The ICSPWI (International Committee of Support to the People's War in India) calls on all the marxist-leninist-maoist organisations and parties, revolutionaries, anti-imperialists, progressives and sincere democrats to honour the Indian revolutionaries Martyrs on the occasion of Martyrs' Week - july 28th -August 3rd

The blood shed by martyrs in their struggle for New Democratic Revolution and Socialist Revolution must be honoured!

At the same time we honour all people killed and massacred during the Modi's criminal and genocide Operation Kagaar.

The martyrs of the Indian revolution are the best sons and daughters of Indian people who sacrificed their lives not only for the liberation of India, but of the entire world, from capitalist/imperialist exploitation, contributing to the World Proletarian Revolution.

The Indian revolution, the people's war, the CPI (Maoist) is today in a very difficult situation, the Modi's regime claims that India is “naxal-free” today. The ruling classes, other governments and regimes in India had said the same in the past but the history has showed that this is an illusion.

People's war and CPI (Maoist) are immortal! New generations of sons of the people are in struggle and take in their hands the flag of revolution.

It is true that in these hard times it needs more than ever the international and internationalist solidarity and support by the communist, proletarian, revolutionary movement, anti-imperialist movements, proletariat and people in struggle and in arms in the world.

ICSPWI with its strong and permanent support of CPI(Maoist) in all form, exists for this and is engaged to mobilise everybody for this support.

The actions of protest of the International Emergency campaign agaist Operation Kagaar

until the strong 28thMarch demostrations in the world have showed that in many parts of the world this is possible, but it needs to continue this campaign and do much more.

It needs to unify the international movement against all the forms of opportunism and sectarianism.

It needs to unite the initiatives on the democratic front and in support of the democratic people’s opposition movements against the Modi regime with the support to the CPI(Maoista) and his struggle against revisionists, traitors and capitulationists, today. and particularly on the 22nd anniversary of Party foundation in september, to defend the Party and the road of protracted People’s War in India e in the world.

It needs to bring this struggle within the international communist movement, the large anti-imperialist movement in the world, first the movement of solidarity with the Palestine, the movement aganit the imperialist war, the movement against repression for the release of political prisoners.

Therefore, as part of an ongoing protracted campaign, we call for a new International Day od Solidarity and struggle on the 26th of September 2026.

The platform and plan of actions for the Day will be developed with the cooperation of the forces in solidarity during the next weeks, from Rome to Paris, from Switzerland to Germany, from Turkey to Brazil, from Colombia to USA, from Bangladesh to China e and everywhere it is possible in the world.

STOP THE BRUTAL CRACKDOWN ON DEMOCRATIC PROTESTS!

The Campaign Against State Repression (CASR) strongly condemns the brutal and indiscriminate repression unleashed by the Indian state against thousands of young people and democratic protesters marching towards Parliament in Delhi.

The response of the state was not one of maintaining public order but of violently crushing democratic dissent. The Delhi Police, along with paramilitary forces, launched a coordinated assault on protesters through repeated lathi-charges, the use of tear gas, and the firing of pellet guns. Numerous protesters sustained serious injuries during the crackdown. Disturbing visuals have also emerged showing persons in plain clothes assaulting protesters, including women, alongside uniformed police personnel, raising serious concerns about the use of unidentified individuals in state violence against citizens.

 *Use of Pellet Guns in Delhi Marks a Dangerous Escalation* 

One of the most alarming aspects of the crackdown was the reported use of pellet guns against protesters.

For more than a decade, pellet guns have become synonymous with the brutal repression witnessed in Kashmir, where thousands of civilians—including children and youth—have suffered permanent blindness and life-altering injuries. Their deployment against civilians has been criticised by numerous human rights organisations for causing indiscriminate and irreversible harm.

The reported use of pellet guns against protesters in the national capital represents a deeply disturbing expansion of this repressive model from Kashmir to Delhi. The normalisation of such weapons against citizens exercising their democratic rights signals a dangerous erosion of constitutional freedoms and raises serious concerns regarding the state's increasing militarised approach to public protests.

 *The Role of Delhi Police Special Cell Raises Grave Concerns* 

CASR is deeply disturbed by reports and visual evidence showing Delhi Police Special Cell Inspector Nishant Dahiya participating in the assault on protesters.

This development cannot be viewed in isolation. In March this year, ten activists—including student activists and labour rights activists—were illegally abducted, detained, and brutally tortured by officials of the Delhi Police Special Cell at its New Friends Colony office. Those illegal detentions and allegations of custodial torture took place under the supervision of Inspector Nishant Dahiya. Proceedings relating to these incidents are presently pending before the Delhi High Court.

