Central Committee of CPI (Maoist) vehemently condemns the nefarious design of the Zionist-Israel colonizer state and Western Imperialist powers mainly US-UK imperialists to escalate the war on Palestine and expand the horizon of war in the West Asia. Recent developments in the West Asian regions are signaling a sign of an upcoming more deadly war that in the end will lead to enormous loss of lives and properties including environment. US imperialism is leaving no stone unturned to re-hegemonize its dominance in the world and particularly in the oil rich West Asia region.

US has utilized its veto power in the Security Council to block any peace initiative measures in the war-torn Palestine since the outbreak of the war. In fact, it has proved it self as a reliable ally and guide of the Zionist colonial power Israeli state. The acts of US imperialism which is full of malice and animosity have disturbed the semblance of peace over the West Asia. Western powers have been absolute supportive to the moves that can be said to be pervasive of the fascist- apartheid Israeli state which has proved to be adding fuel to the fire. Imperialist countries have been tight-lipped about the genocides been carried out by Israel on Palestinian people from more than 100 days.

On 3rd of January the Israel- Palestinian war completed its 100 days. In this 3 month long genocidal war, orchestrated by the Israel with the help of US imperialism, above 25 thousand Palestinians from which majority are children and women including old people have perished in this imperialist proxy war on the oppressed nation and oppressed people. The apartheid state has not limited itself only in killings of all Palestinians by dropping from sky white phosphorus bombs, but it has mastered itself in the genocidal art of eliminating people by denying the supply of necessities to live on the globe. All these acts by the Israel amounts to genocide as per the International Convention law.

CPI (Maoist) welcomes and supports the action of the South Africa in the International Court of Justice against the genocidal war of the Israel state on Palestinian people and for peace in the region. Our Party stand is that there should be an immediate peace and all Israeli troops must vacate Gaza and West Bank. Further, US and other Western imperialist powers must abjure from proxy military actions in the region and retract all its military forces from the region. Our Party reiterates its demand that US must withdraw its military support to Israel which it has armed to teeth with all kinds of sophisticated modern weapons and other logistic and intelligence support to Israel. Recently, US House of Representatives has approved the allocation of $14.5 billion in military aid for Israel besides supporting Ukraine. All these common people's tax- money of US are been used to fund the cycle of genocide that in the ends benefits Weapons Giant Industries of the Military-Industrial complex.

Today, West Asia has turned more into a laboratory for global weapon industry. US must stop provoking Iran and other West Asian countries for a hot war. US has already weaponized the Mediterranean Sea where it has deployed its several nuclear armed aircraft carriers which has to a large scale played a pivotal role in the escalation of war in the West Asia. Our party demand withdrawal of all these Mediterranean waters with immediate effect. To regain its withered hegemony in the Mediterranean region, US has crafted a coalition of 20 odd countries in the name of Operation Prosperity Guardian. Under the umbrella of this rainbow coalition of allies of US Imperialism, US is launching airstrikes in Yemen, Syria, Iraq, Iran, Egypt, Jordan. Such actions by the US have no standard in the International Convention and stands in a total violation of the sovereignty of those nations. Our Party stands with all those oppressed nations and their people and their organizations who are putting brave resistance to US-UK imperialists provocative actions and resisting with strong will against the imperialists sponsored war on Palestinian people.

India under Brahmanical hindutva forces BJP-RSS rule has totally tilted towards Israel and went far away to display an ideological unity between Zionism and Hindutva Fascism. At the international level Indian state under the leadership of Narendra Modi has abstained from voting in UN General Assembly on a resolution drafted by 22 Arab Nations that called for an immediate humantarian truce. Indian state which has presumed to be a self-styled voice of the "Global South" and self-proclaimed 'Vishwa Guru' has only put lip service to the demand for peace and humantarian support in Palestine. CPI (Maoist) condemns this hypocritical stand of the Indian state under the leadership of Narendra Modi and gives a call to the people of the country to fight against the double standard game of the Indian state.

More recently, in the context of the war on Gaza the Indian state has agreed to supply 10,000 workers from India to Israel as a replacement to the low-wage paid Palestine workers. Trade Unions of India has registered their protest against such measure of the Indian state. CPI(Maoist) stands with the trade Unions demand to scrap such immoral labour swap which exposes the Indian workers lives to grave threats in the war zones. Indian state under RSS-BJP regime is strongly emulating Israel and has established an unbreakable bond with it. Indian state through Israeli technologies and weapons has unleashed severe repressions on the democratic voices and on the revolutionary movements of India. The Indian state is imitating Zionist Israeli methods of repression on the oppressed nationalities and Oppressed masses in India. CC of CPI (Maoist) gives a call to all mass organizations, democratic forces, human right activists and all progressive sections to protest against the evil alliance between India and Zionist Israel.

CC or CPI(Maoist) appeals to all friends and comrades of Indian Revolution and all other revolutiontary Maoist forces of the world to built militant mass movement against the Zionist Israeli state genocidal war on Palestine and to built movements for immediate peace and unconditional humanitarian support to Palestinian people. CC of our Party gives call to organize and built militant mass movements in the support of the liberation struggle of Palestine and punish the Zionist war criminals.

Long Live Bhumkal Day Long Live Jantana Sarkar!

Retaliate and Defeat "Operation Kagaar"(Final War).

Protect, Consolidate and Expand Jantana Sarkar.

Dear Revolutionary people!

