We are sharing with you a people's statement on the mass arrests in India's capital city of Delhi of student-activists who were protesting against the toxic air of the city, ruined by imperialist and comprador bureaucratic bourgeois interests. The media stupor created around the protests is due to the fact that these students saw their fight as a continuation of the fight led by people such as Comrade Madvi Hidma who was slain in a fake encounter recently. We are sharing a writing on the matter with the hope that it will raise awareness and present a counterview to the dominating state narrative of an "urban Naxal" conspiracy unfolding in the city.

Why Hidma’s Name Echoes at Delhi’s India Gate Protest for Clean Air from the Forests of Bastar?
Madvi Hidma, the central committee member of the CPI (Maoist) and the former commander of the People’s Liberation Guerrilla Army’s Battalion 1, was killed in a fake encounter on 18th November 2025, after an informant ratted him out to the Indian state. Forget the niceties of the bourgeois law, which posits to uphold the right of all accused to a fair trial, what has grabbed the attention of all reactionary media is that students who had gathered to protest at Delhi’s India Gate tourist site to demand for clean air on 23rd November 2025 also carried some posters with the face of Madvi Hidma. The image, a hand-drawn artwork of a man the state itself had no picture of until late last year, was defiantly raised with the thought-provoking slogan “From Birsa Munda to Madvi Hidma, the struggle for our forests and environment goes on.”
The protest, held under the banner of Delhi Coordination Committee for Clean Air (a joint platform of student and labour organizations), comprised of more than 500 people at the same site on 9th November 2025. This was a joint-protest which raised the people’s voice against the rising levels of Air Quality Index (AQI) in the city, making Delhi the most polluted capital in the world. Over the years, the various Delhi governments of different political parties have blamed the peasants of Punjab and Haryana who practice parali burning, an old technique to replenish the soil, for the noxious fumes people breathe in everyday in the city. The situation is such that studies find that life expectancy of those living in Delhi will be lower than those in other parts of the country, with some studies even finding evidence that children born in Delhi will grow up with poor brain development and limited cognitive functions.
Howwever, these students showed a rare clarity on the subject matter and dispelled state-sponsored myths by challenging the real culprits: the foreign and big bourgeois industries as well as the large-scale construction work being carried out in the city constantly in the name of development. Their demands are therefore the resignation of the BJP’s Chief Minister Rekha Gupta who has invested in meaningless measures to mitigate the effects of Delhi’s poor air, the formation of people’s committees comprised of migrant labourers, citizens of Delhi’s urban slums and villages and civil society activists which will regulate the industrial development and planning in the city. They demanded the cessation of polluting industrial production in the city, with fair compensation being given to the workers who would lose their jobs in the process, along with demanding free bus services for commuters (largerly workers, women and freelance professionals who commute by the city’s buses). At the same time, a contingent among these students also repeatedly pointed out that these demands are only temporary solutions, with New Democratic revolution and the formation of Janathana Sarkars all over the country being the only way this ecological crisis can be dealt with. 17 students have been arrested by the Delhi Police, who blamed them for using pepper spray against the police officers (4-5 policemen have allegedly been taken to the hospital). Yet, the discussion is around Madvi Hidma. Why do the people of this country keep finding common cause not with the Indian state, not with the reformatory petite bourgeois politics, but with those red fighters in Bastar? Those very red fighters who started their work on the Janathana Sarkars with the decisive declaration that their model, in contrast to the imperialist model of development of the Indian state, is that of the people.
While much shock is being displayed at students understanding the fact that Hidma’s fight, the fight of the CPI (Maoist) is centred around the rallying call of jal-jangal-jameen-izzat-adhikar, it should be understandable to democratic-minded individuals that without the forests of Bastar, protected by the Adivasi peasants who have understood their relationship with nature for a long time, there is no clean air for anyone. Just as those who are protesting COP30 in Brazil, where the fascist Bolsonaro government ravaged the Amazon rainforest and the current Lula government is presently carrying out numerous bloody operations such as Operation Gordos against the organized peasants striving to protect their lands from latifundiums, anyone who is concerned about the environment in the world must be concerned about the killings of Maoists in India. It should be no surprise that days after the fake encounter against Hidma, an industrialist grabbed 127 acres of land in three villages of Abhujmaad forests (Dharma, Bel and Markapal) belonging to Adivasi peasants who had been originally forced out of their villages when the state’s Salwa Judum campaign began. The facts are evident - every killing of a Maoist emboldens an imperialist, a landlord and a comprador bureaucratic capitalist to loot the people’s resources with even more shamelessness and brutality.