The participation of the same officer in suppressing a mass democratic protest demonstrates a disturbing pattern in which specialised counter-terror policing units are increasingly being deployed against democratic movements rather than genuine security threats.

It is equally disturbing that such an officer has been honoured with a Gallantry Award. Rewarding officials against whom serious allegations of custodial torture and human rights violations remain under judicial scrutiny sends a dangerous message of impunity.

 *A Pattern of State Violence Against Democratic Movements* 

The brutal repression witnessed in Delhi is not an isolated event but part of a long and disturbing pattern of state violence against democratic struggles.

From the anti-CAA/NRC protests in Delhi, where protesters lost their lives and hundreds were subjected to arrests and repression, to repeated crackdowns on Adivasi communities resisting displacement and defending their Jal, Jungle and Jameen, the Indian state has repeatedly responded to peaceful democratic assertion with excessive force.

Across Adivasi regions, communities protecting their ancestral lands have faced police firing, arbitrary arrests, destruction of protest sites, and criminalisation under draconian laws. Instead of addressing legitimate democratic demands, governments have increasingly relied upon coercive policing, militarisation, and extraordinary laws to silence dissent.

The events in Delhi once again demonstrate this continuing pattern of intolerance towards democratic protest.

 *Defending Democratic Rights Is a Collective Responsibility* 

CASR believes that the defence of democratic rights cannot depend upon political affiliation or ideological agreement. Every attack on peaceful protesters weakens constitutional democracy itself.

We call upon trade unions, student organisations, farmers' movements, women's organisations, civil liberties groups, lawyers, journalists, writers, artists, and all democratic citizens to unite against the growing authoritarian assault on the people's right to organise, protest, and dissent.

Silence in the face of such repression will only embolden further attacks on democratic rights.

Our Demands

1. Conduct an independent judicial inquiry into the police violence and the reported use of pellet guns against protesters.

2. Identify and prosecute all police personnel and individuals in plain clothes involved in assaults on peaceful demonstrators.

3. Investigate the role of Delhi Police Special Cell officers, including Inspector Nishant Dahiya, in the violent suppression of protests.

4. End the deployment of specialised counter-terror policing units against democratic movements.

5. Uphold the constitutional rights to freedom of speech, peaceful assembly, and association.

The Campaign Against State Repression stands in solidarity with all those injured, assaulted, and subjected to state violence while exercising their democratic right to protest. We reaffirm our commitment to resisting every attempt to criminalise democratic movements and call upon all people committed to justice, liberty, and constitutional values to stand united against this growing authoritarianism.

INDIA:PCI (Maoísta) llama a luchar contra las corporaciones y el Estado.

En la región de Gadchiroli, en el estado de Maharashtra, India, el Grupo JSW, filial de la Corporación de Desarrollo Industrial de Maharashtra, ha expropiado tierras en 14 aldeas para operaciones mineras. Esta actividad minera provocará el desplazamiento forzoso de decenas de miles de indígenas Adivasi. En respuesta, el Partido Comunista de la India (Maoísta) colocó pancartas y distribuyó folletos en dos lugares de la aldea de Kundam. Continue the mobilization against Operation Kagaar and in support of the people’s war in India ICSPWI Italy

After the initiatives against Operation Kagar and solidarity and support for the people's war in India carried out in recent months (we recall the very important initiatives in Brussels on 27 January, and on 28 March in Zurich this year which had international resonance), according to the national and international commitments undertaken in the meetings held in Italy, the Committee to support the people's war in India is preparing for other initiatives that will be carried out during the next summer.

Regarding the large international participation in the initiatives, we reiterate what the Committee wrote in its communiqué published after the Zurich demonstration: "The International Committee for the Support of the People's War in India (ICSPWI) appreciates all the forces that have taken to the streets and considers them as a whole a great basis for continuing this battle and a great source of encouragement for the revolutionary and democratic forces, and for the Communist Party of India (Maoist) who are fighting bravely in India in these difficult hours to safeguard the Party, the People's Army and the path and practice of people's war".

Today, the pressing need for the continuation of the mobilizations is also due to the fact that the fascist Hindutva government of Narendra Modi, in particular with the active participation of its Minister of the Interior Amit Shah, continues to carry out repression throughout the country, a real war against the people, always far from the international spotlight that purposely ignores what is happening in the Indian subcontinent.

