] Commander, and for a short time as the Konta LOS Commander. In 2005, he became a Divisional Committee member. Later, he worked as the Commander in Company-2. He served as the Company-3 Commander and Secretary from 2006 to 2009. He served as the Battalion Commander since the formation of the Battalion in 2009. He was elected as the Secretary of the BN Committee in 2011. In the same year, he was elected as a member of the Dandakaranya Special Zonal Committee. In 2020, he became a member of the Secretariat. In August 2024, he was promoted to the Secretary of the Special Zonal Committee and a member of the Central Committee.

Comrade Hidma developed by working among the people from the beginning and learning from the people. In the course of the development of the movement, he learned many things for the needs of the movement. He studied Marxism in detail for the needs of the movement and developed politically and theoretically. In the course of the movement, he wrote many circulars and booklets on various occasions and worked to develop the cadres. He made special studies in the military field and achieved good results in practice. He wrote good plans for many military operations and made them successful. In this process, he captured hundreds of weapons from the enemy forces and armed the PLGA. As the battalion destroyed the enemy power under the leadership of Comrade Hidma, organs of people’s power (people’s governments) were formed in the southern sub-zone, and people’s rule has been implemented until recently. He won the trust of the people and the trust of the cadres.

The ruling media and the Godi intellectuals [Translator’s note: intellectuals serving the ruling classes] have long portrayed Hidma as a villain. After his murder, today that poisonous and false propaganda is being fueled even more by the efforts of the BJP fascists. Hidma’s place in the hearts of the people cannot be altered by the attempts of this malicious propaganda. Like the history of Bhagat Singh, Komuram Bhim, Gundadur, Gend Singh, and Alluri Sitarama Raju, Hidma’s history leaves an indelible mark on the Indian revolutionary movement. He will go down in history as a leader not only of the tribal community, but also of the oppressed people. Future generations will read this history and get inspired.

The RSS-BJP rulers are handing over the country’s wealth and natural resources to corporations in the name of development. Many struggles are being waged in the country against this. The RSS-BJP cadres are viciously disrupting, sidelining and suppressing all those struggles. They are inciting communalism and war mongering. They are deceiving the people by announcing new schemes and slogans every day. They have taken all the constitutional institutions under their wing. The Election Commission has become Modi’s ‘Godi’ Commission. They have taken the officials under their wing and achieved victory in the Bihar elections by committing large-scale fraud. They are implementing a plan to completely eliminate the opposition Parties in the country and even destroy the bourgeois parliamentary democratic system.

We call upon the workers, peasants, youth, students and social groups to take inspiration from the history of courageous warriors like Comrade Hidma, the cadre of the CPI (Maoist), and join the struggle against the fascist RSS-BJP Manuwadis, and ultimately continue the struggle to eradicate this exploitative system

*Campaign Against State Repression (CASR) Condemns the Extrajudicial Killing of CPI (Maoist) Leader Madvi Hidma; Rule of Law Cannot Be Suspended in Bastar*

On 18 November 2025, Madvi Hidma, the youngest member of the Central Committee of the CPI (Maoist) and an Adivasi from Bastar, was murdered in a fake encounter along with his wife Rajakka and five other members of the party. Hidma and the others were illegally abducted when they were unarmed, from a shelter where they had been staying since the 28th of last month. They were then tortured and murdered in a fake encounter. This is a brazen violation of the rule of law, constitutional safeguards, and past Supreme Court directives.

Since the beginning of Operation Kagaar on 1 January 2024, the Brahmanical Hindutva Fascist Indian state has stepped up its killing spree in Bastar and other Adivasi areas. In its bid to crush the armed and unarmed mass movements going on against corporate plunder of natural resources and displacement in Central India, it has killed over 500 people, which includes armed and unarmed Maoists and civilians. It has made a mockery of the rule of law and civil and democratic rights.