Numerous forces are already murmuring “left adventurism” and “left sectarian demands” within their chambers. Is it left adventurism to condemn fake encounters? Since when is upholding imagery of a dead revolutionary a crime? And if it is, do these well-wishers of the “left” wish to abide by such laws? In a time when fascism is clamping down on the majority of the people of this country, is conceding ground- conceding democratic rights, the approach to be advocated by the architects of a never-happening revolution in India, led by these critics of “left adventurism”? Today, they have come for those student activists who say that each time they kill a Hidma, hundreds of new Hidmas will emerge from among our homes. Tomorrow, they will come for those who ceremoniously lay garlands around the neck of Charu Majumdar, thinking that their abandonment of his vision offers them any protection. The day after, they will come for those who bow their heads in front of Bhagat Singh. Without those who fight against this imperialist loot in Bastar, without these valorous student activists in Delhi, eventually, imperialism will swallow this entire planet whole. Socialism or barbarism, Rosa Luxembourg said. Each time organized political forces tell people to cower down in front of state repression, we move an inch away from socialism, towards barbarism.
What will become of these 17 students under the custody of the fascist Delhi Police, one can already fathom. Some of them just held a press conference this month highlighting the brutal torture they were made to endure in July of this year when 9 people, including students and anti-displacement activists, were kept in illegal police custody where they were threatened to be raped by iron rods, taken for a staged encounter and even electrocuted. Yet, many students who endured all of this, are back again on the streets, once again raising the demands of the everyday citizen. These acts of rebellion, whether in Bastar or at the gates of power itself, may seem random and disconnected to the reactionary media but to all of democratically-minded individuals, they know that Hidma lives in these 17, and in the countless others who knock at the doors of power again and again. Until the door shatters, under the force of the consciously alive. Let them come for us, with all that they have, for we recognize that this constant oppression keeps breeding resistance. And from this resistance, blooms the flower of revolution.
INDIA: CPI (Maoist): Hidma was Caught Due to the Treachery of Someone

Comrade Madvi Hidma, a member of the Central Committee and Secretary of the Dandakaranya Special Zonal Committee, along with Comrade Raje and a few others, were captured unarmed in Vijayawada on November 15, and afterwards brutally murdered, and a fake encounter story was fabricated.
Andhra-Odisha Border (AOB) State Committee member Comrade Shankar was captured and murdered along with some others, and a fabricated story was created to make it seem like an encounter took place in the Rampachoudavaram area.
We call for observing November 23rd as a nationwide protest day against this brutal murder.

Today, the RSS-BJP Manuwadis [Translator’s note: a way to refer to the Brahmanic Hindutva rulers, who also defend casteism and other oppression schemes in India] are continuing their blatant fascist repression in the country. They are constantly trying to terrorize the people with murders. The fascist government is committing these murders only for the benefit of corporations.
Comrade Hidma, Secretary of the Dandakaranya Special Zonal Committee and a member of the Central Committee, and his comrade Comrade Raje, along with a few others, went to Vijayawada for treatment. While receiving treatment, clear information reached the police due to the treachery committed by someone. On November 15, under the direction of the Union Home Ministry, the Andhra Special Investigation Branch (SIB) tried to take them into their custody and make them surrender, but failed and brutally murdered them. All the statements that an encounter took place in the Maredumilli forests, that weapons were found and six people were killed, are blatant lies.
The CPI (Maoist) humbly pays tribute to Comrade Hidma, who sacrificed his precious life and showed the spirit of the movement and the strength of his ideology.
The CPI (Maoist) humbly pays tribute to Comrade Shankar (AOB State Committee Member) and Comrade Raje (Regional Committee Member), who continued in the movement till the end and sacrificed their lives without bowing down to the enemy.
The CPI (Maoist) humbly bows its head and pays tribute to Comrade Chaitu (Party Committee Member – PPCM), Comrade Kamlu (PPCM), Comrade Mallal (PPCM) and Comrade Deve (Party member) who sacrificed their precious lives in the performance of their duties and upheld the spirit of the movement. The Central Committee vows to continue the movement by instilling the revolutionary traditions and spirit of the movement that they have carried on.
Comrade Hidma was born in 1974 in a poor tribal family in Puvwarti village, Sukma district of Chhattisgarh. As a child, he studied up to 5th standard in his village. As the movement in his area grew, he came into Party affiliation. He was appointed as a full-time member for the party in December 1997 and worked in Basaguda Squad till the end of 1998. In 1999, he worked in Gadchiroli. Then he worked in the Dandakaranya Ordnance Manufacturing Department for a year. In 2001, he became an State Committee member and came to South Bastar. In 2002, he worked as the Usur LOS [Translators note: Local Operational Squad] Commander, and for a short time as the Konta LOS Commander. In 2005, he became a Divisional Committee member. Later, he worked as the Commander in Company-2. He served as the Company-3 Commander and Secretary from 2006 to 2009. He served as the Battalion Commander since the formation of the Battalion in 2009. He was elected as the Secretary of the BN Committee in 2011. In the same year, he was elected as a member of the Dandakaranya Special Zonal Committee. In 2020, he became a member of the Secretariat. In August 2024, he was promoted to the Secretary of the Special Zonal Committee and a member of the Central Committee.