We are going to celebrate 114 Bhumkal Diwas on 10th of February. In 1910 Adivasi people of Bastar revolted against British imperialism and established in Barsur their 'Madiya Raj' (state). Our heroic Madia people celebrate Bhumkal Day in the memory of that great people's revolt. After the establishment of Madiya state on 10th February Jantana sarkar was practiced for 40 days. Let us say Jai Sewa and Jai Johar to martyr Gundadhar and all his comrades- inarms who sacrificed their lives while revolting against British colonialism for the establishment of Madiya state. By continuing the glorious history of Bhumkal revolt and by forging unity between Adivasi and non-Adivasi people of Dandakaryana, and carrying forward the ideals of great Bhumkal heroes who laid down their lives for the establishment of Jantana Sarkar, let us pay our revolutionary homage to them. Central Regional Bureau conveys its revolutionary greetings to the people of Dandakaryana who are marching relentlessly on the path laid down by the great Bhumkal warriors.

Dandakaryana (DK) is predominantly an Adivasi area which is composed of different tribal communities. The area is abundant with mineral resources. Adivasi people of DK are struggling for water, land and forest, identity, self-respect and to seize political power since 1980 under the leadership of CPI (Maoist). They are consolidating in the revolutionary mass organizations and struggling against the loot and plunder of natural resources by the Indian state which is a big tool and suppressive machine in the hands of feudal and compradors classes supported by the imperialists. Under the banner of "Land to the tiller-All Powers to the Revolutionary people's committees", the people of DK have established alternative Political Power organs- Jantana Sarkara and are democratically executing the people's power. This jantana Sarkar organs are presenting a new alternative development model in the country. The predatory ruling classes of India are continuously trying to dismantle the alternative people's state power through its military force. It is trying to legitimize its repression through bourgeois reforms. But our jantana Sarkar is giving a befitting reply to all anti- people measures and machinations to wipe out jantana Sarkar and people are showing extraordinary resilience against the exploitative ruling classes' actions and policies. Hail the revolutionary DK people who are fighting for the protection, consolidation, and expansion of the jantana Sarkar.

The Indian Central government enacted PESA in 1996 by replicating Jantana sarkar programs and policies to divert the masses from the revolutionary path. As per this law in all 10 states that comes under the fifth scheduled area of the Indian constitution, adivasi people are having guaranteed rights over their forests. The essence of the act is that it is imperative to take the consent of the gram sabha to do any work in the fifth scheduled area. 28 years has lapsed since the enactment of the PESA by the central government but it has never been implemented properly by the state governments. In the various areas of the fifth schedule the Adivasi people are exposing the deceitful nature of the government in the implementation of PESA and they are demanding for the implementation of the act. The state governments are suppressing their just struggles by hook and crook. Adivasi people are continuing their struggle for their rights even during the intensification of severe repression. It is time to take a pledge on 10th of Feb by declaring that "this forest is ours, and it is our birth right over the natural resources of the forests, we have to exercise it, and we will never leave this struggle."

Why the central government and state governments are suppressing our Jantana Sarkar? Our people must understand this issue conscientiously. Central and state governments are working to hand over all the natural resources including forests to the big corporate houses and MNCs. In the name of the development of nation and people, mess has been created in the lives of the people by the ruling classes. In the name of development multiple mining projects have been started without taking the consent of gram sabha as per PESA.

Unprecedented destruction has happened in all those areas where the mines are in function. And people in huge number have become victim of displacement. In the mining zones people's agricultural productive lands has turned into toxic and are becoming unsuitable for the agriculture due to capitalist pollution. Drastic destruction of environment is happening at lightning speed. To understand this naked dance of destruction, Surjaghad (Gadchilori), Raoghat (Naryanpur), Amdai (Kondagoan) and Hasdeo (North Chhattisgarh) are few glaring examples in front of our eyes. By hiding this catastrophe and depicting it as development, every one right from PM Narendra Modi to MLAs are signing the same tune of development. By looting our natural resources, the exploitative governments and mischievous political leaders are deceiving people especially our youths in the name of jobs and Job fairs. Giving security guard posts and other menial jobs in mines on meager wages, the government is plundering our invaluable natural resources on an extensive scale. The local middle men of corporate houses are creating a rift among the local people in the name of jobs and development. Actually, they are hiding the real plight of the people.

The central and state governments are colluded with MNCs and Indian corporate houses turning the forests into corpratiztion-militarization. Recently chief minister of Maharashtra, Ek Nath Sindhe has announced that the naxal affected backward Gadchilori district will be transformed into an industrial hub by 2030. On the other side, Chhattisgarh Home Minister and Deputy Chief Minister stated that there is no development without mining projects. All state governments in the fifth scheduled is organizing in the name of vibrant conferences to delight the NRIs entrepreneurs and signing number of MoUs amounting to hundreds of billions dollars and majority of those MoUs are in mining sector.It is crystal clear to the people that their lives will be destroyed in the near future if they allow the execution of those MoUs. So, it is a suitable occasion to take a pledge to save your lives, forests and environment.

The newly formed BJP government of hindutva forces in Chhattisgarh has opened some new police stations on war footing manner in the name of liquidating the Maoist party. Similar steps are being followed in other states like Maharashtra, Odisha, Madhya Pradesh, Telangana, etc; of the central region and in Eastern regions states like Jharkhand, Bihar, etc. In this process the central government has started new military operation in the name of "operation kagaar" (Final War). The stated task of this military operation is to get control over the Maad hills to eliminate the central leadership of the party. But the hidden agenda behind this fascist operation is to grab the hills to exploit the natural resources. So, our party appeals to the masses on the Bhumkal Day occasion to save the pious Maad hills which are abode of tribal gods and goddess, and remains as an ancestral heritage. At the same time our party appeals to all democrats, human rights activists, well-wishers of tribal, students, lawyers, journalists, poets, writers, artists, employees, workers, peasants' organizations to stand steadfastly behind the particularly vulnerable tribal group (PVTG) of Maad region. To safeguard our major achievements in more than 4 decades, it is our prime duty and responsibility to retaliate and defeat the fascist "Operation Kagaar". At the same time our party appeals to friends of Indian Revolution abroad to take militant solidarity programs.

