NEPAL: CPN (Majority) GS Dharmendra Bastola arrested for Election Boycott Activities - Maximum solidarity for Immediatly release! maoistroad



Kathmandu, February 17, 2026: 
Police have arrested Dharmendra Bastola, General Secretary of the Communist Party of Nepal (Majority), on charges of involvement in a campaign boycotting the upcoming elections.

A team from the Kathmandu Valley Crime Investigation Office, Teku, detained him, Senior Superintendent of Police Santosh Khadka announced to the press today, adding that the party’s Kavre District Secretary Bishnu Prasad Timsina was also arrested.

“They will be handed over to the District Police Range, Kathmandu, to proceed with the case.” the SSP was quoted as saying to the press.

The CPN (Majority) had called a general strike (bandh) on Tuesday as party of a boycott campaign of the March 5 elections to Nepal’s House of Representatives.

Police sources said several other leading cadres of the CPN (Majority) are also under surveillance.

Our Party’s General Secretary, Comrade Dharmendra Bastola “Kanchan,” and Kavre District Secretary Comrade Bishnu Timilsina were arrested today, 17th February 2026 at around 5:40PM from Newroad Kathmandu, while they were engaged in organizational work. At a time when the nationwide Nepal Bandh program was being conducted peacefully and with broad public support, the party strongly condemns this cowardly style of arrest carried out by the present government.

We wish to make it clear that the so-called election announced by the government cannot, under any circumstances, address the people’s aspirations for good governance, stability, and self-reliance. Rather, the very logic of such an election is pushing the nation’s sovereignty toward a serious crisis, which has become a matter of grave concern. Therefore, the arrest of the Party General Secretary in the name of activities opposing the election is, on the one hand, a mockery of the minimum democratic rights related to peaceful programs; and on the other hand, a naked display of intolerance and fascist tendencies that seek to close the doors to dialogue and consensus.

We strongly demand that the government immediately and respectfully release the arrested comrades, including the General Secretary.

We sincerely appeal to all patriotic, progressive, leftist, and human rights–oriented organizations and institutions across the country to take initiatives for their honorable release.

This series critically interrogates the Indian state’s 2026 “Maoist-free” deadline and its violent consequences for Indigenous peoples’ lives and livelihoods.

The Adivasis have consistently resisted the structural violence by Indian forest authorities against their relationship with landscape and forests they depend upon and live in. More recently, in Adivasi regions across India, conservation areas such as tiger reserves are being created alongside extensive militarisation and military operations in the name of wiping out the Maoist/Naxalite movement. Our speakers will explore the deep links between Indian state’s forest conservation policies with its wider goals of expropriating Adivasi land, forests, and natural resources on behalf of capital.

Treaties deepening dependence

  • After days of suspicious double talk the essentials of the US-Indo trade agreement have finally been revealed. Apparently, key agricultural and diary sectors in India will remain protected; for the time being. ‘Apparently’, because the draft agreement where this is claimed to be written down is nowhere to be seen. ‘For the time being’, because the publicly available Joint Statement explicitly states that tariff reduction or elimination for American agricultural products will be applicable for “additional products” too. That is, in addition to those specified in the statement. What will get included in that remains to be seen.

    This agreement with the US and the earlier one with the European Union (EU), are being presented by the Modi regime and it’s Godi media as extremely beneficial to India. Some others criticise the one with the US, while applauding that with the EU. Leave aside the disastrous impact they will have on various sectors of India’s economy. Will trade treaties with advanced economies ever be good for India? No. The economies of the US and EU countries are ‘advanced’ precisely because countries like India are kept ‘backward’. They constitute the vast majority in Asia, Africa and Latin America. This comes from the division of the world into imperialist countries and oppressed countries. As a result, trade between these two type of countries will always be unequal. This is not a matter of this or that sector, but of the economy as a whole.

    It is claimed that a lot of fresh investments and modern technology will flow in because of these treaties. It will, if it’s profitable for imperialist finance capital. But that will only make India more dependent. The only way it can start the journey to self-reliance is by cutting itself off from the global imperialist system and unleashing the huge potential of its crores of people. That calls for revolution, not trade treaties.

