Özyönetim Nedir, Nasıl Ele Alırız? /¿Cual es la Autonomía y como la abordamos?. Un articulo del portal Özgür Gelecek.

HDP’nin geniş kesimleri kucaklayarak ulaştığı seçim başarısına karşı Cumhurbaşkanı R. T. Erdoğan nezdinde ortaya konan devlet refleksi; “çözüm süreci”nin buzdolabına kaldırılması, esas olarak ise ateşkesin rafa kaldırılması oldu. Seçimler öncesinde başlayan saldırgan tutum, sonrasında askeri saldırganlığa dönüştü ki, bu sadece gerillaya dönük olarak değil ama Kürt
halkını da kapsayan şekilde halen sürmektedir. Bu saldırganlığa karşı bir askeri- politik direniş hattı ören Ulusal Hareketin en önemli karşı hamlelerinden birinin T. Kürdistanı’nda peşpeşe ilan edilen öz yönetimler olduğunu söylemek gerekir. Özerklik anlayışının Ulusal Hareketin siyasal çizgisinin bir parçası olduğu bilinmektedir. Kürt ulusal sorununun çözümünde ve yine Türkiye’nin demokratikleşme sürecinde Ulusal Hareketin ortaya koyduğu politikanın omurgasını bu anlayış oluşturmaktadır. Türkiye şartlarına sunulan bu politikanın mevcut yapıyı düşündüğümüzde devlet açısından sarsıcı ve kabul edilemez nitelikte olduğu ise açıktır. TC devleti kuruluşundan itibaren ve bir yanıyla Osmanlı’ya dayanan devlet geleneğinin bir devamı olarak merkezi faşist bir yapıya sahiptir. Özellikle cumhuriyetin ilk dönemlerinde T. Kürdistanı’nda isyan bahanesiyle ya da başka bahaneler uydurarak yapılan yığınla katliam, izlenen baskı ve asimilasyon politikaları, bu merkezi yapıyı en zayıf olduğu yerde tahkim etme amacına hizmet etmiştir. Elbette TC devletinin merkezi yanının güçlü olması sadece ulusal soruna has bir durum değildir. Bunu da kapsayacak şekilde sosyo-ekonomik temelde şekillenen bir öze sahiptir. Egemen sınıfların emperyalizme bağımlı ve zayıf niteliliği, mevcut sömürü sisteminin devamı için halkın olabilecek her şekilde baskı altında tutulmasını gerektirmektedir. Bundan dolayı demokrasinin “olmazsa olmazlarından” şeklinde sayılan seçim sisteminin (ki bu sadece bir biçimidir) yani halkın yönetime katılma biçiminin, egemen sınıflar açısından alabildiğine iğdiş edilmiş, sınırlanmış hali yaşam bulmaktadır. TC devletinin “demokratik niteliğine” dair bu sorun T. Kürdistanı özgülünde kendine özgü bir biçim almaktadır. Zira burada söz konusu olan sadece demokrasinin temel niteliği olan halkın yönetime katılma hakkı hiçleştirilmemekte aynı zamanda bu ulusal baskıyla katmerli bir hale gelmektedir. Bu açıdan bakıldığında gündeme gelen öz yönetim ilanları, bir yandan devletin merkezi faşist yapısına öte yandan ise T. Kürdistanı’nda uygulanan ilhakçı devlet politikasına karşı bir saldırı niteliği taşımaktadır. TC devletinin bu alanlara yönelik katliamcı yaklaşımının ardında da bu gerçeklik yatmaktadır. Egemen sınıflar açısından devlete dair tehdit algılanmış ve halka dönük katliamlardan da kaçınılmayacağı mesajı verilerek dahası bunun pratiğine de girilerek adeta bir işgal saldırısına girişilmiştir. Özelikle MHP çevresinin ve Devlet Bahçeli’nin “sıkıyönetim ilan edilsin” vb. talepli ajitatif bir konuşmanın ötesinde, algılanan tehdidinin  devlet cephesinden boyutunu göstermektedir. AKP hükümeti ise sadece bunu sözde reddetmekte ama diğer yandan sıkıyönetime has uygulamalar bölgede pratikleştirilmektedir.
Özyönetim ilanı ilerici ama yeterli değildir!
Ulusal Hareket bir yandan özerklik/öz yönetim ilan ederken bunun asıl amacını devleti kendi istediği zemine çekmek için bir hak alma mücadelesi yürütülmek olarak açıklamaktadır. Bu mücadele kuşkusuz ilericidir ve desteklenmelidir. Ancak daha önce de vurguladığımız gibi bizim açımızdan temel mesele sadece ulusal zeminde bazı hakların kazanılması değil, Kürt ulusunun Özgürce Ayrılma Hakkı ve tam hak eşitliğinin sağlanmasıdır. Meselenin devrimci çözümü budur. Ulusal Hareketin mevcut siyasal çizgisi hâlihazırda bundan uzaktır ve bundan dolayı ulusal sorunun çözümünde devrimci bir halka yakalanamamaktadır. Buna paralel şekilde öz yönetim ilanları da devlet yapısının demokratik bir şekilde dönüşümünü hedeflemektedir. Bunun akabinde silahlı çatışmaların tırmanması ise devletin gösterdiği refleksle ilgilidir. Kürt ulusunun kendi mücadele tarihinden de anlayacağı gibi en küçük demokratik hakkın dahi silahlı mücadele ile kazanılması ve korunması ülkemizin gerçekliğidir ve TC devletinin faşist yapısının tersten ispatıdır. Süreç açısından önemle üzerinde durulması
gereken bir diğer nokta T. Kürdistanı’nda ortaya çıkan özerklik ilanlarının ülkenin batısından da yeterli düzeyde dayanışma ve destekle karşılanmasıdır. Bu sadece devletin buralara yönelik geliştirdiği askeri saldırganlık ve katliamları teşhir etmekle mümkün değildir. Çünkü burada söz konusu olan salt askeri saldırganlık değildir; bu TC’nin her zamanki halidir. Söz konusu olan şimdiye kadar Ulusal Hareketin
sürdürdüğü demokratik hak alma mücadelesinin bir adım daha ileri taşınması ve radikalleştirilmesidir. Bunda ne kadar ısrar edileceği, bunun seçim süreci vb.ne paralel nasıl ele alınacağı, süreçte izlenen ve misilleme düzeyinde kalan (PKK’nin deyimiyle meşru savunma) askeri çizgisinin örneğin 2012’de olduğu gibi bir saldırı savaşına dönüp dönmeyeceği ile de alakalıdır. Şimdiden görülen Ulusal Hareketin bunu daha üst boyutta bir kopuşa çevirmeyeceğidir. İzlenen barış politikası, müzakere politikaları vs. bunu göstermektedir. PKK’nin, TSK’nın saldırılarına karşı yaptığı haklı misilleme eylemleri ve yine öz yönetim ilanları, devletin yaptığı propaganda ve özellikle sol liberallerin tutarsızlığı ile birleştiğinde savaşın taraflarını “eşit düzeyde” ele alma gibi bir kafa karışıklığı ortaya çıkmaktadır. Buna karşı uyanık olmak ve halkı aydınlatmak gerekmektedir. Daha önce de vurguladığımız gibi bizim açımızdan barış politikası savaşa karşı olmak üzerinden değil, TC’nin yürüttüğü haksız savaşa karşı olmak açısından anlamlıdır. Bu açıdan savaşın taraflarına karşı tutumumuz ve konumlanmamız nettir. İkincisi ise gerçek anlamda barışın sağlanmasının Kürt ulusunun Özgürce Ayrılma Hakkı’nın savunulması ile mümkün olduğudur. Buna dair görevlerin yerine getirilmesi bütün faaliyet alanlarında öz yönetim ilanlarının sonuna kadar desteklenmesi, devletin faşist saldırganlığının ve katliamların teşhiri ile birleştirildiğinde mümkündür.