As the Indian comrades recount through their communiqués, in order to achieve their objectives "the armed forces are unleashing the reign of terror on the Adivasis, from rape and killings to aerial bombardment and burning of entire villages ... The leaders and cadres of the CPI (Maoist), who are on the side of the people in the struggle for their rights, are systematically murdered. We have seen how a massive extension of forests in central India was handed over to the multinationals immediately after the killing of the General Secretary Comrade Basavaraj. In this climate, revolutionary mass political organizations resist like a fortress against the fascist agenda." (RSF)

In fact, these attacks are daily: bombings, use of drones, deployment of thousands of policemen, soldiers, special death squads such as CoBra, with extrajudicial assassinations that mainly target not only those who lead the struggles but also those who sympathize with these struggles and denounce the repressive activity of the Hindutva fascist government, and who for this reason become the object of particular attention: from students, to university professors, to poets, writers and intellectuals subjected in these days to searches in almost the entire country and in general all accused of being "Maoists" or "urban Maoists", intellectuals accused and arrested and made to die in prison because they "think", as the Indian State Prosecutor said before the Supreme Court in relation to Dr. G.N. Saibaba, who had a disability of 94%. "The brain is more dangerous than the body"! he said.

These incessant attacks are directed against the workers and the Indian masses in general, attacks on their fundamental rights: the right to wages, work and safety at work, housing, the right to land and a decent life, the right of women not to be raped, attacks on freedom of expression, freedom of demonstration, religious freedom, through forced expulsions from the forests to make room for industrial and mining multinationals inside and outside the country that are mainly in the hands of capitalists friends of Modi, namely the billionaires Adani, Ambani, Agarwal, Tata, Jindal... always at the service, therefore, of the Indian ruling classes and imperialism, not only that of the USA, but also that of Russia, China and all the others.

The Indian government is highly appreciated by these imperialist countries because it provides them with an immense amount of cheap labour, made even more precarious by the reform of labour codes, both inside the country and outside the country by emigration. All this feeds misery (remember that the government is forced to give 5 kilos of rice a month to about 800 million poor people!) and unemployment of millions of young people, and it is against those who oppose this growing misery that the government unleashes its atrocities, while spending billions on the arms race.

A situation that the comrades who fight against the government and who lead the ongoing people's war, the comrades of the Communist Party of India (Maoist) and other struggle organizations, describe as very difficult, which also sees a fierce struggle going on against those who would like to liquidate not only the Party but the whole experience of the people's war, in short, a situation that has worsened with Operation Kagaar: a ferocious operation, an unrelenting fight, because the government wants to put an end to the ongoing people's war.

The deadline that the Modi government and its gang of assassins, that of March 31, however, failed to meet, due to the resistance put in place by the people's war, and the mobilization of many organizations of struggle within the country; This date, on the contrary, has become a challenge and mobilizations around the world have transformed it into a message of liberation and revolution.

In fact, for the proletariat the struggle of the Indian people is of international importance and the New Democratic Revolution in India represents one of the most important fronts of the world anti-imperialist struggle. Its defeat or victory will have a direct impact on the balance of forces between imperialism and the proletarian revolution, the struggle of the peoples on a world level.

But in recent months the genocidal Indian government, which boasts of becoming part of the three main world economies in the coming years, has not limited itself to unleashing even more repression against its own people, increasingly resorting to prison and the number of political prisoners who suffer torture, it has also worked hard to strengthen its military apparatus at all levels and strengthen the international consensus around its Operation Kagaar.

In this framework of pressing search for alliances "in today's uncertain world", as Modi repeated several times in his speech to the Knesset, to the Israeli parliament on February 25, an "uncertainty" due to the tendency to world war for a new division of the world, "visits" to various countries have begun, starting, precisely, with Nazi-Zionist Israel, accused by the UN once again of genocide of the children of Gaza, spending honeyed words to make even stronger military and commercial agreements and confirming the close ideological link between Zionism and Hindutva fascism.

Modi then moved from the Italy of the fascist Meloni in May, and in both cases, elevating bilateral relations through the Special Strategic Partnership, he made even stronger agreements from a political point of view, from a commercial point of view with the IMEC corridor and military for the strengthening of the war apparatus.

It is for all this that, as was said in the speech in the square at the end of the demonstration in Zurich, the tasks of the International Support Committee, the supporters of the people's war in India and the Communist Party of India (Maoist), are to continue the denunciation and all-out mobilization within the "International Emergency Campaign" against Operation Kagaar.

In the months of July, August and September, therefore, other initiatives are planned in Italy, such as a demonstration at the Indian embassy and an assembly in Rome against repression and for the release of political prisoners, an information campaign and organization of Indian workers and an anti-imperialist mobilization against the IMEC project, with particular regard to relations between India and the Italy of the fascist Meloni, and relations between India and Israel, both also complicit in the genocide in Palestine.