    The world campaign against Operation Kagaar has denounced that imperialists and Modi’s government set the target to wipe put the Indian revolutionary movement and the CPI (Maoist), that are the real political alternative for the proletarians and the people’s masses of India.

     Modi claims he will wipe out the people’s war, the revolutionary movement and the CPI(M) by 2026.
    The International Committee to Support the People’s War In India (ICSPWI)  has called all the revolutionary parties and forces, the friends and comrades of the Indian revolution, to meet the challenge launched by the Modi’s government with a one-year-long campaign from March 2025 to March 2026.  . A mobilization in the streets, in the workplaces, in the squares.

    The CPI(M) and the masses in India are withstanding and repelling the Operation Kagaar, based on the defense of material interests and living and working conditions of proletarians, peasants and masses of India.
    In any sector of the economy, the Modi’s regime is unloading on the masses the crisis brought by imperialism, its lackeys and  the policies at the service of the big Indian capitalists, as Adani, Ambani and others.
    However, there is no chance for capitalist system to way out its deep crisis; rather it produces a new wave of struggles and mass uprising.
    The Indian regime supports the genocidal campaign in Palestine because itself, with the Kagaar operation, commits massacres, forced deportations, murders of villagers and leaders of the tribal masses, social activists and revolutionary leaders, as well as persecute the journalists and human rights activists who oppose it.

    To support the people’s war in India and the Communist Party of India (Maoist) is one of the fundamental tasks of the revolutionary, anti-fascist, anti-imperialist communist movements of the world.

    INDIA: Campaign Against State Repression (CASR) in solidarity with comrade Pramod Mishra jailed in miserable conditions in Bihar




    The Campaign Against State Repression (CASR) has expressed its full solidarity with political prisoner Comrade Pramod Mishra. This 74-year-old revolutionary activist is currently imprisoned in the Beur Central district of Bihar, where he has been detained for nearly three years. Rashtra Pramod Mishra has been identified as a member of the  CPI (Maoist) Central Committee and the Politburo. He began starving on January 26 in protest against the inhumane and squalid living conditions in the Beur district. His demands are simple and legal: adequate meals and breakfast, access to daily necessities, and telephone facilities to communicate regularly with family members and lawyers. At the age of 74, being captured in this situation means a slowing of the violence associated with his detention. The failure to provide adequate nutrition, basic facilities, and communication opportunities reveals the punitive and vengeful nature of the administration, particularly towards political prisoners and those who protest. Districts across India are increasingly becoming the focus of the class and political repression campaign. Prisoners associated with the revolutionary movement, indigenous people, laborers, and farmers are routinely discriminated against. While the government claims to have improved living conditions in some districts, the reality is that all districts suffer from excessive prison overcrowding, inadequate food, ill-treatment, and a lack of contact with family. This issue is not limited to isolated incidents but is widespread throughout the country. Father Stan Husband and Professor G. Ann. The death of Saibaba demonstrates how medical deprivation, inhumane long-term detention, and neglect lead to loss of life. Both were elderly, critically ill, and repeatedly denied timely access to medical or basic facilities. This death is not an accident, but the result of an inhumane system that treats political prisoners as "valuable."
    Pramod Mishra's condition is no exception; it is a widespread phenomenon among political captives, prisoners, and protesters waiting to be detained against state exploitation and violence. The persistent neglect of elderly and sick detainees reveals the anti-public attitude of the current system.
    CASR Demands:

    1. Immediate provision of adequate and essential nutritious food for all prisoners.

    2. Ensuring telephone facilities for regular communication with family and lawyers.

    3. Independent and transparent medical observation, given Pramod Mishra's age and ongoing hunger.

    We urge democratic forces, civil rights agencies, and mass movements to raise their voices against the repressive actions of the prisons and to intervene immediately to prevent irreparable harm.
    Repression cannot extinguish prevention.