INDIA : Letter from intellectuals on unjustified incarceration of G.N. Saibaba to Chief Justice of India.


To The Chief Justice of India, Supreme Court 

More than a year passed since we wrote to you appealing to release the Delhi University Professor Dr Saibaba, who was clandestinely abducted on 9th May 2014 by the Indian police. Since then, this 90% disabled wheelchair bound intellectual is being incarcerated, confined in a highly unsanitary and solitary dark cell in Nagpur Central Jail in the state of Maharashtra, hundreds of miles away from Delhi, where his family lives. Charged with the draconian black law, the ‘Unlawful Activities Prevention Act’ (UAPA), he has been denied bail thrice by the Indian judiciary. We understand that his trial has not started even after a year!
We the undersigned would like to express our general concern over the Indian government’s increasing use of unjust laws to silent its political opponents. Particularly, the draconian Unlawful Activities Prevention Act (UAPA) is being used indiscriminately to silence dissenting voices. This blatantly violates the Constitution of India as well as principles of Human Rights. Wide-ranging powers and legal impunity have been given to the police and paramilitary forces under this Act. The Ministry of Home Affairs (MHA) has reportedly issued instructions that those who raise issues of human rights violations must be targeted and arrested, particularly in central and eastern India, where there are numerous struggles against displacement from mining and mega dams.

We would like to remind you that India is a signatory to the International Covenant on Civil and Political Rights (ICCPR), which it ratified on April 10th, 1979. Its Article 9 protects every individual from arbitrary arrests and detention, their right to be informed of charges against them and fair and speedy trial. Article 7 says “no one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment”; articles 18 and 19 protect the freedom of thought, conscience and expression of ideas; article 26 protects everyone against discrimination.