COLOMBIA:Apoyar la Guerra Popular en la India, un deber para el proletariado mundial y los revolucionarios

En la India, el pueblo dirigido por el Partido Comunista de la India (maoísta) continúa desarrollando una de las batallas más heroicas y determinantes de la época actual contra el capitalismo y el imperialismo, una lucha que es mucho más que una guerra en un país lejano de Colombia o una insurgencia aislada de los problemas del resto del mundo. La Guerra Popular en la India, por el contrario, es hoy por hoy la punta de lanza de la Revolución Proletaria Mundial y la demostración práctica de que el camino de la Guerra Popular está plenamente vigente, como la única alternativa real para solucionar de fondo los problemas principales del pueblo.

Y eso lo saben muy bien los reaccionarios y sobre todo el Estado indio con el asesino Modi a la cabeza, quien continúa llevado una agresiva campaña militar de cerco y aniquilamiento, contra el aguerrido pueblo de la india y contra los dirigentes de masas a quienes persigue, tortura, encarcela y asesina

Es por tanto, imperativo comprender la urgencia de la solidaridad internacionalista, denunciar la naturaleza criminal del Estado indio, donde el gobierno actúa en abierto acuerdo con los imperialistas quienes están sedientos de apoderarse de las inmensas riquezas de las regiones habitadas por las comunidades indígenas (adivasis) y campesinas.

Desde hace décadas, el pueblo de la India viene desarrollando una poderosa guerra popular contra la semifeudalidad, contra el capitalismo y contra el imperialismo, una guerra que viene desde mayo de 1967 cuando se llevó a cabo el histórico Levantamiento de Naxalbari, que todo el mundo recuerda como el Trueno de Primavera. Una guerra popular que conquistó los corazones y las voluntades de decenas de miles de campesinos, indígenas, obreros, intelectuales, jóvenes y viejos, mujeres y hombres… todo lo cual llevó a una portentosa y esperanzadora guerra popular; un ejemplo para los pueblos del mundo que los reaccionarios consideraron como «el enemigo número uno»… ¡¡Hay que destruirlo hasta sus cimientos!! es la consigna de Modi, la burguesía y los imperialistas.

Y la agresión estatal adquirió varios rostros con nombres cínicos como la «Operación Cacería Verde» o la «Operación SAMADHAN». En la actualidad, el régimen ha escalado su brutalidad mediante la denominada «Operación Kagaar» (Guerra Final), una estrategia militar que en los últimos años ha dejado una estela de muerte y destrucción verdaderamente dantesca y que pone de relieve la naturaleza del capitalismo; el ultimátum del gobierno era explícito, pretendían aplastar por completo la resistencia revolucionaria y al Partido Comunista de la India (maoísta) para marzo de 2026. Una ofensiva con bombardeos aéreos, drones, ejecuciones extrajudiciales, violaciones sistemáticas, incendios provocados, todo para romper la unidad de las masas con sus dirigentes y diezmar al pueblo luchador… Todo aquel que se atreva a alzar la voz contra el despojo de tierras, contra el Estado o contra las atrocidades del ejército es tildado inmediatamente de «terrorista» o «maoísta».

La resistencia heroica del pueblo de la India y la necesidad de una fuerza internacional como parte de la lucha

Las masas indias no se han doblegado. Bajo la dirección del PCI (Maoísta) y la heroica lucha armada del Ejército Guerrillero Popular de Liberación (EGPL), la clase obrera y el campesinado siguen resistiendo con un heroísmo inquebrantable. Pese a las dolorosas pérdidas de cuadros experimentados, los revolucionarios defienden con firmeza las zonas guerrilleras y promueven la expansión de los Comités Populares para hacer de ellos, las bases de apoyo para reconstruir lo destruido por los asesinos del Estado. La experiencia del pueblo de la India en estos 59 años demuestra al mundo que las masas explotadas sí pueden gobernarse a sí mismas sin contar con el podrido Estado burgués.

La lucha del pueblo de la India es nuestra también, somos una sola clase en todo el mundo, somos un solo pueblo en todo el mundo; y el imperialismo y el capitalismo son los mismos aquí y en cualquier parte del planeta. El internacionalismo debe ir mucho más allá de un apoyo formal. Por eso el llamado del Comité Internacional de Apoyo a la Guerra Popular en la India (ICSPWI) sigue siendo desplegar permanentes campañas de agitación y lucha para que sean encabezadas por los revolucionarios en todos los países y que movilicen a miles, o si es posible a millones de personas, en defensa de la Guerra Popular y contra las atrocidades del Estado indio. Y parte importante de ello es difundir la verdad de lo que es la revolución naxalita, romper el cerco de desinformación impuesto por los medios de comunicación y denunciar los crímenes de Modi y sus amos y socios imperialistas.