Hail the heroic raid by the militant PLGA red warriors on Darmavaram Police camp on 16th Jan, 2024

 Central Regional Bureau of CPI (Maoist) hail the unprecedented heroic attack of PLGA on the Central Armed Police Force Darmavaram camp in Pamed area of Bijapur district, Chhattisgarh established to suppress the revolutionary movement as an integral part of carpet (grid) security. Our PLGA red-fighters along with the involvement of thousands of revolutionary masses were successful to execute such heroic raid on the fascist paramilitary forces. Let us hail their militant raid in the background of "Operation Kagaar-surya Shakti" and salute them. Let us appreciate and convey our revolutionary greetings to those revolutionary masses who participated in the raid. 

Around 7:05 PM on 16th January, 2024 the PLGA forces surprisingly carried out the raid on the enemy camp, and it lasted till 10:05 PM. In this 3-hour raid, our PLGA guerillas fired more than 600 hundred grenade launcher shells and other country made grenades with rapid firings before enemy came to know about what is going on. According to our reliable confidential report, 35 police personnel were wiped out and more than 40 were seriously injured in this raid. Our guerillas prior to this raid took under their control the entire periphery of the police camp. To disable the movement of additional forces during the raid the local people blocked the roads with huge tree logs and the militia kept land mines to explode the incoming additional forces. Our 3 beloved comrades Com. Devalu, Coy Commander, Vikram Battalion member and Madkam Devalu People's militia member who fought bravely and became martyrs in this raid. While trying to reach the epicenter of the camp these three comrades came in the rapid firing of LMGs fitted MPVs. All ranks and files of the Party, PLGA and United Front pays its revolutionary homage to those 3 martyrs beloved comrades who fought with supreme revolutionary spirit against the enemy forces. 

The Police officials and the state and the central government are silent regarding the raid and putting all efforts to keep the numbers of police casualties in the 16th January raid in darkness. The enemy remains very serious to hide the losses it suffered to keep the morale of their forces on the eve of "Operation Kagaar-Surya Shakti" which was declared very recently to take Maad area in their hands and began their operation. The police have barricaded the total area and even not allowing the journalists to cover the facts and figures of the raid. Such an act by the enemy amounts to fabrication of facts and injustice to its own personnel who died in the raid and even their 'sacrifices' for their corporate masters and police bosses will remain in vain. 

Why the police bosses are silent on the casualties? In this month thousands of police personal has been deployed in Bastar division particularly Narayanpur District to establish several new police advanced base camps. In order to keeps the morale high of those recently deployed new forces the police higher officials hiding the facts. Further reason is that the opposition parties will criticize the newly elected BJP government in Chhattisgarh state as it is impotent to tackle the Maoists. The ongoing Ram-Jambhoomi temple consecration politics of BJP- RSS does not get any diversion, keeping this in mind there remains silent from the police officers regarding the casualties they suffered. Finally, in the lieu of the upcoming 2024 General Election and to preserve its power at the center, the BJP under the leadership of Narendra Modi has kept the causalities hidden from the public. After all this, Amit Shah has recently stated in the Seema Suraksha Bal (SSB) forces foundation ceremony that the BJP government under the leadership of Narendra Modi will finish 80 percent of Maoist movement in the coming three years. 

16th January attack is a befitting reply to the recently launched fascist "Operation kagar-Surya Shakti" by the Imperialists watch dogs, the Brahmanical Hindutva fascist rulers to eradicate the Maoist movement, and to the ongoing onslaught on the Adivasi people by the military and police forces. It is a peoples' fitting reply to the enemy's violence which has been unleashed for the loot of the natural resources by the big corporate sharks like Adani from the tribal belts. 16th January raid by our PLGA forces is a militant resistance to the corporatization-militarization of the forest lands which is causing to massive displacement of Adivasis people from their forest lands and heavy destruction to environment. Revolutionary people will not tolerate the injustices meted out to them anywhere and our Party and PLGA always hail their rights and just demands. The brave masses of Dandakaranya are learning the war through war since the last two decades. They are tirelessly fighting against one after another fascist military campaigns and against corporatization and militarization of their lands and forests since the separate state of Chhattisgarh was formed in the year 2000.

 Central Regional Bureau of CPI (Maoist) gives a call to all mass organizations, friends and well-wishers of Indian revolution and oppressed masses to celebrate and propagate the heroic and valiant raid by the PLGA forces on the highly militarized police camp in Dharmavaram in Pamed area of Chhattisgarh on 16th January, 2024 and demand the government to come out with facts to express its grief to the Jawans families. Our Party appeals to all mass organizations, Human Rights activists, Trade Unions, Peasant organizations, students, journalists and democratic and well – wishers of tribal and toiling masses to continue their resistance against the corporatization and militarization of the forest lands, privatization of public sectors and against the ongoing repression on the tribal people and the oppressed masses by the fascist BJP forces under the leadership of Narendra Modi. Our Party earnestly requests to the deceased police families and all police families to call your dear ones from the police camps established in the revolutionary people's struggle area and appeal them to leave the undignified police jobs. Our Party is once again assuring that that it will carry its revolutionary movement forward whatever and how much fascist military campaigns may be carried out against it, but it will fight until the end of this rotten system.

Les Etats-Unis et l’OTAN intensifient leur engagement militaire dans la région du Moyen-Orient!

La décision des Etats-Unis (et de 9 autres "alliés", dont la Grande-Bretagne, la France et l’Italie) d’envoyer une flotte de guerre composée de frégates en mer Rouge, au motif de "protéger" le passage des navires marchands contre les attaques des "Houthis" (pro-iraniens) du Yémen et leurs attaques contre les navires israéliens et américains. L’opération "Prosperity Guardian", comme ils l’appellent, est une autre mesure agressive de l’impérialisme américain en faveur de la guerre, suite aux derniers développements au Moyen-Orient.