Dr Saibaba is a well-known human rights activist in the Indian subcontinent and beyond. He has been a vocal, important critic of the Indian state’s ‘development’ model and its great damage to the people who supposedly benefit. He has successfully exposed to the outside world the role of the multi-national corporations in grabbing the land, forests and rivers that belong to the indigenous population. He is one of several intellectuals who have drawn attention to the blatant human rights violations against the indigenous peoples of central and eastern Indian states, where the Indian paramilitary forces have been engaged in an unjustified war with India’s own people, infamously known as ‘Operation Green Hunt’. His persistent criticism has made him a high-profile target of the Indian State.

Dr Saibaba is, curiously, treated as a security threat by the Indian State, even though he is a wheelchair-bound disabled person who suffers from 90% disability and post-polio residual paralysis of both lower limbs. He suffers from heart ailment and degeneration of his spine for which he needs constant medical attention. On 26th June 15 ‘The Indian Express’ reported Saibaba’s wife Vasanta, who was only allowed five times to visit her husband during the past one year, fears that she was not sure if her husband will come out of prison alive. His health has further deteriorated over the past one year of his imprisonment. A news report by ‘Nagpur Today’ reported that according to the health report submitted by Chief Medical Officer and the superintendent of the jail to a Gadchiroli court last month, wheel-chair bound Saibaba “is now a known case of systemic hypertension with ischemic heart disease” and also has kidney and gall-bladder stones.

Despite knowing about his fragile and critical physical condition, the Indian courts have rejected his bail three times. Why? We wonder whether the Indian judiciary is afraid that this wheelchair-bound person, if released on bail, might jump bail or will be in a better position to influence the trial, which has not even started.

Given that Indian prisons are crowded with 300,000 defendants awaiting trial, there is a need for a fair criminal justice system that either prosecutes or releases detainees. Such an intervention can come only from a Superior Court. We appeal to you for the judicial protection of all such critical voices, by stopping the criminalisation of dissent.

Given that Dr Saibaba clearly poses no flight risk whatsoever, we appeal to you to release him immediately from the judicial custody so that his family can provide him necessary medical treatment which he desperately needs.

Taking into suo moto cognizance of a news report on Dr Saibaba’s deteriorating health condition and a letter written by Human Right’s activist Purnima Upadhayay, Bombay High Court granted him temporary and conditional bail for three months on 30/06/2015, allowing his family to provide medical treatment. According to media reports, one of the bail conditions is that he should refrain from using laptops and computers when on bail, which means he cannot communicate with the outside world about what has happened to him during his imprisonment. The reports also suggest security forces will be stationed outside his house, which could mean house arrest effectively. It is shocking breach of domestic and international law that wheras it is Dr Saibaba’s treatment in prison that has led to medical complications in his condition, he has been granted bail for a limited period of only three months, giving his family just enough time to
nurse him back to health after which he will be taken into custody again subjecting him once again to health complications arising from his disability. This treatment of a political prisoner amounts to renunciation of legal obligations of the state to provide treatment and care to prisoners.

We regret India being a signatory to the United Nations Convention on the Rights of Persons with Disabilities, has imprisoned a 90% physically disabled intellectual for more than a year in a solitary confinement without conducting trial. We request your Honour to restore the fundamental rights granted to Dr Saibaba by the Constitution of India and convert his temporary bail into a permanent one and give him a fair trial in Delhi, where his family lives.

Fontes da prensa turca, dan conta de novas emboscadas e ataque das guerrillas, tanto do PKK coma do TIKKO contra obxetivos gubernamentais.
A base militar de Geyiksuyu, na réxion de Dersim, foi atacada, o pasado día 27 de agosto, por combatentes femininas do TIKKO. No ataque morreron dous soldados fascistas. Esta acción foi calificada por fontes da organizacion comunista como unha homenaxe a compañeira Ekin Wan.
En Lice, temen o 27 de agosto, un soldado morreu e tres resultaron feridos nun ataque de guerrilleiros das HPG, na provincia de Diyarbakir. Tamen a prensa informa do asasinato do neno, de 10 anos, Emin Yanas por disparos da policía na localidade martir de Cizre.
No distrito de Kızıltepe, na provincia de Mardin, hoxe, un autobus policial con veinticinco efectivos, foi emboscado por guerrilleiros da HPG, con armas anti-tanque, quedando feridos, de diversa consideración, nove policias. O autobus quedou destrozado, como pode apreciarse na imaxe, da DHA photo.
Asi mesmo, guerrilleiros kurdos atacaron con lanzgranadas e fusis de asalto a comisaria da policía en Naimiye. No enfrentamento resultaron mortos dous atacantes e un policía, outros tres policias resultaron feridos. O edificio policial quedou gravemente dañado.
Na provincia de Sanliurfa, un coche patrulla policial foi emboscado, morrendo seus dous ocupantes no Hospital Estatal Balıklıgöl .
Na oriental provincia de Mus, dous sarxentos da xendarmeria morreron, supostamente, nun accidente na carretera, o pasado día 27 de agosto.
É importante suliñar que crece o malesta en parte do exercito turco pola politica criminal do executivo dos islamista do AKP e mesmo oficiais, a nivel de coronel, tense manifestado publicamente neste senso, en ceremonias fúnebres.