In all these encounters and extrajudicial killings, the Indian state has repeatedly violated Article 21 of the Indian Constitution, which guarantees the right to life with dignity to every citizen. In the judgment of Om Prakash & Ors. vs. State of Jharkhand (2012), the Supreme Court said that “fake encounters are nothing but state-sponsored terrorism.” And in Prakash Kadam vs. Ramprasad Vishwanath Gupta (2011), it stated, “fake encounters are nothing but cold-blooded brutal murders by persons who are supposed to uphold the law.” In PUCL vs. State of Maharashtra (2014), the Supreme Court held that every encounter death must be treated as a case of culpable homicide and investigated through an independent FIR, a magisterial inquiry, full forensic preservation of evidence, and immediate NHRC intimation. The Court made clear that police cannot act as judge, jury, and executioner, and that the right to life under Article 21 applies even to insurgents and accused persons.

The Indian state has also repeatedly violated the guidelines of the United Nations Human Rights Declaration (UNHRD), of which it is a signatory. Operation Kagaar stands in clear violation of these standards, which require that lethal force be used only as a last resort, that all encounter deaths be independently investigated, and that even armed insurgents be guaranteed due process. Instead, Kagaar has normalised extrajudicial killings, replaced arrest with execution, and subjected Adivasi communities to indiscriminate militarisation and collective punishment. By abandoning the UN principles of necessity, proportionality, distinction, and accountability, the operation undermines the rule of law and effectively suspends fundamental rights in Bastar.

We condemn this fake encounter of Madvi Hidma and the ruthless crushing of people's movements being conducted by Adivasi and non-Adivasi people against corporate loot.

We demand:

1. An independent committee consisting of retired judges and human rights advocates must be formed to investigate these extrajudicial killings.

2. Proper post-mortem must be conducted with full videography, and the dead bodies must be handed over to their families, unlike in the case of former Maoist Party General Secretary Nambala Keshava Rao.

3. FIRs must be registered for those security personnel responsible for the encounter killing, as per Supreme Court guidelines.

4. Operation Kagaar and the Surajkund Scheme must be immediately halted.

On behalf of Oikodomisi (Building/Aufbau) – a newly founded political organization – we send you a photo from the National Technical University (Polytechnio) in the center of Athens where events to commemorate Polytechnic student uprising of 17/11/1973 are taking place.

Apart from distributing stickers regarding solidarity with the Palestinian people resistance, we also hoisted a PLGA flag and put up our new poster (“Solidarity with CPI (Maoist) – Stop Operation Kagar”).

In addition, we brought with us the two CPI (Maoist) books on the Caste and the Nationality Question in India (translated by a comrade of ours and of the Initiative of Solidarity with the Indian People).

The other book on the table contains the memoirs of the Democratic Army of Greece (1946-1949) major Panos Lamprakis (Ladias), who took the leadership of the antirevisionist organization of the Greek political refugees in Tashkent (USSR) in 1962, after its initial leaders (Raftis-Lakareas) were exiled in Kazakhstan until 1968 (the latter was sent in psychiatric clinics as well, between 1969-1975, shortly after the organization denounced the Brezhnevite aggression against PR of China in 1969). Lamprakis was also sent in a concentration camp in Mordovia (Russia) from 1966 until 1968.