Une action qui vient soutenir le massacre en cours du peuple palestinien par l’État meurtrier d’Israël. Mais, en outre, cette démarche est typique des aspirations des États-Unis à entraîner les impérialistes européens derrière eux sur un "front de guerre" plus large : il faut soumettre l’Iran, dans leur confrontation avec les impérialistes de Russie et de Chine. Il s’agit donc d’une démarche qui accroît les risques de guerre pour tous les peuples de la région, ce qui montre que c’est de plus en plus dans la "politique de la canonnière" que les impérialistes - et surtout les États-Unis - cherchent des réponses à leurs impasses et à leurs ambitions.

La décision du gouvernement grec ND de participer dès le premier instant avec une frégate en mer Rouge, à cette mission de guerre des États-Unis et de leurs alliés est un grand pas supplémentaire dans la politique de soumission aux États-Unis et à l’OTAN. Un pas vers une implication encore plus grande du pays dans les plans de guerre des Américains, un pas qui montre encore plus clairement quels intérêts et quelles aspirations sont servis par les armements militaires sans fin, que la classe ouvrière et le peuple du pays paient de leur sueur et de leurs droits.

Cette mesure s’inscrit dans la continuité de leur position en faveur de l’État assassin, mais aussi de la transformation constante de notre pays en une base US-OTAN. Avec les relations de dépendance multiformes, avec les bases militaires, les porte-avions, les ports, les infrastructures, les "facilités", avec la concession de la terre, de la mer et de l’air. Une étape qui montre comment la politique consistant à "verser notre sang pour les Américains" entraîne notre pays et notre peuple dans les développements les plus dangereux et les plus cauchemardesques !

Il devient encore plus impératif pour notre peuple, parallèlement à la manifestation de sa solidarité de masse avec le peuple palestinien en lutte, de développer un mouvement anti-guerre et anti-impérialiste de masse et d’exiger que le pays et le peuple ne soient pas impliqués dans les plans de guerre des États-Unis et de l’OTAN en mer Rouge, au Moyen-Orient et en Méditerranée orientale !

Condemn and protest the new anti-revolutionary military campaign "Operation Kagar"

Protest the corporatization and militarization of the forests.

CPI (Maoist) is strongly fighting for the democracy of Indian people, our party strongly condemns the ongoing anti-revolutionary military campaign in central India, especially in "Abuj Maad". In huge number military forces have been deployed and a new military operation named as Operation Kagar has been launched, Central Regional Bureau (CRB) of CPI (Maoist) vehemently condemn this new military offensive "Operation Kagar". By creating terror among Maadiya tribal community who are residing on the hills of Maad, around 10 thousand Central police force and para-military forces have been deployed. Already there are thousands of police forces deployed in Maad region, and this fresh consignment of police force has transformed the mountains of Maad into a highly militarized zone. In between
35 thousand people living in Maad, by establishing 6 base camps continuously thousands of forces are being sent on those from 1 Jan, 2024. "Operation Kagar" is the climax of the past one-year anti-revolutionary campaigns of Hindutva regime of the central government. Central Regional Bureau of CPI (Maoist) by strongly condemning and by giving stiff resistance to "Operation Kagar" appeals to all people of India, intellectuals, Human Rights Activists,democrats, writers, lawyers, journalists, and tribal well-wishers to condemn and protest "Operation Kagar". It gives call to stand with the people of Maad in this time when they are being terrorized and facing existential crisis due to"Operation Kagar".
After our new party CPI (Maoist) was formed, the predatory ruling classes of India declared our party as the "biggest threat to the internal security" and initiated several protracted policies one after another, and their reality is before people itself. First Central government in alliance with the state government of Jharkhand and Chhattisgarh commenced Sendra and Salwa Judum between 2005-09 and slaughter above 2000 indigenous people. Just after this,a new fascist protracted program was undertaken in the name of "Operation Green- Hunt" (2009-17) to annihilate our Party from the entire country. Through invaluable sacrifices and by getting ready for any more sacrifices, the people resisted bravely against Sendra, Salwa Judum and Operation Green-Hunt. 

In the guidance of our Party, PLGA stood every time along with the people and gave invaluable contributions for protection of their forest, property, and life.
By not accomplishing the desired results of their military campaigns, the predatory ruling classes reviewed all their offensive policies and in the guidance of the hindutva forces in the center initiated a new offensive named Operation Samadhan on 2017 May for five years with more use of sophisticated weapons and technologies of war. With this, the ruling classes also conducted severe military campaign in the name of operation prahar between 2020-21. But this also failed miserably to fulfil their dreams. After that in the end month of October 2022 under the leadership of central Home Minister Amit Shah special meetings was organized with Chief Ministers of Maoist affected states and Ministers of states, Police Director Generals of all states and other police and Para military officers, officers from intelligence department, in which Prime Minister Narendra Modi also participated. In this meeting a blue print for the establishment of "New India" by 2047 was made. The meaning of New India was stated as Maoist free India. 

Forthat they increased severe military offensives on people in the Maoist movement areas. Aerial bombardments and drone attacks have increased tremendously. The people are facing great difficulty in fulfilling their necessities of life and their life is becoming more precarious with the passing of each day. 

As the Hindutva central government is unable to solve the basic problems of people, it is using religion
as a powerful weapon to divert the people from the real issues, and create divisiveness in society. In that respect it using the festival of Ram Mandir inauguration to immerse people in the religious addiction and in the interest of Imperialism it is changing the country's economy and Staking forward its hindutva agenda. 