TİKKO Kadın Gerillalarından Ekin Wan Anısına Eylem

H.Merkezi: ANF’ye düşen habere göre, TKP/ML’ye bağlı TİKKO kadın gerillaları 27 Ağustos günü sabah saat 07.10'da Dersim'e bağlı Geyiksuyu da yapımı yeniden başlatılan bir karakola eylem düzenledi.  Yakın mesafeden etkili vurulan karakolda 2 askerin öldüğü belirtildi. TKP/ ML TİKKO kadın gerillaları tarafından yapılan eylemin Ekin Van anısına gerçekleştirildiği ifade edildi.
Bilindiği üzere Muşun Varto ilçesinde 10 Ağustos günü çıkan çatışmada yaşamını yitiren YJA gerillası Kevser Eltürk (Ekin Wan) askerler tarafından soyulmuş, bu şekilde başında bekleyen askerler tarafından çekilen fotoğraflar medyaya yansımıştı. Gelişen tepkiler üzerine bir açıklama yapan Muş Valiliği yaşananları kabul etmiş ancak “tepkisini” fotoğrafı sosyal medyaya ulaştıranlara kesmiş ve fotoğrafların yayılmasına hizmet edenlerin tespit edileceğini açıklamıştı.
Ekin Wan’a yönelik erkek egemen, kadın düşmanı zihniyetin bir sonucu olan söz konusu saldırıya karşı kadınlar, coğrafyamızın dört bir yanında sokağa çıkarak eylemler düzenlemişti. Kadınlar, “Ekin Wan direnişimizin çırılçıplak halidir” şiarıyla gerçekleştirdikleri eylemlerde Erdoğan’ın ve AKP’nin kadın düşmanı politikalarına ve özellikle de baskı ve zulme karşı direnişi büyüten kadınlara yönelik düşmanlığına dikkat çekmişti.
TKP/ML TİKKO Kadın Komitesi’de birkaç gün önce elimize ulaşan ve "Ekin Wan Bütün Kadınlara Savaş Çağrısıdır!” başlıklı açıklamasında son dönemlerde yaşanan operasyonlar, tutuklama ve katliamlara dikkat çekerek yaşanan saldırıların faşizmin kapkara yüzünü gösterdiğini belirtmişti.
Açıklamada, “Muş'un Gımgım (Varto) ilçesi idi. Gımgım'da halkın öz yönetim beyanından sonra HPG gerillaları ilçeye girerek ilçede denetimi sağladılar. HPG gerillalarının ilçeden çekilmesiyle birlikte TC'nin polis ve askerleri ilçeye girerek katliama başladı. İnsanlar evdeyken evler yakıldı, yıkıldı. İlçede 4 kişi katledildi. Burada katledilen YJA gerillası Kevser Eltürk (Ekin Wan)'ün cenazesi ise çırılçıplak soyularak teşhir edildi. Ve fotoğrafları çekilerek bütün sosyal medyada yayınlandı. Böylece devletin bütün erkek egemenliği, bir kez daha yüzümüze çarpıldı. Ancak bu yüzleşme kadınlara korku değil savaş çağrısı oldu.” sözlerine yer verilmişti.
TİKKO Kadın Komitesi, açıklamasında, “…Kadın gerillaların cenazeleri karşısında dahi bu kadar alçaklaşabilmektedir. El líder sindical, portavoz de Sindicato Andaluz de Trabajadores (SAT) ha sido detenido hoy, en las inmediaciones de la sede sindical de Sevilla, por la policía nacional en relación con la ocupación de la finca militar abandonada Las Turquillas, en Osuna.
El conocido dirigente del SAT habia participado en la ocupacion simbolica de esta finca, propiedad del Ministerio de Defensa y habia alertado de su previsible arresto el pasado día 14 de agosto.