    COLOMBIA: Informe de las acciones en Colombia contra la operación Kagaar en la India (Revolución Obrera)

    Camaradas del Comité Internacional de Apoyo a la Guerra Popular en la India (CIAGPI), reciban un fraternal saludo. Les presentamos el informe sobre lo que, de acuerdo con nuestras condiciones, hicimos en la semana del 26 al 30 de enero, atendiendo el llamado a realizar acciones en el marco de la reunión de la Comisión de Asuntos Exteriores del Parlamento Europeo – Subcomisión de Derechos Humanos en Bruselas.

    El 14 de enero se publicó en el portal Revolución Obrera el llamado Adelante con la campaña contra la Operación Kagaar en la India, explicando porque oponerse a la operación Kagaar en su pretensión de aplastar la lucha del pueblo Adivasi y la guerra popular que dirige el Partido Comunista India (Maoísta).



    El día 27 de enero en nuestro acostumbrado podcast de los martes Vanguardia Obrera, nuevamente hablamos de la Guerra Popular en la India, de la campaña genocida de Narendra Modi y la importancia de la solidaridad internacionalista con la revolución en la India, además de condenar las agresiones de los imperialistas a pueblos como el palestino, sirio y la reciente a Venezuela.




    Se orientó a los camaradas en distintas regiones del país movilizarse alrededor de la campaña y de esto reportamos las siguientes actividades:

    En la ciudad de Pereira se realizaron rayados en la Universidad Pedagógica y Tecnológica de Pereira; se hizo una breve reunión informativa alrededor de las implicaciones de la reaccionaria Operación Kagaar. Y en próximos días se pondrá un trapo en un punto visible de la ciudad.


    En Bucaramanga se realizaron rayados en algunos puntos de la ciudad denunciando la Operación Kagaar y apoyando a la Guerra Popular.



    En Bogotá el día 30 se realizó un mitin en el centro de la ciudad en apoyo a la guerra popular, al Partido Comunista de la India (Maoísta), denunciando la Operación Kagaar y el régimen fascista de Narendra Modi, y llamando a la solidaridad internacionalista con nuestros hermanos en la India, Palestina, Venezuela y demás países agredidos.



    Finalmente, se ha hecho el llamado a todos los camaradas y amigos cercanos para organizar desde ya la movilización programada para la semana del 21 al 28 de marzo que tiene carácter mundial; a esta movilización llamamos a todos los revolucionarios que vienen realizando acciones antiimperialistas a sumarse, pues también ella hace parte de la lucha mundial del proletariado y los pueblos contra los países y monopolios imperialistas que, en medio de sus preparativos de guerra por un nuevo reparto del mundo, invaden, masacran e interfieren en los países que dominan.

    FILIPINAS: Groups launch protests across Europe against Operation Kagar in India (NDFP)



    Various groups, parties, and committees in Belgium, the United Kingdom, and Austria launched protests to denounce the bloody and repressive Operation Kagar in India. They timed these actions with the meeting of the European Parliament Foreign Affairs Committee–Human Rights Subcommittee in Belgium on January 27, and with the visit of officials of the European Commission and European Council to India on January 25–27.

    The International Committee to Support the People’s War in India (ICSPWI) protested mainly at the European Parliament and the Indian Embassy in Belgium. They urged the European Commission to denounce the Modi regime’s campaign of repression and killings in India under Operation Kagar. The National Democratic Front of the Philippines (NDFP) International Office expressed support for the day of protest.

    The Modi regime has massacred hundreds of Indian civilians, particularly Adivasi (indigenous people), since the implementation of Operation Kagar in January 2024. It has mobilized 60,000 paramilitary, police, and military forces and used advanced military equipment such as drones in the operation. Numerous cases of bombings, killings, arrests, and other human rights violations have been documented for over two years.

    Operation Kagar is a counterinsurgency campaign aimed at crushing the revolutionary movement led by the Communist Party of India (Maoist). The Modi regime aims to annihilate the revolutionary movement by March 2026 to open the way for large mining corporations to exploit India’s resources and the ancestral lands of the Adivasi. The Modi regime also plans to establish a Brahmanic Hindutva state (fascism directed against religious minorities and oppressed social groups).