The call of com: Basavaraj’s martyrdom

In order to eliminate the Maoist movement in Bastar and carry out it’s long term plan to forcibly displace the indigenous Adivasi population from that region, so that it can be handed over to Indian and foreign corporates, the Indian state has been carrying out a vicious campaign of suppression known as Operation Kagar. As part of this it has even carried out repeated aerial bombing of Adivasi villages. Almost half of those killed there by the Indian state in recent months are Adivasis, including children. Several leading human rights activists had expressed grave concern over the situation and called upon the Government of India, as well as the leadership of the Maoist party, to ceasefire and initiate talks. The leadership of that party responded to this call and unilaterally declared a ceasefire, calling on the government to follow suit and create conducive conditions for talks. Instead of responding positively to this the Indian state continued its murderous campaign of suppression. It encircled and shot down the secretary of the CPI (Maoist), comrade Basavaraj and those accompanying him. Violating all norms, it refused to handover the bodies of these comrades to their relatives for a proper cremation. Instant it surreptitiously carted away the bodies and burnt them. This was the dastardly manner by which the Indian state revealed its inhuman character. Complementing it, a bunch of traitors headed by the Sonu- Rupesh clique are now slandering comrade Basavaraj in a most heinous manner. They claim that he was in support of laying down arms and surrendering. They thus mock the heroic resistance put up by comrade Basavaraj and his companions, despite being heavily outnumbered and facing a far superior force. Those comrades chose to fight to the end. They were not for surrender. Instead they went down holding up the blazing banner of revolution in the true communist tradition, thus setting glorious examples of self-sacrifice.

Recently, Soni Sori, the well known Adivasi human rights activist, has put some very relevant questions to those who surrendered. Will this mean that the Adivasis will now have the right to their Jal, Jungle and Zameen? Does this mean that the government will withdraw armed camps from that region? Does this mean that foreign and Indian corporates will not be allowed to ravage that land for their profits? Anyone even slightly familiar with the policies and interests of the rulers of this country knows the answers to these questions. Nothing of that sort is going to happen. Rather, rapacious plunder of that region is going to intensify. That calls for struggle, not surrender, on the part of the oppressed and those who side with them. That calls for upholding the glorious tradition of great martyrs like comrade Basavaraj.

Politically degraded traitors Sonu and Satish have no right to criticize our party's path

*The Communist Party of India (Maoist) will continue the path of long-term people's war

Our party, Sonu, who is a member of the Central Committee and Politburo of the Communist Party of India (Maoist), and Satish, who is a member of the Dandakaranyam Special Zonal Committee, deceived some other cadres with opportunism and a destructive attitude and surrendered to the governments of Maharashtra and Chhattisgarh. Both of them, who are politically degraded, made an agreement with the governments of Maharashtra and Chhattisgarh and surrendered as per the plan. Almost 3 months ago, they announced in the press that the Chief Minister of Maharashtra had contacted them to surrender. Satish had contacted the Deputy Chief Minister of Chhattisgarh through journalists. Based on these communications, the District Police Officer of Gadh Chiroli has publicly announced that operations in these areas will be suspended for a short period of time. The District Police Officer of Narayanpur has issued orders. The government armed forces of Gadh Chiroli, Bijapur and Narayanpur districts in these two states have provided security. A large number of forces were deployed on the banks of the Indravati river and its nearby areas on the border of the two states from October 13th until their surrender on the 16th. Their surrender was facilitated. Both of them ended their political career of the past decades in this way with a tendency of class harmony and collusion with the state.

Sonu and Satish, who have surrendered to the Indian state, are violating the party line to cover up their political downfall. It is being said that due to the changes in the current circumstances of the country, the long-term strategy of people's war has expired, and therefore we are temporarily ceasing the armed struggle and will openly participate in the people's struggles. It is also being said that our party's General Secretary Comrade Samballa Kesavarao said that before becoming a martyr, we should lay down our arms and prepare for peace talks. This is a complete lie. Sonu and Satish are distorting the facts.

In fact, the martyr Comrade Namballa Kesavarao wrote letters to him explaining the shortcomings in Satish's understanding regarding peace talks. In these letters, he explained that the party should not think about laying down arms, and that even if there was something like that, it was a matter for the Central Committee to think about. He reminded that in the history of the world revolutionary movement, when severe restrictions broke out in the respective countries, the revolutionary parties suffered many losses, and the people were subjected to hardships and hardships. He wrote that the party that gave up the armed struggle and went public in Chile was lost for nothing. In order to avoid the losses faced in the Kagar operation, the Central Committee and the Politburo explained that they should firmly commit to implementing the strategies formulated in February and August 2024, and also take strategies in accordance with the changing circumstances. Therefore, we clearly state that it is not Comrade Namballa Kesava Rao’s opinion to lay down arms and go for peace talks.