Colleagues and friends,

We in the International Coordinating Committee and entirety of the International League of Peoples’ Struggle (ILPS) express our most militant greetings and solidarity with the Kilusang Mayo Uno KMU) on the occasion of its 11th National Congress. As always, we are proud of the KMU as the center of genuine trade unionism in the Philippines and as one of the most important member-organizations of the ILPS in the international working class movement.
This is a time for you and us to celebrate your victories since your last congress. It is also a time for you to understand further the international and national context of your movement, sum up your experience and learn both positive and negative lessons; and put forward the tasks for raising the struggle to a new and higher level and achieve greater victories.
I am highly honored and deeply pleased that I am entrusted with the task of presenting the international and national situation and the consequent tasks of the working class and the KMU. I am guided by the theme that you have defined: Intensify the struggle against the neoliberal attacks on the workers and the people! Carry forward genuine, militant and patriotic unionism! Advance the national democratic struggle with a socialist perspective!
International Situation: Neoliberalism, Crisis, Wars and People’s Struggle
The neoliberal economic policy has been pushed by the US since 1979 and carried out in earnest in the US and abroad since the Reagan regime. It is based on the malicious the anti-working class lie that the cause of stagflation was wage inflation and big government spending for social services. It obscures the fact that in the capitalist system the extraction of high profits by reducing real wages while raising production causes the crisis of overproduction, which is variably called stagnation, recession and depression, according to the degree of severity of the crisis.
It also obscures the fact that high spending for bureaucratic corruption, military production, deployment of overseas bases and wars of aggression generates inflation. Furthermore, it obscures the fact that the attempts of the capitalist state to use finance capitalism, like printing money, expansion of credit and invention of so many kinds of financial products, appear at first to buoy up the economy, deliver more profits to the capitalists and raise the value of their assets. But ultimately, the financial bubbles burst and the real economy suffers in terms of production breakdown and massive unemployment.
On the basis of anti-worker and anti-social premises, the neoliberal policy accelerates and aggravates the process of extracting profits from the surplus capital created by labor. The monopoly bourgeioisie uses various methods to compel the workers to accept lower real wages. It adopts higher technology to reduce the work force. It uses mass unemployment in order to play off the unemployed against the employed. It increases the short-term contractuals, casuals, apprentices and the like to cut the number of workers with tenure. It uses the state to adopt policies and use coercive actions to violate the basic democratic rights and trade union rights of the workers.
It is a big lie for the monopoly capitalists to claim that economic and social matters are decided by the so-called free market. There is no free market under monopoly capitalism. The monopoly capitalists decide matters by using their economic power as well as their state power to undermine and suppress the working class and to provide more benefits to the capitalist corporations through investment and trade liberalization, privatization of public assets, deregulation of social and environmental restrictions and the denationalization of the less developed and underdeveloped economies.
The international bourgeoisie, from the monopolies based in the industrial capitalist countries to the big compradors in the underdeveloped countries, continue to cling to the neoliberal economic policy dictated by US imperialism and its allies in the G-7 and such multilateral agencies as the IMF, World Bank and the WTO. Thus, global capitalism continues to lurch from one crisis to ever worse ones. The world is still in the throes of the crisis and depression that burst out in 2008. We are now witnessing another worse crisis unfolding.
The unbridled printing of money and rapid expansion of credit, without the corresponding expansion of production and employment, have long burdened private households, corporations and governments with unpayable debts. Whenever there is monetary expansion, the money goes mainly to the financial markets and bureaucratic-military spending. But when austerity measures are adopted supposedly to rein in government spending and cut down the public deficit and public debt, social benefits and social services (especially for education, health, housing and so on) are cut down, government employment is reduced and production and employment in general are adversely affected.
An economic and financial crisis worse than 2008 is already being manifested by the bursting of bubbles in public debt as in Greece, the bond market in Japan and the stock markets in China and 22 other countries; to cite just a few symptoms. A big financial explosion is expected to burst either in China or the US or in both, and once more cause an unprecdented global economic crisis. Every capitalist state in the world today is sitting on a huge public debt bomb. China and the US are being anticipated to trigger the big explosion. China has abused public borrowing since 2008 by six times more than the US to keep on financing private and public construction and make up for the drastic fall in exports.
The integration of China and Russia in the capitalist world poses a problem to US imperialism and its erstwhile Cold War allies in economic, financial, political and military terms. The crisis of overproduction is intensifying economic and financial contradictions among the capitalist powers. China and Russia have formed the BRICS economic bloc, together with Brazil, India and South Africa; and the BRICS Development Bank to assert economic independence. China has also established the Asian Infrastructure Investment Bank to assume the lead role in constructing a new Silk Road interlinking China and Russia as well as all of Asia and Europe.
China and Russia continue to develop the Shanghai Cooperation Organization (SCO) as a collective security organization. This was formed in reaction to the US propensity to unleash wars of aggression in the wake of the collapse of the Soviet Union and to expand NATO operations to the borders of Russia, to the Balkans, Central Asia and the Middle East. Not satisfied with the quagmires into which it has already put itself in these regions, the US is making provocations against Russia by using their neofascist stooges in the Ukraine and is making the so-called strategic pivot to Asia to contain China and boost pro-US forces within it. It is now taking advantage of China’s claim over 90 per cent of South China Sea, thus grabbing the exclusive economic zones and extended continental shelves of the Philippines and other Southeast Asian countries, in order to entrench US military forces, principally in the Philippines.
The US and other imperialist countries have been able to override contradictions among themselves and as well as within their respective borders since the end of World War II by shifting the burden of crisis to the oppressed peoples and nations in the underdeveloped countries. But now with China and Russia being among the capitalist powers, economic competition and political rivalry among such powers are intensifying. Too many capitalist vultures are competing to feast on the blood of the working people, causing ever worsening economic and financial crisis and driving the the US and NATO war machines to become more aggressive in maintaining and expanding economic territory.
The economic and social conditions of the proletariat and people in the developed countries
have deteriorated from decade to decade since the adoption of the neoliberal economic policy. Many of them are already living practically under the same conditions as the working people in the third world countries. But even while they are in much-worsened conditions and mass movements arise among them against issues of oppression and exploitation, there is still the need to build genuine revolutionary parties of the proletariat that must set the effective general line of revolutionary struggle for socialism; arouse the masses of workers and the people; organize the progressive trade unions and other people’s organizations; and mobilize the people.
In the underdeveloped countries, some genuine revolutionary parties of the proletariat are leading the working class, the peasantry and the urban petty bourgeoisie along the general line of people’s democratic revolution against foreign monopoly capitalism, domestic feudalism and bureaucrat capitalism. They are the torch bearers of the anti-imperialist and democratic movement and the world proletarian revolution. They are the pathbreakers of revolutionary resistance in a world is beset by extreme oppression and exploitation, state terrorism and war of aggression; and about to break out in revolutionary resistance on an unprecedented scale.
Philippine Situation: Puppet Rulers, Deepening Underdevelopment, Crisis and Revolution
Since the 1980s, one puppet regime after another has accepted the neoliberal dictates of US imperialism. The first Aquino regime carried over from the Marcos fascist regime all the anti-labor decrees, pushed trade and investment liberalization, accepted all the odious foreign loans incurred by the Marcos regime and abused local public borrowing for the government budget.