Our party appeals to all conscious intellectuals, Patriots, democrats, students, secularists, journalists and Human Rights Activists to expose this hidden agenda of hindutva forces.

“Marchamos en pequeño grupo unido por un camino escarpado y difícil, fuertemente cogidos de las manos. Estamos rodeados por todas partes de enemigos, y tenemos que marchar casi siempre bajo su fuego. Nos hemos unido en virtud de una decisión libremente adoptada, precisamente para luchar contra los enemigos y no caer, dando un traspiés, al pantano vecino, cuyos moradores nos reprochan desde un principio el que nos hayamos separado en un grupo aparte y el que hayamos escogido el camino de la lucha y no el de la conciliación. Y de pronto algunos de entre nosotros comienzan a gritar: "¡Vamos al pantano!" DECLARACIÓN POLÍTICA DE LA ASAMBLEA GENERAL

 

A la clase obrera y los trabajadores

Al campesinado pobre y los pueblos originarios-oprimidos

A la juventud y las mujeres del pueblo

A las organizaciones y sindicatos democráticos

A los pueblos del Anáhuac y del mundo

 

Con la asistencia de 165 delegadas y delegados en representación de la base SolRojista, este 13 de enero se ha reunido nuestra Asamblea General en la cual hemos realizado el análisis del contexto internacional y nacional en que se desarrolla la lucha de clases en la cual estamos inmersos como contingente que lucha por la liberación nacional y la revolución proletaria mundial.

Hemos realizado un minucioso balance de nuestros trabajos realizados a lo largo del año que recién ha concluido y teniendo como método el centralismo democrático y la lucha de dos líneas, hemos tomado acuerdos trascendentales para profundizar nuestra Campaña de Rectificación y nuestra lucha.

 

 

En ese sentido, consideramos:

 

1.    La crisis general del imperialismo no tiene solución y esto se observa en su grado de descomposición reflejado en su carácter hambreador, saqueador y guerrerista. La crisis de sobre-producción relativa de mercancías destruye las fuerzas productivas afectando de forma directa a la clase obrera y a los pueblos oprimidos, reforzando las cadenas que pesan sobre ambos. La reducción salarial, la carestía de la vida, el paro forzado, la pérdida de derechos adquiridos, el despojo de tierras, territorios y recursos naturales es la forma en que esto se expresa. La guerra de rapiña como institución imperialista es la continuación de esta política y se manifiesta a través de agresiones y ocupaciones contra los pueblos. Ucrania y Palestina son el mejor ejemplo.

 

2.    En el primero, dos súper potencias contienden por el nuevo reparto de territorios: el imperialismo yanqui y la Unión Europea han apoyado al régimen fascista de Kiev, mientras el imperialismo ruso trata a toda costa de conservar sus zonas de influencia. En el segundo, el imperialismo yanqui, la Unión Europea y Gran Bretaña se coluden con el sionismo criminal desarrollando genocidio contra Palestina; no les ha bastado el despojo y ocupación de su territorio histórico durante más de 75 años, ahora quieren exterminar al pueblo palestino. En ambos casos queda afirmada la contradicción principal a nivel internacional entre imperialismo y pueblos oprimidos.

 

3.    En Ucrania las masas necesitan redirigir su lucha en contra de todas las fuerzas imperialistas que intervienen de una u otra forma en la agresión. El pueblo de Ucrania necesita urgentemente una dirección proletaria que desafíe y combata también al régimen fascista de  Kiev para imponer la contrarestauración del Socialismo como garante de autodeterminación y paz. En Palestina la brillante contraofensiva de “Al-Aqsa” sigue marcando la ruta por la que ha de atravesar la heroica Resistencia Nacional Palestina hasta acabar con la entidad sionista y una vez derrotado Israel, construir sobre sus ruinas el Estado Palestino de carácter democrático y popular donde quepan todas las nacionalidades que cohabitan el territorio.

 

4.    Vivimos la era del imperialismo y la revolución proletaria mundial, y esta última sigue siendo la  tendencia principal. Ahora mismo en el mundo se desarrollan cuatro guerras populares que se colocan a la vanguardia de la lucha de liberación nacional y la lucha de clases. En Perú, Turquía, India y Filipinas el proletariado a través de sus respectivos Partidos Comunistas y ejércitos guerrilleros está haciendo despuntar el alba con la boca de los fusiles, liberando territorios e imponiendo Nuevo Poder donde las masas se reafirman como hacedoras de la historia. En otras latitudes del mundo nuevas guerras populares se preparan mientras la clase obrera reorganiza sus fuerzas a través de la Liga Comunista Internacional que ha cumplido recientemente su primer aniversario. También los pueblos alientan el llamado a construir la Liga Anti-imperialista contra el imperialismo y el fascismo.

 

5.    A nivel nacional observamos como la crisis estructural del capitalismo burocrático se agudiza. Las cadenas semicoloniales que pesan sobre México asfixian la formalidad de la “soberanía nacional” con la imposición de acuerdos económicos como el T-MEC o los megaproyectos imperialistas de despojo y muerte; los mismo ocurre con los acuerdos migratorios que hacen del gobierno mexicano el policía fronterizo de los EE.UU. La militarización del país y de su economía sigue profundizándose y mientras las tropas mercenarias de las fuerzas armadas están en las calles cometiendo crímenes contra el pueblo, el generalato y el almirantazgo están haciendo el negocio de sus vidas con todas las concesiones que les ha dado AMLO. También las cadenas semifeudales desangran a nuestros pueblos con un implacable régimen de servidumbre expresado en la subsistencia del latifundio, el cacicazgo, el coyotaje, el trabajo esclavo y la leva que descansan sobre bases racistas y patriarcales del más viejo cuño.