    According to the NDFP International Office, as in the Philippines and its own revolutionary struggle, the failure of counterinsurgency campaigns exposes the basic truth that reactionary violence cannot defeat revolutionary movements born out of social conditions. “Support the struggle of the Indian people for national and social liberation!” it declared.

     Myanmar: The Communist People's Liberation Army (PLA) continues to act as an important force in the struggle against the junta military dictatorship. The fighters of this force are ready to make the highest sacrifices to protect the rights and interests of the people.

    Recently, the PLA achieved significant success in a guerrilla operation in an area of ​​​​the southern district of Military Region No. 1, Sagaing Region, Myanmar. In addition to defeating the enemy in the operation, weapons were seized from them.
    During this battle, a PLA fighter participated in the frontline with infinite courage and was martyred. At the funeral and mourning ceremony organized in his memory, fellow fighters and the local people paid deep respect.
    Taking the martyr's sacrifice as the motivation for the struggle, all those present expressed their determination to further strengthen the movement against military dictatorship.

    Turkey woke up to more operations on the morning of 3 February. In Antalya, Adıyaman, Urfa, Rize, Bursa, Van, Tekirdağ, Gaziantep, Samsun, Dersim, Malatya, Diyarbakır, Kocaeli, Yalova, Balıkesir,
    Denizli, Ankara, İzmir, Sakarya, Adana and Mersin, the Socialist Party of the Oppressed (ESP), the Socialist Women's Assembly (SKM), the Federation of Socialist Youth Associations (SGDF), the Active News Agency (ETHA), DİSK/Limter-İş, Polen Ecology, BEKSAV and many other institutions, a total of 96 revolutionaries were taken into custody during raids on homes and institutions. Among those detained were ESP Co-Chair Murat Çepni, ESP Central Executive Committee member Okan Danacı, SKM spokesperson Tanya Kara, ETHA editor Pınar Gayip, Oppressed People's Law Office lawyer Özlem Gümüştaş, and DİSK/Limter-İş General Secretary Beycan Taşkıran.

    The fascist Turkish state, on the one hand, is carrying out massacres against Kurds, Alevis and Druze by working with the HTŞ government in Syria, and on the other hand, is intensifying arrests and detentions against democratic forces within the country. It attacks marches organised to stop the massacre in Rojava and to support the people's resistance, uses violence against those participating in the protests, and detains dozens of them. Today's operation is part of this.

    The arrest of representatives of institutions and journalists who actively participate in actions supporting Rojava, who report on it, and who try to raise public awareness is a warning to mass actions. But we know that no matter how many are arrested, no matter how much torture is inflicted, the struggle of the oppressed peoples who resist cannot be suppressed. Because the struggle of the oppressed peoples and the working class in Rojava and in many parts of the world is legitimate. No fascist dictatorship has been able to suppress this legitimate struggle, nor will it be able to do so in the future. These legitimate struggles continue with the solidarity of workers and labourers around the world, and we firmly believe that this solidarity will continue in all areas in the future.

    In Rojava, the fascist HTŞ; in Palestine, fascist Israeli Zionism; in Iran, the fascist Mullah regime; and in India, the fascist Modi government continue their attacks, massacres, and genocides against the local people with the support they receive from imperialist powers. However, in many countries around the world, particularly in Europe, hundreds of thousands of people have taken to the streets to oppose these massacres and support the people's resistance.

    As the Confederation of European Turkish Workers; the Socialist Party of the Oppressed (ESP), the Socialist Women's Council (SKM), the Federation of Socialist Youth Associations (SGDF), the Active News Agency (ETHA), DİSK/Limter-İş, Polen Ecology, and BEKSAV. We reiterate our solidarity with the revolutionaries who have been arrested. We call on local and migrant workers and labourers in Europe, as well as democratic forces, to oppose this operation. Currently, let us oppose the attacks against the people in Turkey, Rojava, Iran, Palestine and India with street actions. Let us unite in solidarity with them by making the voice of the oppressed peoples' just struggle heard by the entire European public.