La masacre y persecución contra los que luchan en la India pone de relieve que el capitalismo está en su fase de descomposición en todo el planeta; y como cualquier fiera herida de muerte, da zarpazos a diestra y siniestra, es como un tigre que ruge en su delirio como fiera arrinconada, mientras sus músculos se tensan y quiebran en la última batalla contra la muerte. El capitalismo es como un tigre herido de muerte, pero que requiere de una gran lucha para sepultarlo. Bien lo sentenció Mao cuando dijo que:

Meeting on the 5th Martyrdom Anniversary of Fr. Stan Swamy









_Theme: “NIA and UAPA: Constitutional Concerns and the Suppression of Dissent”_

New Delhi, 5 July 2026: On the occasion of the 5th martyrdom anniversary of Fr. Stan Swamy, the Campaign Against State Repression (CASR) organised a public meeting on the theme “NIA and UAPA: Constitutional Concerns and the Suppression of Dissent.” The meeting brought together lawyers, academics, journalists, human rights defenders and democratic activists to remember Fr. Stan Swamy’s legacy and critically examine the role of the UAPA and the NIA in criminalising dissent and incarcerating activists.

Senior Advocate Rebecca Mammen John traced the expansion of the Unlawful Activities (Prevention) Act (UAPA), arguing that its judicial interpretation has steadily eroded constitutional guarantees of liberty, free speech and democratic dissent. Referring to the Supreme Court’s recent judgment in the Gulfisha Fatima case, she observed that the expanded interpretation of Section 15 effectively brings speech within the ambit of a “terrorist act,” creating a dangerous precedent that risks criminalising political dissent. Criticising the stringent bail regime under Section 43D(5), she said the UAPA has turned accusation into punishment by enabling years of incarceration without trial, while subsequent judicial developments have weakened the safeguards recognised in K.A. Najeeb. She also criticised the increasing reliance on anonymous protected witnesses and redacted witness statements in NIA cases, arguing that these undermine fair trial rights and due process. Recalling the COVID-19 pandemic, she noted that despite recommendations to decongest prisons, UAPA prisoners, including the ailing Fr. Stan Swamy, were denied humanitarian relief. She further criticised the NIA’s recent plea seeking cancellation of bail granted to four Bhima Koregaon accused merely for attending a public event together, saying it reflected a state more committed to maximising the punitive potential of the criminal process than ensuring fair and expeditious trials. Paying tribute to Fr. Stan Swamy, she concluded, “I did not know Stan personally, but I know of the injustice of his incarceration, and ultimately, the injustice of his death.”



Journalist John Dayal sharply criticised the judicial denial of bail to Fr. Stan Swamy, stating that the order reflected a disturbing degree of hostility towards an 84-year-old Jesuit priest who had dedicated his life to defending the rights of Adivasi communities and advocating for the implementation of the PESA Act. He recalled how Fr. Stan transcended institutional boundaries to become one with the struggles of Adivasi people and described him as a guiding light of commitment and courage.

Human rights activist Nadeem Khan described Fr. Stan Swamy as a martyr who was “killed by a bullet named the NIA, fired by the Indian judicial system.” He criticised the selective functioning of the NIA, pointing out that while it continues to arrest, raid and summon activists in cases such as Bhima Koregaon and other conspiracy cases, it has never summoned Sambhaji Bhide despite repeated allegations against him. Referring to the recent arrests in Gujarat over the alleged possession of a letter linked to Jaish-e-Mohammad, he questioned the credibility of such investigations, drawing parallels with allegations of fabricated evidence in the Bhima Koregaon case. He also highlighted the continued incarceration of Advocate Surendra Gadling, who spent decades defending Adivasis and other marginalised communities in Gadchiroli, and held the Indian judicial system responsible for Fr. Stan Swamy’s custodial death.

Advocate Nizam Pasha examined constitutional concerns arising from the UAPA’s provisions relating to unlawful associations and restrictions on democratic organising. He discussed the litigation concerning the ban on the Students Islamic Movement of India (SIMI), recalling judicial observations that the reasons for banning an organisation cannot simply be replaced by executive opinion. He also referred to the continuing proceedings concerning the ban on Jamaat-e-Islami noting that despite the expiry of the initial notification, the state has continued extending the ban while registering numerous additional cases alleging membership or support. He argued that bans on organisations must be subjected to meaningful judicial review rather than being sustained through repeated prosecutions.