 

6.    La guerra contra el pueblo y el terrorismo de Estado arroja números contradictorios que el gobierno federal trata de maquillar y reducir en sus estadísticas oficiales. Más de 111 mil desaparecidos y más de 166 mil asesinatos -incluidos más de  4,700 feminicidios- hasta diciembre de 2023 nos dan un panorama general al cual se suman el desplazamiento forzado, los atentados y ataques contra comunidades agrarias que se encuentran bajo sitio. Es el pan de cada día y la entera responsabilidad es del viejo Estado que se colude con grupos paramilitares y cárteles de la droga erigidos en auténticos señores de la guerra con quienes afinan y rompen una y otra vez su pacto de impunidad en aras de la balcanización del territorio nacional. Esto le viene bien al imperialismo yanqui que insiste una y otra vez en la intervención militar de nuestro país para combatir al “narco-terrorismo”.

 

7.    Como si no fuera suficiente, este año 2024 toca el circo electorero de la gran burguesía donde nuevamente se le permitirá a los trabajadores y los pueblos elegir quien va a aplastarlos desde el poder terrateniente-burgués. Además de las candidaturas oficiales para la presidencia de la república, miles de personajes que hacen politiquería y que suspiran por abanderar alguna candidatura pretenden confundir y engañar a la población para pedir su voto. La maquinaria está en marcha y todos los partidos electoreros del viejo Estado se preparan para comprar conciencias, coaccionar votos, acarrear personas y manipular encuestas y resultados solamente para hacerse del hueso y que todo siga exactamente igual.

 

8.    Finalmente la farsa electoral burguesa sirve como distractor (una vez más) para seguir desmantelando los derechos que los trabajadores y los pueblos han conquistado tras largas luchas. La Ley Estatal de Ingresos del Estado de Oaxaca para el ejercicio fiscal 2024 contiene una nueva agresión contra las masas con el llamado “Programa de Certeza Jurídica de la Tierra para la Seguridad y el Bienestar del Patrimonio” con el cual se pretende “incorporar a la propiedad privada los predios ejidal y comunal”. Dicho de otra forma: se pretende despojar las tierras ejidales y comunales para facilitar la imposición de megaproyectos como lo hizo Carlos Salinas de Gortari con PROCEDE y Vicente Fox Quesada con FANAR. La propiedad social de la tierra en ejidos y comunidades agrarias es una conquista de la revolución democrática inconclusa en nuestro país, y les dota a estas de un carácter inembargable, imprescriptible e inalienable, por lo cual esta Ley Estatal y su “programa de certeza jurídica” es una aberración anti-constitucional, anti-agrarista y anti-popular que será echada abajo por los pueblos con lucha de clases.

 

Por todo esto, nuestra Asamblea Estatal declara los siguientes puntos:

 

● Saludamos las diferentes luchas de liberación nacional en curso alrededor del mundo, especialmente a la Resistencia Nacional Palestina y sus diversas facciones. Saludamos la lucha de liberación nacional y por la autodeterminación del pueblo palestino. Exigimos el alto inmediato al genocidio en Gaza y todos los territorios ocupados. ¡Del río al mar, Palestina vencerá!

 

● Saludamos a las distintas guerras populares en curso; saludamos a los Partidos Comunistas que las dirigen y los ejércitos guerrilleros que las desarrollan haciendo nacer el Nuevo Poder. Saludamos a la clase obrera y su brillante proceso de reorganización a través de la Liga Comunista Internacional (LCI).

 

● Saludamos los esfuerzos de los trabajadores y los pueblos del mundo para alcanzar la unificación de sus fuerzas en un poderoso movimiento anti-imperialista; estamos comprometidos con la construcción de la Liga Anti-imperialista a nivel internacional como palanca de lucha contra el imperialismo, el fascismo y la guerra de rapiña.

 

● Seguimos rechazando la imposición de megaproyectos imperialistas de despojo y muerte como el Corredor Interoceánico, el mal llamado “Tren Maya”, el Proyecto Integral Morelos, etc. y saludamos a los pueblos y organizaciones que mantienen la resistencia contra estos. Consideramos indispensable una segunda edición del Foro Nacional de las Resistencias para rearticular las fuerzas del pueblo y pasar a la contraofensiva popular. ¡Donde hay opresión, hay resistencia!

 

● Saludamos a las comunidades zapatistas y al Ejército Zapatista de Liberación Nacional (EZLN) que recientemente ha celebrado 30 años desde el inicio del alzamiento del 1º de enero de 1994. Consideramos la lucha zapatista y cada una de las etapas por las que ha atravesado como parte de la rica experiencia del movimiento popular de liberación nacional de los pueblos del Anáhuac y del mundo.

 

● Nos oponemos firmemente a la militarización y la guerra contra el pueblo y seguimos exigiendo la presentación con vida de nuestro compañero Doctor Ernesto Sernas García y el castigo a los autores materiales e intelectuales del homicidio de nuestros compañeros Luis Armando Fuentes Aquino, Jesus Manuel García Martínez y Félix Vicente Cruz, todos ellos comuneros asesinados en el Istmo de Tehuantepec por oponerse a la imposición del CIIT.

 

● Nos pronunciamos en contra de las pretensiones del gobierno del estado de Oaxaca que con su Ley de Ingresos y su “programa de certeza jurídica” busca desmantelar y privatizar las tierras ejidales y comunales. Hacemos un llamado a los pueblos y las comunidades, a las asambleas comunitarias y  a las organizaciones democráticas a construir un poderoso movimiento agrarista de carácter unitario, que desde la acción legal hasta la acción política, con movilización y lucha, eche abajo esta nueva ofensiva del latifundio y la gran burguesía. ¡La tierra no se vende, se libera y se defiende!