Under the flag of neoliberalism, the Ramos regime proceeded to take a huge amount of commercial loans and portfolio investments, sped up the privatization of major public assets to cover the public deficit, removing nationality restrictions on mining, banking, wholesale and retail trade and other types of enterprises; and sponsored the private construction boom that collapsed in the Asian financial crisis of 1997.
The Estrada regime was bound by the neoliberal economic policy and was also restricted by the consequences of the 1997 crisis. Its idea of development was reviving the private fortunes of the Marcos cronies and promoting gambling with loans from the social insurance system.
The Arroyo regime was vociferous in following the neoliberal economic policy and
went so far as to badmouth the workers as “economic terrorists” for exercising their democratic trade union rights. It gained more financial leeway as the US shifted from the bursting of the high tech bubble to the making of the mortgage bubble.
It also promoted big comprador relations with China, semi-manufacturing semiconductors for the final Chinese reassembly platform, collaborating with Chinese public and private corporations in graft-ridden energy, transport and infrastructure projects; and opening up the Philippine economy to Chinese mining, plantations, real estate, supermarkets, finance and exploration of the mineral resources under the West Philippine Sea. When the mortgage meltdown occurred in 2008, the Philippine export of low-value-added semiconductors started to fall drastically. The Philippines was once more in a grave financial crisis.
As during previous regimes, there has been no real economic development through national industrialization and genuine land reform during the Aquino regime. The semifeudal economy remains consumption-led and dependent on imported manufactures and undervalued raw material exports and is overburdened by government and foreign trade deficits and by local and foreign debt. The export of women and men for work abroad, the business call centers and the private construction boom dependent on foreign debts and foreign supplies do not spell economic development.
But the Aquino regime claims a growth rate of 7% or thereabouts. This is nothing but the statistical growth of consumption, government spending and non-industrial investments. This kind of growth does not mean real lasting economic development. It has been sustained by an extraordinary amount of portfolio investments going to the stock market and other financial markets. It gives high profits to foreign companies and to big compradors that are billionaires and are outstanding in the Forbes list of magnates. It does not create the most needed manufacturing plants and does not generate jobs.
The country remains semifeudal and pre-industrial. The unemployment rate of 7%is a big lie. The government economists and statisticians invent employment figures by doing random surveys, asking people whether they had worked one hour the previous week or they had done chores in their household. They keep out of the reckoning the unemployed who have given up looking for work. The figure of 12 million overseas contract workers is a categorical measure of about 20 per cent of the work force that cannot be employed in the Philippines. The unemployment rate far exceeds the government figures of unemployed and underemployed combined.
The reactionary government keeps on throwing statistical lies at the working class and the public about the adequacy of wages for an average household to subsist. It always opposes demands for a minimum wage for an adequate and decent level of family subsistence. And it gives all the leeway for the capitalist employers to chop up their employees into a diminishing group of regulars and an ever increasing groups of short-term contractuals or temporaries, part-timers, casuals and apprentices.
All of these are in accordance with the neoliberal economic policy of using the state to squeeze the working class and to provide all means and opportunities for the capitalist employers to extract profits.
Why the large flow of portfolio investments to the Philippines during most years of the Aquino regime? It is connected with the US scheme of using the Aquino regime to either destroy or cripple the armed revolutionary movement of the Filipino people. The US strategy planners have calculated to realize its counterrevolutionary objective by crediting the regime with economic growth and good governance and efficient delivery of services, allowing the distribution of dole outs to communities within the people’s democratic government, prolonging the ceasefire agreement with the MILF though false promises of Bangsamoro autonomy and other benefits; and unleashing the military and police dogs of Oplan Bayanihan to attack the revolutionary forces and people.
The US-Aquino scheme is futile and self-defeating. There can be no economic development without genuine land reform and national industrialization. “Good” governance and efficient delivery of social services are impossible while bureaucratic and military corruption and the gross violations of human rights run rampant. The general line of people’s democratic revolution through protracted people’s war has enabled the revolutionary forces and people to build a strong people’s army in Mindanao and on a nationwide scale. If the enemy attack escalates against it in Eastern Mindanao, the NPA is capable of fighting there and encourages the NPA in other parts of Mindanao and in Luzon and the Visayas to fight against reduced strength of the enemy.
The US and the local reactionary classes of big compradors and landlords are mortally afraid of the armed revolutionary movement and even of the legal anti-imperialist and democratic forces. They are aware of their vulnerabilities amidst the worsening crisis of the world capitalist system and the domestic ruling system. They violently oppose the people’s demands for full national independence, the democratic empowerment of the toiling masses, economic development through land reforn and national industrialization, social justice, a patriotic and progressive culture and the anti-imperialist and democratic solidarity of all peoples of the world.
One reactionary regime after another has refused to come to terms with the people’s demands and has failed to fully avail of peace negotiations as a way of addressing the roots of the armed conflict and laying the basis for a just and lasting peace. The further degeneration of the ruling system can be seen in the failure of the major political parties and presidential candidates to offer a comprehensive program of national independence and development the Filipino people and the patriotic and progressive forces. The contest seems to be about personal popularity rating, closeness to those who control and pre-program the automated electoral system, access to the largest campaign contributors and ability to manipulate the mass media.
Oppression and exploitation are escalating in the Philippines as the imperialist powers and the local exploiting classes keep on imposing the neoliberal liberal economic policy on the people. As one more economic and financial crisis is growing, even as the previous one is still wreaking havoc on the lives of the people, we must gear up for intensified resistance. We must cease to suffer and convert our suffering to an irresistible force to defeat our enemy and brings about a fundamentally new and better world of socialism.
Tasks of the Working Class and the Kilusang Mayo Uno!
We, the ILPS, urge you to intensify the struggle against the neoliberal economic policy and the purveyors of this policy. You must uphold, defend and advance basic democratic rights of the working class, especially the right to a true, militant and patriotic unionism. You must carry forward the national democratic struggle with a socialist perspective. In this regard, we must uphold the leadership of the working class.
You must fight the neoliberal attacks by the reactionary government and the big capitalists on your wages, jobs and rights. You must arouse the class consciousness and revolutionary spirit of the workers. You must organize them as genuine, militant and patriotic unions. You must mobilize them to advance the trade union movement and the strike movement fight for higher wages, protect their jobs and uphold their rights as well as to develop political strength for the achievement of immediate aims of the workin g class and the ultimate aim of socialism.
We, the ILPS, endorse and support your determination:
1. To wage a campaign for raising the wage on a national scale, on the scale of enterprises and other levels and for establishing a just minimum wage.
2. To wage a campaign against contractualization and for declaring this as a crime to be prohibited.
3. To arouse, organize and mobilize the contractual workers.
4. To study promptly the neoliberal attacks on the workers and the labor movement and the ways of combatting such attacks.
5. To engage in political education concerning the semicolonial and semifeudal system in the Philippines, imperialism on a world scale and related matters.
6. Combat the economistic tendency and envigorate the participation of unions in arousing, orgamizing and mobilizing the workers.
7. Grasp the methods of secret and yet rapid organizing.
8. Organize the communities in the vicinity of the enterprises.
9. Unite with the workers inside and outside the country and the progressive organizations of various classes and sectors.
10. Keep in mind that the class struggle of the proletariat and the monopoly capitalists is long and arduous, with twists and turns and ups and down, but the ultimate outcome is the victory of the proletariat and socialism.