Delhi University Professor Saroj Giri paid tribute to Fr. Stan Swamy and reflected on his writings and political vision. He drew attention to Adivasi leader Sarju Tekam, who mobilised thousands of Adivasis against state repression. He stated that Fr. Stan’s vision continues through activists such as Sarju Tekam, Raghu Midiyami and Suneeta Pottam. Calling for the release of imprisoned activists associated with Moolwasi Bachao Manch, he emphasised that they have been incarcerated for demanding implementation of the PESA Act and opposing the expansion of paramilitary camps. He also highlighted Fr. Stan Swamy’s support for the Pathalgadi movement and its demand for the implementation of constitutional rights guaranteed under PESA.

Professor Nandita Narain reflected on the values of critical thinking and moral courage that she learned during her school years, saying that these ideals made Fr. Stan Swamy’s loss feel deeply personal. She observed that a person’s life is defined not by death but by the principles they live for. Describing the Bhima Koregaon prisoners as selfless individuals who dedicated themselves to the oppressed, she called them role models. She argued that successive political projects—including the “war on terror,” the “war on intellect” after the 2008 financial crisis, and the present “war on empathy” that discourages solidarity with victims of atrocities such as those in Gaza—have sought to weaken democratic resistance. She concluded by reading Fr. Stan Swamy’s poem “I Am Not a Silent Spectator” and drew parallels between the judicial orders denying relief to Fr. Stan Swamy and convicting Prof. G. N. Saibaba, arguing that both reflected institutional hostility towards those who defend people’s lives, dignity and natural resources.

Deepak Kumar from the Campaign Against State Repression read messages sent from prison by Advocate Surendra Gadling and Dinkar Gota, who are observing a hunger strike in jail to commemorate Fr. Stan Swamy. Their message stated that Fr. Stan Swamy’s legacy continues to inspire everyone who fights for justice and appealed to civil society to carry forward his commitment to the rights of oppressed people. Deepak also highlighted what CASR described as the arbitrary use of the NIA to fabricate conspiracy cases, referring to the incarceration of Vishal Singh, Priyanshu Kashyap and Advocate Ajay Kumar in the alleged Lucknow conspiracy case. He called upon democratic forces to unite against the misuse of the UAPA and the NIA, defend constitutional rights, and protect the democratic space for dissent.

The meeting concluded with a collective pledge to continue the struggle for the repeal of draconian laws such as the UAPA, to resist the misuse of investigative agencies against democratic movements, and to uphold Fr. Stan Swamy’s lifelong commitment to justice, constitutional rights, and the struggles of Adivasis, workers and all oppressed communities.

INDIA:On Ideological Struggle: An Essay By K. Murali (Ajith)

When a revolutionary movement faces a crisis the struggle to achieve ideological clarity becomes even more crucial. We have the high standards set by comrade Charu Mazumdar (CM) as a model to follow. The period leading to the Naxalbari armed peasant rebellion, the struggle to form the party and the following years-all were marked by intense ideological struggle. Some of the attacks on the line and practice of the party led by him were quite possibly influenced by state agents. Kanu Sanyal and some other erstwhile members of the Central Committee launched an open attack from inside the jail. This could have been branded as something done under pressure from the state. But that was not how these attacks were handled. CM focused on ideological, political issues. He stuck to this. Even when attacks on the line were colored by personal allegations. This approach did not emerge from some personal trait of CM. It was guided by Mao Zedong’s teachings on handling criticism and ideological struggle.

In times of crisis, ideological and political confusion infects many people. This gets reflected as some amount of slackening in organizational discipline. Quite often comrades start looking for answers ‘on their own’, rather than adhering to proper organizational channels. They may even meet up with those who have declared their opposition to the revolutionary path. All of this no doubt creates room for ‘left’ and right opportunists and state agents to cause trouble. But it would be wrong in principle and counter-productive to hastily brand such comrades as accomplices. Their confusion must be overcome through ideological education. Care must also be taken to avoid playing into the hands of the enemy by compromising the security of those with whom we disagree. Instead of distracting with allegations and counter-allegations on who is, or is not, an agent, who met with whom and why etc., the focus should be on ideological, political issues. Efforts must be concentrated on analyzing the factors leading to the setback and patient ideological, political and organizational work to overcome it. Mao taught us to ‘unite the many to defeat the few’.

The Maoist movement in our country did see a negative trend of branding criticism as the work of state agents. This was after the martyrdom of CM. Mahadev Mukherjee declared himself to be the one and only true follower of CM. Anyone who opposed this was declared to be an agent. Not surprisingly he was a staunch supporter of Lin Biao. He remained so even after Lin Biao was denounced as a proponent of a ‘left’ in form right in essence deviation by the Communist Party of China led by Mao Zedong. Lin Biao and his associates tried to assassinate Mao and carry out a coup. He died while trying to flee the country. But the campaign to ‘Criticize Lin Biao and Confucius’ was not about these criminal acts. They were focused on his ideological, political views, their links with the reactionary views of Confucius and their negative implications in continuing the class struggle under the dictatorship of the proletariat. Lin Biao and his supporters had a major role in leading the Cultural Revolution in the initial years. During that time the stress was more on branding capitalist roaders as Kuomintang agents etc. But after he was overthrown, the whole struggle against the capitalist road was deepened in a profound manner at the ideological level. New understanding on the ideological, political and material factors leading to the transformation of former revolutionaries into capitalist roaders was developed through this. Hurling accusations and branding people or deepening ideological struggle? It would be worthwhile to keep the lessons of history in mind while seeking answers.