 

● Firmes y consecuentes con nuestra historia de lucha y nuestros principios, nos pronunciamos en contra de la farsa electoral burguesa, manteniendo el carácter independiente de nuestra organización rechazando cualquier acuerdo, componenda o subordinación ante cualesquiera de los partidos electoreros y los candidatos del régimen. Que nadie se confunda, nuestra lucha no es por reformas ni paliativos, es por la Revolución de Nueva Democracia hacia el Socialismo.

 

● En ese sentido, nuevamente llamamos a los trabajadores y los pueblos de México a construir una gran plataforma de unidad con principios, apoyada en la acción común y combativa, para realizar el BOICOT contra la farsa electoral burguesa, llamando al pueblo a ¡NO VOTAR, ORGANIZARSE Y LUCHAR!

 

 

Finalmente, nuestra Asamblea General como ejercicio democrático interno basado en la vigencia y cumplimiento de nuestros Documentos Básicos, se deslinda de cualquier siniestro personaje que a nombre propio o de nuestra organización pretenda buscar chamba, hueso o amo en estas elecciones legitimando al régimen.

Combativamente:

¡Gobierne quien gobierne los derechos del pueblo se defienden!

¡No votar, organizarse y luchar!

 

¡Salvo el poder, todo es ilusión!

¡Somos la chispa que enciende la pradera!

OAXACA REBELDE, ANÁHUAC (MÉXICO).

ECUADOR: LA FASCISTIZACIÓN DEL VIEJO ESTADO BUROCRÁTICO-TERRATENIENTE (PCE-SOL ROJO)

El gobierno de Noboa, decretó un estado de emergencia nacional e hizo una declaración de conflicto interno, definiendo, a las bandas delincuenciales, como enemigos y objetivos militares del Estado.

El Decreto Ejecutivo No. 111, de Conflicto Armado Interno, emitido el 09 de enero del año en curso, no es más que una estrategia de “ablandamiento social” para poder implementar, con copamiento militar y jurídico, una serie de medidas económicas y políticas. que, además de someter a mayor pauperización las condiciones de vida de las masas, beneficia a la gran burguesía, grandes terratenientes e imperialismo.

Dicha declaratoria de conflicto interno, carece de los más elementales fundamentos que rigen para dicho escenario.

Ø   Las bandas no persiguen objetivos políticos .

Ø   No tienen dirección política.

Ø   No cuentan con fuerzas armadas disciplinadas.

Ø   No controlan territorios.

Ø   Han demostrado no estar dispuestos a observar el derecho internacional de guerra .

Bajo estas premisas, en el Ecuador no hay guerra interna, no hay una fuerza beligerante políticamente estructurada, por lo tanto, las declaraciones y decisiones de Noboa son una patraña.

Ningún gobierno del Ecuador reconoció a la guerrilla colombiana como un actor beligerante; mucho menos, a las organizaciones guerrilleras que desde la década de los años 80´s del siglo pasado han operado en el país; por el contrario, nos han combatido a sangre y fuego, cometiendo crímenes de lesa humanidad, entiéndase: desapariciones forzadas, secuestros, asesinatos selectivos y extrajudiciales, tortura, terrorismo y persecución arbitraria.

Es, por demás obvio, que el desborde criminal y violento de las bandas delincuenciales tuvo la cobertura estatal de varios regímenes, Correa, Moreno y Lasso. Las masacres carcelarias y en barriadas populares siempre fueron “algo más” que conflictos entre narcotraficantes, se trataba de una violencia medida, controlada, como ya lo sostuvimos oportunamente, funcional para el imperialismo y el viejo estado burocrático-terrateniente del Ecuador.

Está claro que los altos componentes de las estructuras criminales son manejados por generales de la policía, altos mandos de las FFAA; tienen fuertes vínculos con el aparato Estatal a través de presidentes, vicepresidentes, asambleístas, fiscales, dueños de grandes empresas, financieras, bancos; operadores de puertos públicos y privados; es decir, una contaminación tal que los aproximadamente a ser una nueva variante de la burguesía burocrática que, a través de la estructura estatal, pueden traficar, lavar su dinero e institucionalizarse en el sector público y privado.

Resulta, por demás obvio, que la violencia demencial de las bandas ha sido espoleada por “agentes” del imperialismo para crear un ambiente de caos, crisis generalizada para que, en determinado momento, asomen con “soluciones oportunas”, se muestren necesarios y hasta indispensable para la subsistencia del Estado. ¿Acaso la DEA y la CIA no hicieron eso en El Salvador? [1]

Después de una extraña toma “armada” de un canal de televisión [2] , el gobierno precipita una decisión que más allá de suponer una solución a la crisis, parece el libreto de una trama bien planificada que ha justificado la reactivación de algunos temas que fueron circunstancialmente soslayados, a partir de los levantamientos populares del 2019 y del 2022.

Obviamente, hoy nos muestran unas FFAA y policías “salvadoras” y comprometidas “con las causas del pueblo”; cuando devenían de estar tremendamente cuestionadas por los niveles de infiltración del narcotráfico en todos sus estamentos. Pero no solo eso, ponen sobre el tapete de coyuntura, el tema de la extradición, la “ayuda militar” internacional, las bases extranjeras en territorio nacional, el endurecimiento de penas y, consiguientemente, por ahora, las dificultades de que las masas y sus organizaciones se pronuncien ante las crisis del gobierno, del Estado y toda su estructura económica que genera serios estrágos en las familias de las grandes mayorías.

Este gobierno está íntimamente vinculado a los EEUU y a Israel. Su ministro de defensa, canciller y demás autoridades afines al control de la seguridad interna y externa del país está en manos de individuos consonantes con el sionismo; y no solo eso, comparten la idea de otorgar mayores poderes a las FFAA en su nuevo rol del control interno y con él, entrar en un claro y pleno proceso y fascistización de la sociedad.

