EXÉRCITO PARAGUAIO ASSASSINA DUAS CRIANÇAS DE 11 ANOS!


O Centro Brasileiro de Solidariedade aos Povos – CEBRASPO e a Associação Brasileira dos Advogados do Povo “Gabriel Pimenta” - ABRAPO vêm denunciar um grave crime cometido pela Força-Tarefa Conjunta encabeçada pelo Exército Paraguaio e integrada também pela Polícia Nacional do Paraguai e por agentes “antidrogas”, ocorrido na última quinta-feira, 03 de setembro de 2020.

Um contingente numeroso do Exército e Forças de tarefas Conjuntas atacaram um suposto acampamento guerrilheiro do Exército do Povo Paraguaio (Ejército del Pueblo Paraguayo/EPP) no Norte deste país (cidade de Ybi Yau). No entanto, as vítimas do ataque a este lugar foram duas crianças de 11 anos, uma delas filha da drª Miriam Villalba, advogada de membros do EPP.

O Presidente da República, Mario Abdo Benítez, para encobrir o tenebroso crime perpetrado mandou vestir as crianças, que não possuíam condições físicas de segurar um fuzil, com uniforme de campanha e divulgou fotos como se fossem perigosas terroristas. Mais, mandou enterrá-las em um lugar desconhecido alegando prevenção contra o COVID-19. Que conhecimento tinha das crianças para afirmar serem portadoras dessa doença ? Evidentemente, essa conduta se destina a ocultar provas presentes nos corpos das meninas assassinadas e impedir que seus túmulos mantenham viva a lembrança do crime e atraiam homenagens do povo.

As crianças, Lilian Villalba e Maria del Carmen Villalba são argentinas e estavam no lugar visitando pais e tios que, por contingencia da vida, são militantes do EPP. São sobrinhas de Carmen Villalba, presa política, que também teve seu filho de 13 assassinado há 10 anos atrás pelas Forças de Segurança paraguaias. Acaso filhos e parentes de militantes políticos não tem o direito de visitar seus entes familiares?

Há tempos se desenvolve uma luta dura no Paraguai em que o campesinato se levanta em algumas regiões em defesa de suas terras e seus direitos pisoteados pelo velho Estado. O EPP tem existência que se remota a 2008.

As crianças nasceram e viviam em Missiones (Argentina) onde há vários anos permanecem 10 filhos de camponeses paraguaios e familiares de Carmen Villalba, pois o genocida exército paraguaio não hesita em assassinar crianças para tentar abafar em sangue a luta do seu povo.

Esse crime aberrante viola o direito internacional humanitário e o dever imposto pelos arts. 38 e 39 da Convenção Sobre os Direitos da Criança. Repete o modus operandi da ditadura Stroessner e das forças de agressão brasileiras e argentinas que destruíram o Paraguai na guerra de 1864-70. E denota também a incorporação, pelos Estados e suas forças regulares, de métodos mafiosos como atacar não diretamente quem os enfrenta com o risco consciente da própria vida, mas seus entes queridos indefesos e alheios ao conflito. O atual Estado paraguaio, erguido sobre os escombros do país livre e digno do pré-guerra e depois reduzido pelo stroessnerismo a uma confederação de máfias dedicadas a todo tipo de atividade criminosa, é uma síntese de tudo isso. Vejamos como se comportará o Estado argentino, ao qual cabe zelar por suas pequenas cidadãs e exigir que sejam responsabilizados por esse crime contra elas o Paraguai, perante os foros internacionais, e os autores pessoas físicas, perante a jurisdição paraguaia.

Juntamo-nos à justa indignação dos familiares e do povo paraguaio com esse hediondo crime e exigimos que o Governo Paraguaio, como é solicitado pelos advogados dos familiares, entreguem os corpos das crianças à Argentina para que tenham a possibilidade de uma autópsia isenta e possam ser enterrados com dignidade.

PARAGUAYAN ARMY KILLS TWO 11 YEARS OLD CHILDREN!


The Brazilian Center for Solidarity to the People - CEBRASPO and the Brazilian Association of People's Lawyers “Gabriel Pimenta” - ABRAPO come to denounce a serious crime committed by the Joint Task Force headed by the Paraguayan Army and also integrated by the Paraguayan National Police and agents “anti-drugs”, which took place last Thursday, September 3, 2020.


A large contingent of the Army and Joint Task Forces attacked an alleged guerrilla camp of the Paraguayan People's Army (Ejército del Pueblo Paraguayo / EPP) in the north of this country (city of Ybi Yau). However, the victims of the attack on this place were two 11-year-old children, one of whom is the daughter of Dr. Miriam Villalba, a lawyer for members of the EPP.


The President of the Republic, Mario Abdo Benítez, in order to cover up the dark crime perpetrated, ordered to have the children, who did not have the physical conditions to hold a rifle, to wear a campaign uniform and released photos as if they were dangerous terrorists. Furthermore, he had them buried in an unknown place, alleging prevention against COVID-19. What knowledge did had of children to claim to have this disease? Evidently, this conduct is intended to hide proof present in the bodies of the murdered girls and to prevent their graves from keeping alive the memory of the crime and attracting tributes from the people.


The children, Lilian Villalba and Maria del Carmen Villalba are Argentines and were in the place visiting parents and uncles who, due to circunstances of their lives, are EPP activists. They are nieces of Carmen Villalba, a political prisoner, who also had her 13-year-old son murdered 10 years ago by the Paraguayan Security Forces. Do children and relatives of political activists not have the right to visit their family members?


There has been a long struggle in Paraguay in which the peasantry has risen in some regions in defense of their lands and their rights trampled by the old state. The EPP has an existence that traces back to 2008.


The children were born and lived in Missiones (Argentina) where 10 children of Paraguayan peasants and family members of Carmen Villalba have remained for several years, as the genocidal Paraguayan army does not hesitate to murder children in an attempt to smother the struggle of its people in blood.


This aberrant crime violates international humanitarian law and the duty imposed by arts. 38 and 39 of the Convention on the Rights of the Child. It repeats the modus operandi of the Stroessner dictatorship and the Brazilian and Argentine aggression forces that destroyed Paraguay in the war of 1864-70. It also denotes the incorporation, by the States and their regular forces, of mafia methods such as attacking not directly those who face them with the conscious risk of their own lives, but their loved ones, defenseless and unrelated to the conflict. The current Paraguayan state, built on the rubble of the free and dignified country of the pre-war and later reduced by Stroessnerism to a confederation of mafias dedicated to all types of criminal activity, is a synthesis of all this. Let us see how the Argentine State will behave, which is responsible for caring for its small citizens and demanding that Paraguay be held responsible for this crime, before international forums, and individual authors, under Paraguayan jurisdiction.


We join the just indignation of the family and paranguayan people with this heinous crime and demand that the Paraguayan Government, as requested by the family's lawyers, deliver the bodies of the children to Argentina so that they have the possibility of an exempt autopsy and can be buried with dignity.