L’Inde est souvent présentée comme LA démocratie d’Asie où se marierait « traditions ancestrales » et croissance économique qui ferait rêver tout bon bourgeois européen. La réalité est toute autre. Un gouvernement fasciste est au pouvoir, les minorités religieuses sont persécutées, le système de castes issu du féodalisme perdure, le patriarcat est cause de nombreuses violences faites aux filles et aux femmes, de grands projets écocidaires se développent, la misère s’accroît etc. Sur le plan international, l’Inde est un partenaire stratégique de l’impérialisme occidental, dont la France, et un allié d’Israël.

Face à cette situation, un puissant mouvement maoïste, issu de la révolte de Naxalbari en 1967, lutte contre le capitalisme, le féodalisme et l’impérialisme, notamment à travers le développement d’une guerre populaire et de zones libérées. Depuis janvier 2024, le gouvernement indien mène une offensive contre-insurrectionnelle appelée l’Opération Kagaar. Celle-ci vise à détruire le Parti communiste d’Inde (maoïste) et l’Armée de Guérilla de Libération Populaire de l’Inde (PLGA), que l’État considère comme le « principal défi de sécurité intérieure ». Pour l’écraser, l’armée s’en prend directement aux populations autochtones, en particulier Adivasis, et aux paysans : des villages sont bombardés, des populations sont déplacées de force, des combattants et des civils assassinés, et des personnes sont emprisonnées et torturées par milliers.

En estos días posteriores a la segunda vuelta de la elección presidencial en Colombia, los llamados y pronunciamientos desde el Pacto Histórico y la llamada Alianza por la Vida fueron de «esperar en calma los escrutinios», «no movilizarse para no darle razones a la ultraderecha» o decir que «eso es lo que quiere Abelardo», mientras el pueblo comenzaba a plantearse la necesidad de salir a las calles. Ahora que Iván Cepeda y Gustavo Petro reconocieron los resultados —incluso antes de culminar por completo los escrutinios en todo el país y pese a reconocer por parte de Petro la injerencia del imperialismo estadounidense en esa contienda—, la situación para los reformistas conciliadores se reduce al uso de las «buenas maneras democráticas», es decir, el sometimiento a la dictadura de la burguesía, ahora con Abelardo de la Espriella a la cabeza del poder ejecutivo de las clases dominantes.

A nivel nacional y en las diferentes regiones, los dirigentes de la colectividad progre-reformista hacen gala de sus intereses politiqueros y limitan su análisis al crecimiento del caudal electoral por la candidatura de izquierda, lo que denominan «termómetro de nuestras capacidades», sin contrastarlo — por sus obvias limitaciones— con la necesidad del trabajo de base, un horizonte revolucionario y un programa político de la clase obrera y el campesinado pobre hacia la toma del poder, tareas que son de carácter obligatorio para nosotros los comunistas. Para ellos, basta con el cambio nominal de sus reformas a «revoluciones» y pensar en las próximas elecciones regionales, donde de nuevo querrán desviar con su conciliación, la atención del pueblo de su propia emancipación.

Frente a esta situación de absoluto llamado a la pasividad por parte de los reformistas, solo el pueblo salva al pueblo. Es momento entonces de sacudirnos de estos cuatro años de apaciguamiento, quietud contemplativa (incluso entre los revolucionarios) y recordar que la organización y la lucha popular no da espera, y que solo así podremos no solo enfrentar y oponer resistencia, sino efectivamente plantearnos centros de poder propio como semilla para la revolución. Para esto, es necesario que los comunistas y revolucionarios insistamos con las asambleas populares con la clase obrera en las ciudades y los campesinos pobres en el campo, donde el pueblo trabajador organice, decida, y ejecute cómo luchar.

Para que esta iniciativa de poder popular de las masas no quede en lo anecdótico o espontáneo, es necesario agilizar el proceso por la unidad programática de los comunistas revolucionarios en el Partido Comunista Revolucionario, de manera que pueda ponerse al servicio del pueblo como su dispositivo político de vanguardia y destacamento revolucionario que guíe efectivamente esta lucha por su definitiva emancipación contra la burguesía y los terratenientes.