Ya dieron pasos al respecto. Han generado un escudo de impunidad en torno a los miembros de las FFAA y policía para tener fuero jurídico en caso de que actúen violentamente en contra de los “terroristas”. EEUU anuncia la llegada de funcionarios de organismos de seguridad de su país para “asesorar” a aparatos represivos del estado y, obviamente, el paquete viene con la venta de material de inteligencia y de guerra para potenciar a las FFAA.

Con todas esas medidas se vienen otras: la consulta popular propuesta de Noboa de subir el IVA al 15%; eliminar los subsidios a los combustibles, reivindicación que en los dos últimos levantamientos le costó la vida a más de 30 manifestantes y millas de heridos; revisar prohibición de funcionamiento de casinos y casas de apuestas, neutralizar a la minería ilegal (entiéndase, en la mayoría de los casos, artesanal y minería nacional) para allanar la explotación minera de las transnacionales.

Es decir, se nos viene un ajuste económico, un proceso de regularización de capitales del narcotráfico, impunidad para los aparatos represivos y al andamiaje jurisdiccional, sobre todo de la fiscalía, cuyo titular es sostenido directamente por la embajada de los EEUU.

Con la Ley Económica Urgente, también se busca proteger a los grandes grupos económicos que deben dineros al estado. Entre esos, el grupo de la familia Noboa. La impunidad se expandió a actores políticos, como el correísmo, con quien hizo alianza. No persecución y cárcel para sus militantes, dirigentes, a cambio, la bancada aprobaba todo lo que proponía el gobierno, como la  Ley Orgánica de Competitividad Energética que marca la pauta jurídica y política para dar paso a la privatización del sector energético del país.

Con la declaratoria de conflicto armado interno, el fascista ha puesto en cuarentena a nuestro pueblo, ha reactivado el papel de las FFAA y la policía, y el objetivo central, reavivar el capitalismo burocrático que viene en las últimas décadas en crisis.

Nada, de lo que ha orquestado el gobierno, podría ser posible sin la intervención directa de los EEUU.

El complicado escenario internacional, atizado con la brutal agresión israelí a Palestina y el desencadenamiento de operaciones militares imperialistas en la región periférica a Gaza, nos coloca al borde de la tercera guerra mundial, y el imperialismo tiene clara la necesidad de fortalecer su bloque de retaguardia construida por más de un siglo en América del Sur, principalmente.

Nuestro pueblo ha caído en la emboscada del régimen con aquello de la supuesta “guerra”, tanto así que ahora, dadas las circunstancias, mira a las FFAA, otros sus verdugos, como “sus salvadores”. Y en eso tienen mucha responsabilidad los medios de prensa que propagaron noticias falsas, alarmistas, de tal forma que magnifican la necesidad de que las FFAA se lancen a combatir a la delincuencia y se desproporcionen los métodos, tanto así que en estos días de “estado”. de emergencia”,  han sido capturados cerca de un millón de personas, no todas liadas con las bandas y que han sido sometidas a un trato humillante, represivo, también fomentado desde los noticieros. Claro, también hay responsabilidad de ciertos actores del oportunismo, revisionismo y reformismo del país que se tragaron aquello de la necesidad de que el estado “sea fuerte” con las bandas.

La CONAIE, Pachakutik y demás partidos políticos de la izquierda trasnochada salieron a respaldar al gobierno ya plegar al falso llamado de “unidad” para confrontar al “terrorismo”. ¿Ingenuos?, ¿bribones?, ¿calculadores? un poco de las tres; se les olvidó el carácter del estado, el rol que cumplen las FFAA, se les olvidó la represión cruenta que ejercitaron los aparatos represivos del estado en los últimos, levantamientos y que arrancó la vida de valiosos hijos e hijas del pueblo. De todas formas, coluden con el gobierno, el Estado y el Imperialismo, y no lo hacen así no más, como hojarasca arrastrada por la corriente política generada por el fascista, sino que también están pensando en las próximas elecciones, a la final, en pocos meses se abre la carrera electoral y no pueden quedarse al margen, mucho menos, que los estigmaticen como “terroristas”.

El Partido Comunista del Ecuador-Sol Rojo, rechaza el llamado a la propuesta de “unidad nacional” por el régimen, por considerar que dicha convocatoria pretende corporativizar más aun a las grandes mayorías.

Rechaza la declaratoria de conflicto interno, en el país no hay guerra, por el contrario, se excita, desde el gobierno, el desafuero violento de las bandas delictivas, cuyo accionar es funcional para el imperialismo el estado y, obviamente, al régimen.

Rechaza las medidas económicas y consulta propuestas populares por el régimen, ya que son antipopulares, hambreadoras, precariza las relaciones laborales y el trabajo, además, de ser liquidacionistas, ya que terminará por quebrar a pequeños y medianos productores del país.

Rechaza las políticas de impunidad y nuevos roles a las FFAA, ya que tendrán carta blanca para desatar su rabia represiva más allá de las bandas y anidar, como es su último objetivo, en contra de los luchadores populares.

Rechaza totalmente las pretensiones de los EEUU de imponer sus bases militares en el país, ya que, la articulación de ese propósito con otros vínculos del imperialismo con el gobierno y el estado, busca, desesperadamente, por convertirnos en una colonia yanqui.

Por lo expuesto, hacemos un llamado a las masas a generar sus propios organismos de defensa popular, campesina e indígena que, con correcta línea y dirección ideológica, se encarguen de la defensa integral de nuestro pueblo.

¡Al pueblo solo lo salva el pueblo, siempre y cuando tenga correcta guía ideológica!