Comrade Hidma developed by working among the people from the beginning and learning from the people. In the course of the development of the movement, he learned many things for the needs of the movement. He studied Marxism in detail for the needs of the movement and developed politically and theoretically. In the course of the movement, he wrote many circulars and booklets on various occasions and worked to develop the cadres. He made special studies in the military field and achieved good results in practice. He wrote good plans for many military operations and made them successful. In this process, he captured hundreds of weapons from the enemy forces and armed the PLGA. As the battalion destroyed the enemy power under the leadership of Comrade Hidma, organs of people’s power (people’s governments) were formed in the southern sub-zone, and people’s rule has been implemented until recently. He won the trust of the people and the trust of the cadres.
The ruling media and the Godi intellectuals [Translator’s note: intellectuals serving the ruling classes] have long portrayed Hidma as a villain. After his murder, today that poisonous and false propaganda is being fueled even more by the efforts of the BJP fascists. Hidma’s place in the hearts of the people cannot be altered by the attempts of this malicious propaganda. Like the history of Bhagat Singh, Komuram Bhim, Gundadur, Gend Singh, and Alluri Sitarama Raju, Hidma’s history leaves an indelible mark on the Indian revolutionary movement. He will go down in history as a leader not only of the tribal community, but also of the oppressed people. Future generations will read this history and get inspired.
The RSS-BJP rulers are handing over the country’s wealth and natural resources to corporations in the name of development. Many struggles are being waged in the country against this. The RSS-BJP cadres are viciously disrupting, sidelining and suppressing all those struggles. They are inciting communalism and war mongering. They are deceiving the people by announcing new schemes and slogans every day. They have taken all the constitutional institutions under their wing. The Election Commission has become Modi’s ‘Godi’ Commission. They have taken the officials under their wing and achieved victory in the Bihar elections by committing large-scale fraud. They are implementing a plan to completely eliminate the opposition Parties in the country and even destroy the bourgeois parliamentary democratic system.
We call upon the workers, peasants, youth, students and social groups to take inspiration from the history of courageous warriors like Comrade Hidma, the cadre of the CPI (Maoist), and join the struggle against the fascist RSS-BJP Manuwadis, and ultimately continue the struggle to eradicate this exploitative system

In order to eliminate the Maoist movement in Bastar and carry out it’s long term plan to forcibly displace the indigenous Adivasi population from that region, so that it can be handed over to Indian and foreign corporates, the Indian state has been carrying out a vicious campaign of suppression known as Operation Kagar. As part of this it has even carried out repeated aerial bombing of Adivasi villages. Almost half of those killed there by the Indian state in recent months are Adivasis, including children. Several leading human rights activists had expressed grave concern over the situation and called upon the Government of India, as well as the leadership of the Maoist party, to ceasefire and initiate talks. The leadership of that party responded to this call and unilaterally declared a ceasefire, calling on the government to follow suit and create conducive conditions for talks. Instead of responding positively to this the Indian state continued its murderous campaign of suppression. It encircled and shot down the secretary of the CPI (Maoist), comrade Basavaraj and those accompanying him. Violating all norms, it refused to handover the bodies of these comrades to their relatives for a proper cremation. Instant it surreptitiously carted away the bodies and burnt them. This was the dastardly manner by which the Indian state revealed its inhuman character. Complementing it, a bunch of traitors headed by the Sonu- Rupesh clique are now slandering comrade Basavaraj in a most heinous manner. They claim that he was in support of laying down arms and surrendering. They thus mock the heroic resistance put up by comrade Basavaraj and his companions, despite being heavily outnumbered and facing a far superior force. Those comrades chose to fight to the end. They were not for surrender. Instead they went down holding up the blazing banner of revolution in the true communist tradition, thus setting glorious examples of self-sacrifice.
Recently, Soni Sori, the well known Adivasi human rights activist, has put some very relevant questions to those who surrendered. Will this mean that the Adivasis will now have the right to their Jal, Jungle and Zameen? Does this mean that the government will withdraw armed camps from that region? Does this mean that foreign and Indian corporates will not be allowed to ravage that land for their profits? Anyone even slightly familiar with the policies and interests of the rulers of this country knows the answers to these questions. Nothing of that sort is going to happen. Rather, rapacious plunder of that region is going to intensify. That calls for struggle, not surrender, on the part of the oppressed and those who side with them. That calls for upholding the glorious tradition of great martyrs like comrade Basavaraj.