Depuis mars 2026, l’occupation israélienne mène une opération de nettoyage ethnique et d’occupation du Sud Liban, forçant le déplacement de plus d’un tiers de la population du pays, tuant plus de 3500 personnes et blessant plus de 12 000 autres. Des villes, villages et quartiers entiers sont détruits. C’est la même logique génocidaire et de colonisation qu’à Gaza où les bombardements et massacres continuent malgré le cessez-le-feu d’octobre 2025, ou en Cisjordanie où les agressions des colons et de l’armée sont quotidiennes.

Tout ceci se fait avec la complicité des puissances impérialistes, dont la France, qui affiche notamment son soutien à Israel à travers une répression toujours plus forte. D’abord contre les Palestinien·nes : Ramy Shaath est menacé d’expulsion, Omar Alsoumi et Rima Hassan en procès pour apologie du terrorisme ou le réfugié palestinien Ali, en détention provisoire depuis deux ans. Mais de très nombreuses personnes sont également touchées comme Olivia Zemor, présidente d’EuroPalestine, qui a été condamnée à 24 mois de prison avec sursis ou les procès en cours contre des membres d’Urgence Palestine à Montpellier et Pau, de même que des militant-es syndicaux ont été régulièrement inquiété-es par la police ou la justice. Ce 25 juin, Anasse Kazib et un autre militant de Révolution Permanente passeront en procès pour apologie du terrorisme pour avoir dénoncé le génocide en cours en Palestine.

Ce samedi 30 mai à Toulouse, la préfecture a interrompu et dispersé une manifestation déclarée pour demander la libération d’Ali, réfugié palestinien emprisonné en France depuis 2 ans et dont la détention provisoire a été prolongée de 6 mois. La répression de cette manifestation est un précédent innacceptable !

Les organisations signataires appellent à manifester mercredi 24 juin à 18h30 au métro Jean Jaurès contre la répression du mouvement de solidarité avec la Palestine, exiger la relaxe de toutes les personnes inculpées et réaffirmer notre solidarité avec les peuples palestinien, libanais et iranien !

A Hezbollah attack in Lebanon on June 19 killed Lt. Col. Dor Gedalia Ben Simhon, commander of the 52nd Battalion of the heinous Israeli Occupation Force (IOF). The 52nd Battalion is under the 401st Brigade, the unit that brutally killed 5-year-old Palestinian child Hind Rajab and six of her relatives in Gaza on January 29, 2024.

The Hezbollah attack also killed three other IOF soldiers. An strike earlier seriously wounded brigade commander Colonel Meir Biderman. Hezbollah is determined to hunt down everyone involved in the heinous crime of killing the child Rajab.

Rajab’s relatives were killed after Zionist soldiers opened fire at the car they were riding. Rajab managed to call her mother, who sought help from the Palestinian Red Crescent to rescue the child. The Zionists fired as many as 335 bullets while the child spoke with the Red Crescent dispatcher.

The fascist brigade also killed two Palestinian Red Crescent paramedics who tried to reach her. A tank fired on their ambulance in what is called a “double tap strike,” where the Zionists deliberately kill personnel who respond to rescue bombing and attack victims. The remains of nine victims were recovered only after 12 days because the IDF blocked the area.

The people of Lebanon and Palestine celebrated the deaths of Dor Gedalia and the forces of the 401st Brigade. They said this proves no crime of US imperialism and Zionist Israel will go unaccountable. FILIPINAS: NPA Unit Launches Harassment Operation Against AFP Soldiers In Negros Occidental Province

The 62nd IB soldiers were shaken at their detachment in Barangay Sikatuna, Isabela, Negros Occidental Province on June 12 when the New People’s Army (NPA)-Central Negros (Leonardo Panaligan Command) launched a harassment operation. Red fighters fired at the detachment around 7:50 p.m. while the encamped soldiers were resting.

One fascist soldier was killed and another was wounded in the armed action. The 62nd IB concealed this out of embarrassment, since the people’s army carried it out in the middle of intense military operations in Central Negros.

Soldiers encamped at the detachment committed heaping violations against residents’ human rights. Their crimes include harassment, physical abuse, and forcing peasants to surrender.

NPA-Central Negros spokesperson Ka JB Regalado said the armed action succeeded because of the full support of revolutionary organizations in the area.

“This shows the unity of the Red army with the Negrense people who remain chained to the exploitative system prevailing on the island,” NPA-Negros Island spokesperson said Ka Maoche Legislador. He added that the Red army will continue its efforts to break this chain by destroying the armed mercenary of greedy landlords and comprador bourgeoisie.