    NEPAL: Coalition Of Left Parties Staging Election Boycott Condemns The Arrest Of RCPN Leading Cadre Purna Bahadur Khadka -info

     

    Kathmandu, February 3, 2026: A coalition consisting of six communist and left-wing parties that have been boycotting the March 5 House of Representatives (HoR) elections have demanded the immediate release of Purna Bahadur Khadka, who was recently arrested by Nepal Police following a public function in Dudhouli, Sindhuli, on Monday.

    A central joint struggle committee of the coalition parties has warned the government of a stronger political movement if it interferes with their protest programmes. In a statement, the committee condemned the arrest of Khadka, who is also a leading cadre of the Mohan Baidya-led Revolutionary Communist Party of Nepal.

    The committee accused the government of attempting to disrupt its peaceful struggle by detaining Khadka and issued a stern warning against further interference.

    “We strongly warn the government not to interfere in our peaceful struggle programmes and to immediately release Comrade Purna Bahadur Khadka unconditionally,” the statement said.

    The committee, which has been campaigning for the formation of an all-party government, comprises the Mohan Baidya-led Revolutionary Communist Party of Nepal, CPN (Bahumat), the Scientific Socialist Party, CPN (Janapakshya), the Nepal Communist Party, and the Socialist Communist Party.

    We strongly condemns these indiscriminate and unannounced aerial attacks of Central Reserve Police Forces (CRPF) Director General (DG) Gyanendra Pratap Singh on 20th January 2026  attacks on the Maoists in the Saranda forests, since 21st January 2026 helicopter gunships have begun arbitrary and unannounced firing on the villages of Baliba, Tinilposi and Digge and the Babudera forests for hours every day. 

    The lack of any information to the adivasi population of the forest villages before these sudden aerial attacks and indiscriminate firing has terrorized them. Many adivasis are now fleeing their villages in terror.

    We condemn this heinous cowardice and barbaric stream of killings... extend the red salute to these beloved 17 comrades and pay them a tearful homage on behalf of the committee.n the other hand, on 22nd January 2026 the CoBRA 209 unit, Jharkhand Jaguars and the District Police Force at the Chotanagra police station area hatched a coordinated plot by setting GPS traps and poisoning the food of 20 comrades stationed between the Bahada and Kumti villages of Saranda forests, successfully trapping and attacking them. In the resulting encounter, 17 comrades including Central Committee member and Secretary of the Bihar-Jharkhand Special Area Committee Com. Patiram Maji alias Analda alias Ramesh and Orissa State Committee Member Com. Lalchand Hembram alias Anmol alias Sushant were martyred. The survivors are being executed one by one. 

     We call on all sympathetic organizations, revolutionary and popular organizations, people, peasants, workers, students, youth, intellectuals and respected citizens to strengthen their resistance with great efforts against these unannounced aerial attacks and string of murders.

    We denounce police action a heinous act of barbarity because the police and Cobra units have often sent GPS trackers to attack our rest stops and camps. Some attacks have resulted in grave losses while others have been defused. In other cases, many soldiers of the CoBRA 209 unit have fallen prey to their own GPS traps. They also resorted to sending food and medicines laced with poison. While our comrades have also fallen prey to these schemes, we have usually been able to save them. This time as well, these disgusting and heinous means of murder have been used. This is why casualty rates of first 10, then 15, then 16, and finally 17 individuals are being reported. These cruel authorities will likely also torture and then execute our surviving three comrades who are in their custody.

    BELGICA: Brussels: Stop Operation Kagaar! - 1st Info/Report - photos and videos

    The International Emergency Campaign against Operation Kagaar arrived on January 27 at the European Parliament, at the European Commission in Brussels, through a combative and representative sit-in, carried out by an international delegation of organizations, parties from different countries, and sustained by the support of many others, both with simultaneous sit-ins in Birmingham and in Italy, with statements and wide circulation on the internet and among the masses of the appeal of the Campaign.

    The demonstration in front of the European Parliament was attended by organizations from Italy, Holland, Turkey, Tunisia, Galicia, Belgium and young people from the Indian community in Brussels.