The Central Committee, which discussed the changes in the country’s circumstances, prepared the document ‘Changes in the relations of production in India – Our Political Program’ in 2021. It made it clear that although feudalism has weakened to some extent in the country, feudalism is still the main contradiction. It also explained that although there have been some changes in capitalist relations compared to the past, the majority of the people depend on agriculture and that the land issue is fundamental, and therefore the long-term line of people’s war should be continued. It discussed in detail the changes brought about by imperialist globalization in the country in the past decades and formulated changes in strategies. It provided guidance on how to take action in each area depending on the specific circumstances. It answered the questions raised on this document. Neither Sonu nor Satish disagreed with this document. Now they are openly expressing their views contrary to the document. In fact, it would have been useful for the party if they had studied the country's situation and given appropriate suggestions and advice. It would have been healthy if the internal discussion had continued in the party. But, they misled the cadres by using their responsible positions and the weakness in political studies among the cadres. They acted irresponsibly and violated their duties. The fact that some SZC members also accepted these false formulations and surrendered along with them shows their lack of study.

Whether in India or in any other country, the exploitative ruling classes launch restrictive campaigns just because the movement is progressing in the revolutionary movement. In this process, the revolutionary movement is subject to ebbs, flows, and twists and turns. There is a sense of incompetence in the cadres. Forces that are useful to the state are created from the weak among the people. Serious losses are incurred. However, the parties do not change their strategy because of this. Strategy depends only on the current conditions of the country. An explanation should be given to the matter of Sonu and Satish saying that the conditions have changed. These superficial words are not political discussions. Their understanding and betrayal are nothing but fear for their lives.

The party never covers up its shortcomings and mistakes, and has never covered them up. With the three wonderful weapons of the party, the people's army and the united movement, the Indian working class has become the vanguard of the revolutionary movement.

We hope that the oppressed people, groups, democrats, progressives, journalists and the people in the country will understand these things and continue to be participants in the revolution as their duty. On this occasion, we once again inform you that the Communist Party of India (Maoist) will complete the new democratic revolution in the country through the agrarian revolution, achieve people's sovereignty and establish an equal society and ultimately achieve communism.

BANGLADESH:Revolutionary Student-Youth Movement (Bangladesh): There is no difference between Modi–Amit Shah’s project to make India “Maoism-free” and Venu Gopal’s surrender line

We publish an unofficial translation of a statement made public by Revolutionary Student-Youth Movement from Bangladesh through their facebook page.

After Mao’s death and the subsequent degeneration of formerly socialist China through several phases into social-imperialism, many parties in many countries tried to carry forward revolutionary movements and people’s wars along Maoist lines.

Some — like Peru, Bangladesh, Turkey, Nepal were temporarily defeated, while others notably the Philippines and India were able to develop further. The Indian people’s war was a developing mass war based on a new-democratic revolutionary program, not aimed at establishing socialism or communism overnight. To crush it, the Hindu majoritarian native bourgeois–collaborationist ruling class of India, with the help of all imperialist powers, tried one repression campaign after another ‘Salwa Judum’, ‘Green Hunt’, ‘Samadhan’, ‘Prahaar’ and, having failed repeatedly, has now launched a suppression drive called “Kagar.” Linked to this Kagar, within the party a surrender line emerged through the weapons-surrenders of figures like Venu Gopal / Sonu, a so-called line that claims to “save the revolution” by capitulation.

A small minority, led by a former party leader Sonu, split from the party onto the path of self-surrender.

The government denies the existence of some prisoners and uses coercion to push those currently detained to publicly endorse Sonu’s surrender line. The state security forces have become Sonu’s mouthpiece.

Alongside exaggerated propaganda claiming the success of Operation Kagar, the media spreads half-true and distorted reports about the Maoists. For example– reports of the PLG’s 170 actions in 2024 resisting Kagar (People’s March, January/25) are nowhere to be seen in the press.