Fontes de Kurdistánews dan conta dun brutal asalto a vila de Gerver/Yuksekova por parte de unidades do exercito fascista apoiados por vehículos blindados. Dende a noite pasada hai duros enfrentamentos entre militares turcos e xovens da auto-defensa da vila. Os combates de grande violencia teñen causado un importante numero de civis mortos incluso nenos. Os criminais fascistas impiden o acceso aos hospitais da zona.
Tamen na localidade de Cizir/Cizre reportase o asasinato de cinco persoas dous nenos entre eles e alomenos un sanitario, por parte das forzas represivas fascistas.

INDIA: Revuelta popular en el estado de Gujarat.

En el Estado de Gujarat, fronterizo con Pakistan e importante centro industrial, se han producido, desde el pasado martes, graves enfrentamientos entre manifestantes y policía, con decenas de heridos, vehículos incendiados y asalto a oficinas gubernamentales y domicilios de funcionarios del Estado.
La violentas protestas comenzaron con la detención del dirigente del partido PAAS, Hardik Patel, cuando este pretendía sentarse para iniciar una huelga de hambre. La policía atacó a los manifestantes con porras y látigos, produciéndose decenas de heridos, inclusive entre la prensa que cubría los acontecimientos.
En respuesta a la represión policial los manifestantes cortaron el trafico en la autopista Vadodara-Ahmedabad y otras carreteras e fueron incendiados vehículos policiales y autobuses así como sedes del partido BJP, en Patan, y otras oficinas gubernamentales. La población ha declarado una huelga general y las autoridades han decretado el toque queda. Los centros de enseñanza permanecen cerrados.