    Since the morning, four materials have been distributed at the entrance to the Parliament: the general appeal, a memorandum prepared by Indian comrades, a letter to individual parliamentarians, to the presidency of the EU Foreign Affairs Commission, of the Human Rights Section Commission, together with the letter from the United Nations High Commissioner for Human Rights, which calls for urgent action in relation to the situation of indigenous peoples, Adivasis in the Bastar district of Chhattisgarh.

    In the square, in front of the entrance door of the European Parliament, the demonstration began with banners, signs, slogans and speeches, while leaflets were distributed with information and appeals for solidarity to citizens and people in cars, transport vehicles, buses, so to cause a traffic block for tens of minutes, with police intervention to interrupt it.

    Two Italian deputies came to the rally to meet the delegation. With them, representatives of the Campaign had a meeting of over half an hour during which they asked for an urgent position of the European Parliament and an intervention by the Parliament's Commission, 'Human Rights' Section and 'Foreign Affairs' Section to stop Modi's regime in India, which with Operation Kagaar implements unlimited repression, with massacres, mass arrests against the indigenous peoples of the forests, Adivasis, in the name of the fight against "Maoist terrorism", but in reality at the service of the interests of imperialism and the large Indian multinationals that want to expropriate and drive the Adivasis from their land to appropriate the deposits of iron, coal, bauxite, uranium, and build mines, steel mills at the service of their profit.

    The delegation also outlined the more general repression directed at journalists, student associations, democrats, magazines, with a massive wave of arrests, detentions including torture, and targeted killings.

    The Modi regime, in the name of Hindutva identity, strikes masses of other religions and other oppressed nationalities, in particular in Kashmir which lives under military occupation.

    The parliamentarians have collected this complaint and the Dossier prepared by the campaign and have ensured that it will be forwarded to other parliamentarians of different tendencies and to the members of the Human Rights Section Commission.

    The importance of the initiative went far beyond this issue, because on the very same day as the demonstration, a major meeting was held in India between the President of the European Commission, Ursula Von der Leyen, and Modi, to achieve a huge commercial, diplomatic and military agreement between the European imperialist states and the Indian regime, within the inter-imperialist world dispute that is developing, is deepening and accelerating also as a result of Trump's US imperialism.

    This agreement is being unloaded on to the proletarians and the Indian masses, as well as to the proletarians and the European masses; just in the days before the sit-in, the same square had been the scene of the strong protest of farmers against the Mercosur agreement.

    The Dossier delivered contained documents of denunciation from all the organizations fighting against repression and the Kagaar operation in India, as well as the document of solidarity of the Palestinian organizations that join in denouncing the genocide of the Adivasis, launching the slogan: "From Gaza to Bastar", "solidarity is our weapon", and reaffirming the commitment to the liberation of all oppressed peoples who struggle for justice and dignity.

    In the end, the delegation entered the square of the Parliament decisively, shouting slogans, with the police trying, in vain, to prevent it.

    After the successful demonstration in front of the Parliament, in an atmosphere of camaraderie and internationalist solidarity, the delegation reached the Indian embassy.

    And here there was going on a strong protest by the Kashmiri community against the Modi regime and the massacres, the persecutions that provide for the death penalty for renowned members of the community.

    The delegation immediately greeted this protest, with enthusiasm on the part of the Kashmiri demonstrators, rejected the intention of the police to prevent the unity of the two demonstrations, which in reality were strongly united with interventions, common slogans, raising the bar against the fascist and terrorist government of Modi.

    An additional banner appeared in support of the people's war and in honour and glory of Comrade Basavaraj.

    A heavy blow to Modi's regime, the unity of these two protests that reflect what is happening in India to build the unity of all the oppressed against Modi's fascist regime.

    An important day that we certainly would have liked with greater attendance to give even more strength to the Emergency Campaign, which in any case marked a stage in this international campaign that will see further initiatives in other cities, embassies, institutional headquarters and which prepares the ground for the clamorous challenge of a delegation in India as soon as the conditions have matured.