There is no doubt this is a grave crisis at this stage of the people’s war. But the surrender line or liquidationism is not new to the revolutionary movement in India. Starting from Naxalbari, the Indian Maoists defeated reformist and opportunist lines again and again, and over the last fifty years the movement built actual party, army, front structures and infrastructure through successes and failures capable of waging revolution. This created much hope among the masses aspiring to revolution.

Sonu’s present stance throws those hopeful people into doubt.

Sonu has put forward some political arguments in favor of his surrender line. He was himself a veteran revolutionary, active in the Maoist movement for nearly fifty years; naturally his questions create confusion in many circles. We do not yet know the full ideological and political reasons behind Sonu’s surrender. The party will surely conduct a deep ideological–political analysis. But based on past experience of class struggle and on some of the assertions Sonu has made for surrender, we can analyze certain points here.

His main argument is: given the present domestic and international situation, it is impossible to sustain and develop the people’s war, and the party is unable to grasp the new situation and determine what must be done. No new militants are joining the party or the people’s war; under continuous enemy repression the party and its forces have become exhausted. Therefore, to save the party, surrender is necessary.

Even when such words come from Sonu’s mouth, we have always heard the same rhetoric from enemies of revolution. We remember that after the rise of Naxalbari, the revolutionary current was temporarily defeated with the martyrdom of Charu Mazumdar under state repression. That party then overcame its limitations and became one of the strongest Maoist parties in India and around the world.

Although the Maoist party in India formed out of the Naxalbari upsurge, before regular forces and base areas were established, central leaders like Charu Mazumdar were martyred or arrested. The party was nearly destroyed. When a new party secretary, K. Basavaraj, fought for 60 hours and was martyred along with 25 PLG guerrillas— did those guerrillas fall from the sky?

Likewise, Sonu did not surrender alone with 60 members; he claims many more will surrender. In an organization already weakened by losses, do such martyrs and surrenders not prove that Sonu’s information is false? Are these the losses of revolutionary struggle, or the ravings of a exhausted revolutionary?

Thus it is not enemy repression but the desertion of the fatigued revolutionary Sonu that places the movement in crisis. At the same time, it is also true that questions exist about how to grasp the new conditions of the developing war and decide on new tactics.

True Maoists, by holding on to the people’s war, will be able to determine the correct tasks for the new situation not by abandoning it. Surrendering, or merging into the so-called mainstream or the exploitative currents promoted by imperialists, is not the path. Modi–Amit Shah’s mainstream means preserving imperialism, bureaucracy, capitalist exploitation and feudal oppression in India continuing the exploitation and oppression of workers, peasants and the oppressed. Sonu’s surrender line too abandons revolution and returns to that so-called mainstream.

The politics of Maoist revolutionary change and the strategy of people’s war cannot be confronted by imperialism the way it used to be; imperialism has learned from earlier wars (Vietnam, the post-9/11 wars, Iraq, etc.) and adopted the most ruthless doctrine, LIC (Low-Intensity Conflict). LIC includes characteristics such as covert elimination of leaders by covert forces, extracting information, creating traitors, forming counter-revolutionary forces (Salwa Judum, DRG, etc.), and more what they call less intense, low-collision warfare. In Peru the peace line, in Nepal the UN-supervised ceasefire, and today the reintegration into the mainstream in India are all applications of LIC.

We must defeat LIC through long-term people’s war in our country and other nations oppressed by imperialism, and complete the revolution.

In mastering the line of prolonged people’s war, Sonu grew tired. His weapons-surrender and capitulationist line may have saved the lives of some tired revolutionaries, but it will not produce revolution. This kind of liquidationism was spoken of by the Telengana betrayers in the 1950s and by electoralists after the deaths of CM and others. Certainly, genuine revolutionaries will first defeat this liquidationist line and Operation Kagar, and under the leadership of CPI (Maoist) the true revolutionaries will advance the Indian revolution along the path of protracted people’s war.