Apoiar o Acampamento Rancho Alegre 2 ameaçado de despejo

Hoje um oficial de justiça entregou uma ordem de despejo aos camponeses do Acampamento Rancho Alegre 2, em Pimenta Bueno. A ordem foi emitida pela juíza estadual Keila Alessandra Roeder Rocha de Almeida, que deu apenas 24 horas de prazo para as famílias saiam pacificamente. Mas os camponeses, cansados de esperar pela reforma agrária falida do governo Dilma/Lula/PT, estão dispostos a resistir.

No dia 12 de agosto, cerca de 40 famílias remanescentes do Acampamento Rancho Alegre ocuparam o lote 88, de mais de 2.068 hectares (mais de 860 alqueires), localizado na linha 45, setor 3, Gleba Corumbiara, em Pimenta Bueno. Quem se diz o dono é Genival Azevedo Cavalcante. A pedido dos camponeses o Incra verificou e confirmou que a área é irregular.

Trata-se de área de conflito permanente, pois já foi ocupada e despejada outras duas vezes, em 2002 e 2004 (autos 0042416-02.2002.822.0009 e 0029949-65.2004.822.0009). Nestas ocasiões, os camponeses construíram casas, formaram pasto e plantações, tudo destruído nos despejos, exceto o pasto, utilizado pelo fazendeiro. Em 2006 as famílias processaram Genival Cavalcante, exigindo indenização por suas benfeitorias (0082900-20.2006.822.0009).

No último dia 14 de agosto, uma acampada foi ameaçada por Genival, acompanhado de dois pistoleiros armados, segundo ocorrência policial nº 1803-2015, registrada na 1ª Delegacia de Polícia Civil, de Espigão D'Oeste.

A luta camponesa é a mais urgente e importante do país. Todos os camponeses, operários, professores e demais trabalhadores, estudantes, pequenos e médios comerciantes e todos democratas devem apoiar ativamente lutam por este direito sagrado denunciar a violência do latifúndio, seus grupos de pistoleiros e seus agentes do velho Estado.

YEMEN: La conexion turca en la conspiración contra el pueblo yemení.

Según informa el portal irani, en castellano, Hispantv el gobierno fascista de Erdogan invito, al títere de la camarilla feudal saudí, el expresidente yemeni Mansud Hadi a visitar Turquía y le ofreció su apoyo y colaboración.
Por otra parte el portal Sputnik informa, citando fuentes saudies, de la muerte de un general de division saudí, en un ataque de las fuerzas armadas yemenies en la frontera. Se trata del comandante de la 18ª Brigada general Abur Rahman Saad Al-Shahrani.
El ejercito de Yemen y las milicias populares han asestado grandes golpes a los invasores en la frontera saudí, al punto que el régimen feudal de Al Saud ha ordenado la evacuación de los civiles de las ciudades y pueblos cercanos a la frontera hacia el centro del país. Se informa que un misil, tipo Scud, yemení destruyo una planta eléctrica de la provincia saudí de Jizán.

Hoxe, unha treintena de persoas, concentraronse diante do Consulado honorario de Turquia, nesta cidade galega, para protestar contra a represión xenocida do Estado fascista turco no Kurdistan.
Na centrica Avda. de Linares Rivas, donde atopanse as oficiñas no despacho de avogados P&P, foron chegando persoas dispostas a amosar súa solidariedade có pobo kurdo e seu rexeitamento contra a represión xenocida contra o mesmo, por parte do Estado fascista turco.
Os asistentes corearon consignas; Galiza / Kurdistan, Solidariedade ! Non ao xenocidio do Pobo Kurdo ! Estado turco fascista e asasino ! e mostraron cartazes de denuncia e imaxes da guerrilleira asesinada Ekin Wan.
Ao remate da concentración foi plantexada a idea de constituir un Comité de Solidariedade para levar adiante as tarefas de apoio a esta xusta loita.

A prensa turca da conta da morte de dous soldados en Semdilin e dun oficial da policía na provincia de Mardin.
En Selemdin, o vehiculo militar foi alcanzado por unha mina, colocada a seu paso por guerrilleiros, supostamente, do clandestino PKK deixando tamen a tres militares feridos, que foron trasladados de urxencia ao Hospital. No caso do oficial da policía fascista foi tiroteado nunha localidade da provincia de Mardin cando visitaba a sua familia.
Tamen dase conta que as provincias declaradas en Zonas de Seguridade Militar, polo goberno fascista, pasan do centenar.
Na cidade de Adana foi detida e posteriormente torturada a xoven Figen Şahin. A mesma declarou a seu avogado que todolos os presos estaban a ser torturados na comisaria policial. Agora atopase hospitaliza debido as torturas policiais.
